The architectural legacy of the French colonial period forms a key part of Vietnam’s urban identity, especially in Hue. Yet, this heritage is rapidly declining: from over 240 structures in 2000, fewer than 100 remain today. This study introduces a heritage-based evaluation framework to assess and preserve French colonial buildings using Le Loi Street, Hue’s historic “Western quarter” as a pilot site. Fourteen colonial-era buildings were systematically assessed through field surveys and expert consultation. A total of 40 specialists participated in the criteria development process, and eight selected experts conducted detailed building evaluations. The final framework includes three main categories and nine specific criteria, based on a 100-point scale, incorporating architectural integrity, historical and cultural significance, contextual fit, and adaptive reuse potential. The results show that all the surveyed buildings qualify as Group A or B, warranting strict conservation or minimal renovation. The study emphasizes the value of localized, expert-informed approaches to heritage planning. The research provides a practical foundation for integrating historic architecture into context-sensitive urban conservation strategies in Hue and comparable Southeast Asian contexts. Full article

This paper aims to describe the outcomes of the Main10ance project, which focused on developing an integrated HBIM-GIS platform to support the maintenance and conservation plans for the historic built heritage. The pilot case is the UNESCO complex of the Sacri Monti, located in northern Italy and Switzerland, which consists of groups of chapels and architectural artifacts holding significant historical and cultural value. Given their importance, specific maintenance plans involving multiple stakeholders and specialists are required. This study focuses on creating a unified system that semantically and spatially describes the architectural elements of the case study and the surrounding context and indoor assets. After a 3D integrated metric survey and the related data processing, parametric 3D models were created in a BIM environment, and a spatial database was developed to incorporate both geometric and alphanumeric entities. The database enables interoperability among different actors and domains, gathering heritage-related information crucial for restoration and conservation purposes. Additionally, the custom 4MAIN10ANCE web platform was developed with different levels of details (LODs), enabling the retrieval of both 2D and 3D data and establishing connections between the BIM models of the chapels and associated information. Despite the committed action by many in past decades, recent reviews show little progress in slowing species declines, and future waves of extinction are predicted. Not only do such declines signal a failure to meet international commitments to stem biodiversity loss and undermine the potential for achievement of the species-related target in the Post-2020 Biodiversity Framework, but they also jeopardize our ability to achieve the 2030 Sustainable Development Goals, many of which rely on the resources provided by species and the ecosystems they support. A substantial increase in ambition and the application of tools at the global scale and across all elements of the species conservation cycle—Assess, Plan, and Act—is urgently needed to create swift and lasting positive change for species. Well-resourced, effectively implemented species conservation plans play a key role in meeting this challenge. Here, the IUCN SSC Conservation Planning Specialist Group (CPSG) presents a proven approach to species conservation planning that emphasizes the thoughtful design and facilitation of collaborative processes that feature the rigorous scientific analysis of quantitative data on species biology and impacts of anthropogenic threats and their mitigation through management. When incorporated from the beginning of a species management project, the CPSG’s principles and steps for conservation planning can help reverse the decline of threatened species. Full article

Impact and Lessons Learned from A Half-Century of Primate Conservation Action Planning

Over the last half-century, the world’s human population has doubled, impacting almost all ocean and land areas. The threats facing primates in the wild have never been greater or more complex. Primatologists have long been aware of these threats and, since the 1970s, have coordinated efforts to safeguard these threatened species, through the International Union for Conservation of Nature Species Survival Commission (IUCN SSC) Primate Specialist Group (PSG). In an effort to stem the threat of extinction to primates, this group of now 700 experts+ has published 17 conservation action plans since 1977. As we look toward the next half-century, we take stock of the history of primate action planning to better understand the costs and benefits of these plans as a conservation tool. Here, we reviewed all plans published by the IUCN SSC PSG. In total, they described USD 246 million in planned primate conservation programming and were cited 1657 times by others. We found that half of the plans had been assessed in regard to their implementation, although these assessments were not standardized. Those that had been assessed, showed evidence of positive impacts on awareness raising, collaboration, fundraising, project implementation and policy, although the impact varied by plan. For example, three of the plans directly resulted in USD 15.92 million in funds raised; four plans quantified implementation rates, which ranged from 38% to 74% of actions partially or completely achieved 5 years after plan publication; and four plans attributed the gazettement of 19 protected areas across 11 countries as indirect successes following the publication of plans. Considered together, we reflect on the ‘return-on-investment’ for developing these plans and consider a range of ‘lessons learned’ for future primate action planning efforts. Full article

