Feline Farmhands: The Value of Working Cats to Australian Dairy Farmers—A Case for Tax Deductibility

Rodents play a role in the spread of disease and cause immense damage to produce and infrastructure, leading to food safety risks and economic losses for farmers. Farmers typically control rodent populations using rodenticide baits, which are expensive, and, when used incorrectly, are inefficient, and pose a risk to children, pets and wildlife. Cats may offer a safer, more efficient and cheaper option for farmers, but concerns for cats’ impact on wildlife and possible negative outcomes for their own welfare may lead to them being underutilized. Through semi-structured interviews with 15 people from 9 dairy farms in two regions, we explored the value cats have to dairy farmers and the perceived impact of the Australian Tax Office making working cat care tax deductible. The data gathered during interviews indicated that uncontrolled rodent populations have a detrimental impact on dairy farms and showed that farmers valued having cats due to their efficiency in pest control, monetary savings and companionship. They struggled to cover the cost of cat care, however, particularly costs like sterilization and vaccination, which are necessary to enhance cat welfare and protect native wildlife from diseases and cat overpopulation. Our findings demonstrate that dairy farmers value the working cats on their farms for rodent control. Allowing cat care to be tax deductible may enable farmers to provide care such as sterilization, vaccination and food, potentially improving farmers’ wellbeing and cat welfare whilst reducing cats’ impact on wildlife. It is strongly recommended that relevant industry bodies gather additional evidence from both dairy and other types of farming operations, and if results are consistent with the findings from our study, they lobby state and federal governments to consider that cats kept on farms for rodent control be considered tax deductible as they are in the US and UK and are also exempt from state cat registration and permit costs as working dogs are in Australia. Most cats entering animal shelters in Australia are less than 12 months old and emanate from low socioeconomic areas. Many are unidentified and may be either owned or semi-owned cats (cats cared for by someone who does not consider themselves the owner). In Australia, approximately 33% of cats entering shelters and pounds are euthanized annually, adversely affecting the mental health of staff involved. Our study investigated cat ownership and caregiving behaviors of cats enrolled in the Australian Pet Welfare Foundation’s Community Cat Program, which included free sterilization, microchipping, and preventive healthcare. The suburbs targeted in Ipswich, Australia had a high per capita cat intake into animal shelters. We surveyed 1094 cat owners and semi-owners. Most cats were under 12 months old (79%), primarily domestic short-haired (69%), and acquired through informal channels such as friends, family, or as strays. Veterinary care was limited, with only 15% of cats having visited a veterinarian and 28% being vaccinated. Prior to hearing about the free sterilization program, 88.5% of participants identified as owners, while 11.5% were semi-owners. Before completing the survey, these semi-owners transitioned from an informal caregiving relationship to becoming owner of the cat/s. Of the semi-owners, 93% indicated that their transition to ownership was driven by feelings of responsibility, emotional attachment, and access to free sterilization services. These findings suggest that targeted interventions, such as accessible veterinary care and sterilization programs, are crucial in encouraging semi-owners to take full ownership of cats, improving cat welfare, and reducing unplanned breeding. Supporting this transition helps curb overpopulation and fosters improved caregiving, benefiting both cats and communities. Full article

Overpopulation of domestic animals leads to various problems, such as the formation of feline colonies. Population management methods for these colonies have been studied previously; however, no scientific consensus has been reached. This study evaluated the use of trap–neuter–return (TNR) in a free-roaming cat colony in Brazil’s Federal District. The study was conducted over 18 months and involved 157 cats that had not previously been managed. The experiment had three parts: recognition and preparation, TNR intervention, and monitoring. The results showed a 47.8% reduction in colony size. Additionally, 98.8% of the animals were sterilized. The adoption, death, disappearance, abandonment, and immigration rates were 19.7%, 14.0%, 14.0%, 7.6%, and 4.5%, respectively. The TNR experiment conducted in the proposed manner, which included detailed pre-planning, mass sterilization, active management, continuous monitoring, and educational actions, proved to be efficient and humane. However, guidelines aimed at managing animal populations, promoting adoption, preventing abandonment, and educating people about responsible pet ownership are essential for achieving sustainable results. Homeless cats are a major problem in Europe, with hundreds of thousands abandoned every year. While many die, others can adapt to a lifestyle of roaming freely and establish community cat populations that tend to cluster together in groups. These groups of cats are typically found in urban areas that offer food and shelter to the cats. Animal welfare organizations often care for these cats, providing them with food, shelter, and medical attention. Despite this, conflicts can arise due to the presence of free-roaming cats, with some individuals advocating for drastic measures such as trapping and killing the cats to reduce their populations. However, it is essential to note that such methods are frequently illegal, inhumane, and ultimately ineffective in most situations. A thorough assessment of the impact of cats on a particular natural area requires a comprehensive cat census, a detailed study of the species being preyed upon, and an investigation into the prevalence of zoonotic or epizootic diseases. Moreover, veterinary experts assert that the public health risks associated with cats are often overstated. This article aims to provide a nuanced perspective on the impact of cats on biodiversity in natural areas, while also discussing their role in transmitting the main zoonotic diseases identified in European countries in recent years, with a particular focus on Spain. Effective cat control programs should focus on non-lethal methods such as trap–neuter–return (TNR) and adoption. TNR has proven to be the most effective and humane method of controlling the free-roaming cat population, but its effectiveness is influenced by several factors, including adoption programs and public education on responsible pet ownership. According to Spanish veterinarians, sustainable and science-based solutions such as TNR programs are the best way to achieve population control of free-roaming cats. The veterinary profession should raise awareness regarding sterilization, vaccination, and identification of cats and the consequences of abandonment. They oppose lethal control and removal of cats from the environment, which are ineffective and unethical methods. To promote animal welfare, veterinary professionals must collaborate with public administrations to implement long-term, sustainable solutions to the problem of cat overpopulation. Greater social awareness regarding the importance of sterilization and identification to prevent abandonment and reduce the number of free-roaming cats is also needed. Despite the challenges presented by homeless cat populations in Spain and the rest of Europe, there are many reasons for optimism. Animal welfare organizations and veterinary professionals are actively collaborating to develop humane and effective solutions to manage community cats, including programs such as TNR and adoption. Furthermore, these initiatives are gaining momentum and support from emerging laws and regulations, such as the recent Spanish animal welfare law. Through these efforts, we can reduce the number of free-roaming cats and improve their quality of life. Full article

