My first comment is the one above on the much needed strengthening of the bibliography. References to scholarship on eletions and courts is really poor. It is a much studied and debated topic and the paper must engage with scholarship on the topic (see recent publications by Hart, Cambridge, Elgar). The same goes when the author(s) discuss judicial independence.

Secondly, I believe that the article lacks a proper in-depth analysis, especially in para 3 and 4. Again the references to scholarship are poor. 

Also para 8, on the reform proposals, there is a lack of detailed reasoning. The proposals are dealth with very quickly. I suggest to further delve into them. 

Third, in para 9, I do not consider that the normative implications are properly discussed nor assessed. 

Cominig back to the bibliography, it would be intersting for a non-Jordan reader to have references on Jordan constitutional scholarship in English .

Fourth. Also the case law is not discussed properly, nor the constitutional implication are outlined.

I believe that the quantitative analysis prevails over qualitative one and this does not serve well the paper.

The article is well-structured and clear. It explains Jordan’s electoral appeals system in detail and uses a strong mix of legal analysis. To improve the paper, state the research questions and hypotheses more directly in the introduction. This will help readers follow the study’s aims from the start.
