The Eighth World Health Organization Global Initiative for Emergency and Essential Surgical Care Biennial Meeting is an important meeting and publishing the proceedings of this meeting is vitally important. The lack of surgical care in many developing countries contributes greatly to morbidity and mortality. These initiatives to promote surgical care, training, and safety should be a major priority worldwide. Dr. Kelley's statement that "surgery is a core part of primary care and not a luxury" truly emphasizes this point.
One minor suggestion would be to spell out the acronym NSOAP when it is first used in the header: "4. Session 3: NSOAP Panel Discussion".
