China has made a major strategic decision to build world-class universities and first-class disciplines (abbreviation: Double First-Class), aimed at enhancing the global competitiveness of Chinese higher education. Industry-specific universities have a special historical evolution and distinctive characteristics. China’s industry-specific universities have always played an important role in the higher education system and made significant contributions to the development of the country. However, the “Double First-Class” initiative presents both opportunities and challenges for industry-specific universities. This paper employs the SWOT analysis method to conduct a qualitative analysis of industry-specific universities and proposes a strategic matrix for decision-making. At the same time, from a niche perspective, this paper explores the sustainable development strategies of these institutions within the initiative through the calculation of niche breadth, niche overlap, and their relationship analysis. The research results indicate that the “Double First-Class” initiative has played a positive role in promoting the expansion of universities’ ecological niches. However, it has also led to excessive niche overlap and intense competition. Industry-specific universities face opportunities and challenges in terms of structure, strategy, and policy for their sustainable development. Key findings highlight the importance of strategic alignment with national demand, industry cooperation, and policy orientation for sustainable growth. This paper proposes recommendations for the construction of a sustainable development framework, implementation of strategic initiatives, and policy guidance for universities with industrial characteristics from three perspectives: government, industry, and universities. Regional socio-economics has multiple and far-reaching influences on the development of top-tier education, and the development of top-tier education also represents the strength and level of the regional socio-economics to a large extent. The present study investigates the spatial and temporal differences in the distribution pattern of doctoral disciplines of Chinese “double first-class” construction universities between 1996 and 2022 and the influence of regional socio-economics through two perspectives of economic regions and provinces. The study shows that there are differences in the development speed, scale, and level of top-tier education among different economic divisions and provinces, and the overall pattern of “fast in the east and slow in the west”, “more in the east and less in the west”, and “strong in the east and weak in the west” is unbalanced. At the same time, there is a high degree of concentration in different economic regions. The main reasons include the historical problem of the unbalanced allocation of China’s educational resources, as well as the uneven geographical distribution of relevant national policies, and the influence of regional socio-economic development differences, especially GDP and literacy rate. In terms of the influence mechanism, the development mindset of universities themselves, especially the strategy for talent cultivation and introduction, is the fundamental factor for the formation of the top-tier education development gap among different economic regions and provinces. The “double first-class” construction policy is an educational policy in China for building the world first-class universities and disciplines. The research objective of this paper is to verify the effect of “double first-class” construction policy. The Propensity Score Matching–Difference in Differences (PSM–DID) method was employed to gauge the academic influence of the policy. PSM–DID is a metering method specifically used to analyze the effectiveness of the policy to determine whether the impact of the policy has significant statistical significance. The panel data, covering the years 2016–2020, was derived from 122 universities in China and the United States, indicating the experimental and control data, respectively. The results show that the “double first-class” construction policy promotes the international academic influence of Chinese universities, but this promotion effect is not sustainable. Full article

An evaluation index system is established in order to evaluate the comprehensive teaching and research efficiency of “Double First-Class” universities in China, using the Joint Data Envelopment Analysis method. The influence of the parameters in the model is analyzed and the algorithmic steps are given. The key factors of the system are identified by the Grey Correlation Analysis method. The comprehensive teaching and research efficiency of “Double First-Class” Universities in China in 2019 has thereby been calculated as an empirical study. The results show that: (1) It is effective and feasible to construct an evaluation method based on joint DEA, for the evaluation of comprehensive teaching and research efficiency of “Double First-Class” Universities in China. (2) The key factors are the number of cited papers, the annual budget, and the salaries of graduates. Based on those factors, suggestions have been put forward to improve their efficiency. (3) The comprehensive teaching and research efficiency of China’s “Double First-Class” Universities are high, and the comparison between research efficiency and teaching efficiency shows that 69.2% of the “Double First-Class” Universities have higher research efficiency than teaching efficiency. Most of those universities allocate a higher proportion of shared input to research. Full article

Higher education is crucial to sustainable development. The construction of a “double first-class” university (the 42 top universities in China) is an important initiative to improve the quality of higher education and promote its sustainable development. The aim of the study discussed here was to explore how graduate training promotes the sustainable development of higher education and the main characteristics of graduate training in China’s “double first-class” universities. The research in this paper involved 42 “double first-class” universities’ graduate training programs (including training objectives, training process, and training methods) for which coding analysis using NVivo12 plus was carried out. It was found that the main characteristics of China’s “double first-class” university graduate training are as follows: (1) clear decomposition of quality and ability structure; (2) taking quality as the core of the connotative development of higher education; and (3) innovation in talent training methods. This study focused on talent training itself, which is of significant importance in the competition for talent around the world. China’s double first-class universities can not only provide experience for the graduate education of domestic universities, but also for those in other countries. Full article

The categorical evaluation of scientific research efficiency is of great significance to technological innovation and research management. It is also helpful to promote the sustainable development of basic research and applied research in universities. In this study, 32 “Double First-Class” universities directly under the Ministry of Education in China were evaluated with the research efficiency evaluation system of basic research and applied research used, which is constructed based on the “research efficiency classification evaluation”. The empirical results show that the efficiency of basic research is low but total factor productivity grows faster, while the efficiency of applied research is high but total factor productivity grows slowly, and the gap between the two will be further reduced in the future. At the same time, scientific research efficiency depends on the type of university and disciplinary strengths: Comprehensive and normal universities are good at basic research while scientific and agricultural and forestry universities are more efficient in applied research. Universities should consolidate their strengths while making key breakthroughs on their shortcomings, optimize the structure of research inputs and outputs, and improve the efficiency of research resources utilization to actively promote the national innovation system and the construction of a powerful nation of science and technology. This study explored the international research collaboration led by China’s world-class universities and its impact during the first construction cycle of the “Double First-Class” initiative (2016–2020). We collected international collaborative publications based on the Scopus database and examined the performance of international research collaboration in terms of quantity, impact, collaborative networks, and subject areas using scientometric indicators and social network analysis. We found that international collaboration accounts for only a quarter of the total output but is far above the overall level of scientific papers in terms of quality and impact. The United States, the United Kingdom, Australia, and Hong Kong remain China’s closest partners. Meanwhile, ties with Belt and Road partner countries have become stronger with the introduction of foreign policy. China’s medicine and multidisciplinary research have gained prominence in the context of the global health crisis. Thus, international research collaboration effectively improves research performance, deepens academic networks, and disseminates local issues and solutions to the world, thereby enabling China’s world-class universities to reconcile global engagement with Chinese characteristics.