Pressures are mounting for the adoption of a Global Biodiversity Framework that transforms conservation and sustainable use efforts worldwide. Underlying this challenge is the biodiversity paradox: biological diversity predominantly concentrates in the tropics, while human, institutional, and financial resources are primarily located at higher latitudes both north and south. Addressing the biodiversity paradox requires the expansion and mobilization of human, institutional and financial resources around the world. We outline a model championed by the IUCN Species Survival Commission (SSC) that builds on the Species Conservation Cycle (Assess-Plan-Act-Network-Communicate) and recognizes that most conservation action occurs at the national or local level. Various strategies are applied to this end by the partners of Reverse the Red, a global movement that ignites strategic cooperation and science-based action to ensure the survival of wild species and ecosystems. The SSC contributes to Reverse the Red through two primary strategies: National Species Specialist Groups and Centers for Species Survival. By building on existing expert networks and catalyzing efforts with established local institutions, we aim to significantly expand capacity to implement conservation action at the national level and reverse the negative trends indicated by the IUCN Red List of Threatened Species and the Red List of Ecosystems. Given the scale of the current biodiversity loss, setting conservation priorities is essential to direct scarce resources to where they will be most effective. Many prioritization schemes have been described by using a wide range of criteria that vary across taxonomic groups, spatial scales, and ecological, socio-economic, and governance contexts. Currently, there is no single prioritization process applicable to all situations, nor is there a list of agreed metrics. The IUCN SSC Antelope Specialist Group and the Small Mammal Specialist Group recently performed species prioritization exercises based on a similar approach. The variables used included biological, socio-political, and feasibility criteria. The two exercises contained both common and some unique variables, arranged in a matrix for the target species (29 threatened antelopes and 19 critically endangered Mexican small mammals, respectively). The ASG framework provided a global summary of the antelope priorities, which can be updated and adapted to the national level. The SMSG matrix was applied in a regional workshop to select species for which the likelihood of implementing conservation actions was high and led to conservation action plans being developed for six species. The framework we jointly developed in theory can be applied to other taxa, certainly all mammals and perhaps most vertebrates. Full article

Personal injury and property damage caused by wildlife can worsen the relationship between humans and wildlife. In recent years, conflicts between herders and Tibetan brown bears (Ursus arctos pruinosus) (human–bear conflicts; HBCs) on the Qinghai-Tibetan Plateau have increased dramatically, severely affecting community motivation for the conservation of brown bears and other species. Understanding the types, effectiveness, and flaws of current HBC mitigation measures is critical to develop effective strategies to alleviate HBC. From 2017 to 2019, we conducted a systematic field survey regarding HBCs on the Qinghai-Tibetan Plateau. In addition, we invited bear specialists and multiple interest groups to hold an HBC seminar and proposed some potential mitigation strategies. We surveyed 312 families via semi-structured interviews and documented 16 types of HBC mitigation measures. A total of 96% of respondents were using more than two mitigation measures simultaneously. The effectiveness evaluation of HBC mitigation measures showed that: (1) removing food from winter homes while herders were at their summer pastures and asking people to keep watch of winter homes were effective at protecting food and houses; (2) traditional grazing methods (human guarding of livestock all day) and solar soundboxes (attached to livestock) were effective at protecting free-range livestock; (3) solar street lights had a deterrent effect on brown bears and were effective in protecting livestock, houses, and people; and (4) due to the unstable power supply of photovoltaic cells and improper installation of ground wires, electric fences were not ideal in practice. Evaluation of the potential mitigation measures at the seminar showed that upgrading electric fence technology, expanding electric fence pilot areas, installing diversionary feeders, and introducing bear spray were the most optimal solutions. This study provides a scientific basis for creating human–bear coexistence plans on the Qinghai-Tibet Plateau. Full article

