Paper introduces concept, the detector, key measurements, and the installation.

Paper is acceptable for publication after substantial copyediting.

This is a clear introduction of the new neutrinos detector installed in LHC though the result is still on its way. The title would be better if states out clearly that the paper is to introduce the detector to eliminate any misunderstanding of detection result existing.
