Urban health, well-being, and equity—core objectives of Sustainable Development Goals (SDGs 3, 10, and 11)—have become key themes in contemporary urban planning research and landscape research. While existing studies focus predominantly on quantitative assessment, environmental exposure, and human mobility, the historical origins of health-oriented urban green space planning remain insufficiently explored. Focusing on Lingnan area as a representative case, this research investigates the emergence of public green space in late Qing cities and its early contributions to urban health and spatial governance. Through a systematic examination of American and British Gardens at the Thirteen Factories in Guangzhou, the planned public green space system of the Shameen concession, and the municipal greening practices of neighboring Hong Kong and Macao, the study further analyzes Zhang Zhidong’s tree-lined boulevard project along Changdi avenue as a key instance of localized institutional adaptation. Drawing on late-Qing and Republican newspapers, nineteenth-century Western travelogs and reports, historical and contemporary studies and photo albums, the study finds the following: (1) the American and British Gardens marked the earliest emergence of health-oriented urban green space in Lingnan area; (2) the systematically planned green space network of the Shameen concession constituted a prototypical form of health-oriented urban green space planning; (3) the botanical gardens, street-tree systems, public parks, and institutionalized management practices in Hong Kong and Macao exerted a strong regional demonstrative influence on Guangzhou; (4) the street-tree planting along Changdi Avenue represented a localized absorption of foreign planning paradigms and marked the institutionalization of municipal greening in Guangzhou. Although these early practices did not yet form a modern healthy city planning framework at that time, they played a crucial role in improving urban sanitation, enhancing public space quality, and shaping urban order. By tracing the historical trajectory from transnational demonstration to local adaptation and institutional consolihdation, this study provides new insights into the historical foundations of health-oriented urban planning in China and contributes a long-term perspective to contemporary debates on healthy cities and nature-based urban interventions. This study was aimed to identify intermediary organizations active in nature conservation initiatives by adopting a multi-level (ML) and network governance (NG) framework and using social network analysis (SNA). We identified 256 coordinating beneficiaries and 1090 associated beneficiaries connected through 8310 project relations and financed through the EU-funded LIFE Programme from 2014 to 2020. Our results evidence a central component of the network where organizations from Italy, Spain, and the United Kingdom play a central role. In contrast, peripheral components return a framework of partnerships mainly constituted by actors of the same country (68%). Moreover, the characterization by type of actor confirms the widespread implementation of a multi-level governance approach in LIFE-Nature (NAT) projects, evidencing the significant presence of non-governmental organizations and foundations, mainly at a national level, in nature conservation initiatives. Our findings reveal that the intermediary capacity of key actors should be further reinforced, particularly toward the promotion of transnational cooperation and cross-sector alliances, by encouraging the involvement of stakeholders operating at the ground level (i.e., provincial and municipal levels). The main objective of the LIFE Fluvial project is the improvement of the conservation status of Atlantic river corridors in the Natura 2000 network, developing a transnational strategy for the sustainable management of river corridor habitats in several Atlantic river basins of the Iberian Peninsula. The project includes seven partners in Northwest Spain (Galicia, Asturias) and one partner in Portugal (Instituto Superior de Agronomia). In Portugal, the preparatory, conservation, monitoring and dissemination actions of the project are focused on the improvement of the state of conservation of habitat 91E0* in the Estorãos River (ZEC Lima River, PTCON0020), with a total intervention area of circa 21 ha, within the property of the Municipality of Ponte de Lima. Special effort has been devoted to the control and removal of invasive plants directly affecting the riparian habitats, and indirectly affecting the aquatic habitats. The major target species addressed in ZEC Lima River are the trees Acacia melanoxylon, A. dealbata, invading the riparian zone; Eucalyptus camaldulensis plantations in the floodplains of Estorãos river; and the herbaceous species Phytolacca americana and Tradescantia fluminensis. The restoration measures were designed according to the spatial and temporal scale of threats and applied species-specific methods. This included the tree cut and control of vegetative sprouts (Eucalyptus), debarking and cut (Acacia spp.), and the uprooting of seedlings of invasive exotic individuals; complete uprooting of the individuals and the destruction of fruits (Phytolacca americana); and exposition to sunlight (Tradescantia fluminensis). An additional key action included Public Awareness and Dissemination. Throughout the development of the project, knowledge transfer to different target audiences was promoted, and several didactic materials, including an online game for children, were produced. For the general public, the project created a website, in four languages, and different social media pages, TV programs, promotional videos and an annual bulletin, and celebrated several events used for awareness-raising (e.g., World Wetlands Day in 2018, or Natura 2000 day). Notably, for invasive species control and awareness, we promoted training and volunteer actions that engaged students, technicians, NGOs and other relevant stakeholders. The major lessons learned are to be followed up during the After Life period. Full article

Climate change and its challenges have long been incorporated into the policy-making process. Advocacy actions urge to strengthen the socio-ecological resilience through engagement with stakeholders, feedback recollection, and testing of solutions. Several initiatives have been born to boost cities’ actions toward climate change mitigation and adaptation. Institutional coordinated actions such as transnational municipal networks (TMNs) and non-institutional, grassroots movements for climate action, are among them. The study focuses on four TMNs and two grassroots movements, which have an impact on the European and/or worldwide contexts. They are investigated qualitatively, reflecting on the roles and contributions to climate change that they provide both alone and together. The research questions focus on the instruments/elements/factors that they put in place to support the transition, the key messages, and how these are conferred to their key targets. The initiatives have been investigated in both the grey and scientific literature. The main results show that grassroots movements for climate action and TMNs have the potential to better support cities in their climate transition. However, local governments are urged to take advantage of both initiatives’ ability to develop networks of support, innovation and a sense of belonging. In conclusion, the research states that the two initiatives should be effectively connected and integrated with a complementary role concerning planning actions. Full article

The Role of Transnational Municipal Networks in Transboundary Water Governance

The transboundary nature of stressors impacting shared water bodies has been traditionally recognized in agreements between nation states. Several developments have led to new layers of cross border environmental actors, including regional and city level interactions. This proliferation of non-state actors is witnessed in two large water bodies, the Baltic Sea and the North American Great Lakes. In both regions, transboundary water governance was led by nation states in agreements to improve heavily contaminated waters, the Helsinki Convention (1974) and the North American Great Lakes Water Quality Agreement (1972), respectively. Whilst there has been much research on transnational regional networks, especially in Europe, there has been less theoretical work done on transnational municipal transboundary water networks due to the delay of recognition of the legitimacy of these local government actors. This paper aims to examine the role of the transnational municipal networks in transboundary water governance by looking at the case studies of the Union of Baltic cities in the Baltic Sea region and the Great Lakes and St. Lawrence Cities Initiative in the North American Great Lakes Basin. It does this by assessing the role of these transnational municipal networks in bridging water governance gaps in these regions. Full article
