The paper presents a three layered architecture for video content streaming, distributing the caching system to both the edge of the network and the user.  It is also combined the road traffic model to build a mobile video caching model based on popularity and speed perception. The paper is clearly written and nicely structured. The results analysed showcase novelty into the work, however it would have been interesting to see a discussion in relation to content management distributions. Also a real life implementation could yield new challenges in accordance with intellectual rights, copy rights, regional availability and more. This is not discussed but should be addressed in later work.

The article presents the method for edge caching strategy for moving users and is quite interesting. In general, you have a proper academic way of referring and a good language. Congratulations to the authors of the work.

I only recommend to add more related researches. This part is quite short and should be extended.

I like the article and it can be accepted after minor revision.

First of all, it is not necessary to cache the whole video in the scenarios described in the paper. It is just enough to cache the first 10 seconds of video, and the later part can be downloaded with a larger delay because there is 10 seconds before playback.

The proposed method assumes that the user's moving path is known, but that is not very common. Especially when the users are moving with a car, it is not easy to know the path of the user. If the user is walking, the requirements for the network is not very high.

The problem setting is very old. Although the proposed method is said to be specialized for mobile networks, it is not much different from video caching schemes for CDN. The authors should clarify what the true contribution of this research is.

Usually, the video player at the user side also has a caching mechanism. By increasing the amount of caching at the user side, the stream delay caused by a hand over can be handled cleanly. The authors should explain why the entire video has to be cached.

The authors have to explain what the "content dynamics" is. The only possible reason for caching entire video is that the user keep doing random seeks, but that's pretty uncommon.