There is evidence to suggest that the Coronavirus Disease 2019 (COVID-19) pandemic may hamper our achievement of the Sustainable Development Goals (SDGs). Here, we use non-human primates as a case study to examine the impacts of COVID-19 on the ability to achieve biodiversity conservation and management sustainability targets. We collected data through a survey of members of the IUCN SSC Primate Specialist Group from January to March 2022. Of the 93 experts that responded to our survey, we found that 39% had not been able to visit any of their field sites since March 2020, 54% said they had less funding available for their primate-related work, and only one out of ten said they had managed to achieve at least 76–100% of their planned primate-related work since March 2020. Six out of ten respondents (61%) felt that primate conservation efforts in protected areas were worse than before the onset of the COVID-19 pandemic and one-third (33%) felt hunting was happening more frequently than before. This study provides evidence of the impacts of COVID-19 on progress towards achieving the SDGs, and provides practical lessons learned for biodiversity conservation efforts moving forward. Interest in the energy retrofit of historic buildings reflects the current drive to reduce greenhouse gas (GHG) emissions. New Zealand (NZ), unlike Europe and USA, has no country-specific guidelines considering heritage conservation, energy efficiency, reduced carbon emissions and cost. The paper explores benefits to NZ from a policy and practice perspective from such procedures. The adoption of tailored retrofit guidelines would contribute to the national goal of reduced GHG emissions by 2050. The case study investigates the relevance and challenges of assessments such as heritage impact, life-cycle carbon assessment and life-cycle costing for historic building renovations. Through interviews with a range of experts, the results for hypothetical retrofits of a heritage building are evaluated. The interviews reveal how possible trade-offs among different assessment criteria (e.g., energy, cost, carbon footprint and heritage impact) are considered by different specialist groups, as well as exploring the benefits and barriers, and providing recommendations for future renovation guidance. The main findings highlight the importance of a life-cycle perspective and of conservation plans for heritage assessment. The experts all agreed that from a conservation perspective, there was no one energy retrofit solution that fits all building types and cases. Full article

Amphibians are an understudied group in the zoo-focussed literature. Whilst commonly housed in specialist exhibits and of real conservation value due to the global extinction crisis, amphibian welfare is not often investigated empirically in zoo settings. The limited research that is available suggests that enclosure design (structure, planting and naturalistic theming) has a positive impact on the time that amphibians will be on show to visitors. However, the categorisation of any “visitor effect” (i.e., influences of visitor presence on amphibian activity and time on display) is hard to find. The COVID-19 pandemic forced the closure of zoological organisations in the UK for several months from March 2020, with gradual re-openings from the summer into autumn and winter. This event provided a unique opportunity to study the effect of the lack of visitors, the presence of essential zoo staff only, the wider return of organisational staff, and then the return of visitors over a prolonged period. This project at WWT Slimbridge Wetlands Centre assessed the number of individuals of six species of amphibian—common toad (Bufo bufo), common frog (Rana temporaria), smooth newt (Lissotriton vulgaris), pool frog (Pelophylax lessonae), golden mantella (Mantella aurantiaca) and golden poison dart frog (Phyllobates terribilis)—visible to observers under different conditions. All amphibians were housed in a purpose-built indoor exhibit of individual enclosures and were recorded when visible (as a proportion of the total population of the enclosure) during closure, the return of extra centre staff and visitor periods. The results showed species-specific differences in visibility, with some species of amphibian being more likely to be on view when the presence of people at their enclosure was less likely or in smaller numbers. Such differences are likely related to the specific camouflage or anti-predation tactics in these focal species. Further study to quantify amphibian sensitivity to, and perception of, environmental change caused by public presence (e.g., light levels and sound) would be useful welfare-themed research extensions. Our results can help inform husbandry, collection planning and amphibian enclosure design to reduce any noticeable visitor effects, and provide a useful benchmark for further, more complex, welfare assessment measures. About 10% of the Earth’s butterfly species inhabit the highly diverse ecosystems of China. Important for the ecological, economic, and cultural services they provide, many butterfly species experience threats from land use shifts and climate change. China has recently adopted policies to protect the nation’s biodiversity resources. This essay examines the current management of butterflies in China and suggests various easily implementable actions that could improve these conservation efforts. Our recommendations are based on the observations of a transdisciplinary group of entomologists and environmental policy specialists. Our analysis draws on other successful examples around the world that China may wish to consider. China needs to modify its scientific methodologies behind butterfly conservation management: revising the criteria for listing protected species, focusing on umbrella species for broader protection, identifying high priority areas and refugia for conservation, among others. Rural and urban land uses that provide heterogeneous habitats, as well as butterfly host and nectar plants, must be promoted. Butterfly ranching and farming may also provide opportunities for sustainable community development. Many possibilities exist for incorporating observations of citizen scientists into butterfly data collection at broad spatial and temporal scales. Our recommendations further the ten Priority Areas of China’s National Biodiversity Conservation Strategy and Action Plan (2011–2030). Full article
