The paper developed an evaluation method to assess the quality of agricultural land in Horqin Zouyihou Banner. The methodology integrated irrigation capacity and society into the study framework.  The findings are meaningful. It is recommended to publish after the following revision:

1. the abstract needs to be rewritten. There is no need to spend one-third of the content on justifying the study. The methodology summary needs to be specified, and there is no need to put "we hope..."

2. it is recommended to move the research framework ahead of the methodology

3. the study area map needs to be redone. A land use map in the center reflecting the semiarid character is recommended.