Overpopulation and abandonment of pets are long-standing and burgeoning concerns that involve uncontrolled breeding and selling, illegal trafficking, overpopulation, and pet safety and well-being issues. Abandonment of pets creates numerous negative externalities and multimillion-dollar costs, in addition to severe consequences and problems concerning animal welfare (e.g., starvation, untreated disease, climatic extremes, uncertainty of rescue and adoption), ecological (e.g., invasive species and introduction of novel pathogens), public health and safety (e.g., risks to people from bites, zoonoses, or road hazards), and economic (e.g., financial burdens for governmental and nongovernmental organizations). These interwoven problems persist for several reasons, including the following: (1) lack of an efficient system for the prevention of abandonment and overpopulation, (2) lack of regulatory liability for pet owners, (3) lack of legal alternative to abandonment. This article proposes a novel comprehensive management system for amelioration of overpopulation and abandonment of pets aimed to tackle the current supply and demand dysfunction of the pet market and provide a legal alternative to abandonment. Companion animal relocation programs are an important method to address geographic and resource disparities in pet overpopulation through transport from areas with high homeless pet populations to areas with high adopter demand. Despite mitigation by following best practices, a potential risk of animal relocation is increased disease incidence related to infectious disease spread and the effects of stress during transport. Surgical sterilization may compound disease risk due to the impact of surgical stress on disease susceptibility and the potential for disease exposure from other patients. Our study aimed to provide information about disease and surgical complication incidence as relates to the timing of surgical sterilization in relocated dogs. A population of 431 dogs relocated to a shelter in Washington State was monitored for disease while at the destination shelter and immediately post-adoption. No increased disease incidence was identified for dogs altered within two weeks of transport at the destination shelter compared with those altered within two weeks prior to transport at the source shelter. Because of disparities addressed by relocation programs, surgical sterilization of relocated companion animals is typically best performed at the destination shelter. Our study indicates that disease incidence is not increased by spay-neuter at the destination shelter. Full article

To continue dialogue over proposed Australian trials of Trap-Neuter-Return (TNR), we applied a framework requiring identification of areas of agreement, areas of disagreement, and identification of empirical data collection required to resolve disagreements. There is agreement that Australia has a problem with stray cats, causing problems of impacts on wildlife, nuisance, disease transmission (including public health issues and exchange of diseases between stray cat and pet cat populations), poor welfare outcomes for stray cats, and an emotional burden on staff euthanising healthy stray cats. There is disagreement on whether (i) current measures are failing, leading to unacceptably high euthanasia levels, (ii) some contributors to the debate misunderstand TNR, (iii) TNR trials will reduce urban cat populations and associated problems, (iv) TNR is an ethical solution to cat overpopulation, and (v) some contributors to the debate promulgated misinformation. Although not everyone agrees that TNR trials should proceed, as a hypothetical exploration, we propose an experimental approach explicitly comparing TNR to alternatives. Trials could only be considered if other detailed and well-funded attempts at stray cat control focusing across an entire Local Government Area (LGA) prove ineffective. Full article

Common to many of the repeated issues surrounding animals in disasters in the U.S. is a pre-existing weak animal health infrastructure that is under constant pressure resulting from pet overpopulation. Unless this root cause is addressed, communities remain vulnerable to similar issues with animals they and others have faced in past disasters. In the US the plight of animals in disasters is frequently viewed primarily as a response issue and frequently handled by groups that are not integrated with the affected community’s emergency management. In contrast, animals, their owners, and communities would greatly benefit from integrating animal issues into an overall emergency management strategy for the community. There is no other factor contributing as much to human evacuation failure in disasters that is under the control of emergency management when a threat is imminent as pet ownership. Emergency managers can take advantage of the bond people have with their animals to instill appropriate behavior amongst pet owners in disasters. Full article
