I can see that you have reworked parts of the paper as well as the grammar and syntax.  The 'reworking' makes it an easier read.  

I am ticking the box that says minor revision but this is meant for the editorial team who may pick up one or two errors eg 'aims' is spelt 'aimes'.

The paper has improved significantly since the last version. The content structure is clearer and the english has been polished. However, I still can not see the contribution of the paper to the computer science area

The salesman problem has been already addressed innumerable times with different algorithms. The same happens to IoT systems such as the one proposed in the paper. Nevertheless, the results presented in the paper could have some interest in the specific First Aid domain, not so much in computer science.

Similarly, the literature review should explore works in other domains that face similar problems.

Nevertheless, the results presented in the paper could have some interest in the specific First Aid domain, not so much in computer science.

The abstract of the paper has been updated to reflect the contributions of the paper. In addition, the paper shows the improvements in optimization using GA and ACO in comparison to using the traditional TSP method.

The topic of the paper fit well with the cope of the special issue on Machine Intelligence-Based Sensor Technologies for Scalable IoT Network Infrastructure and Applications.

Similarly, the literature review should explore works in other domains that face similar problems.

The literature review has been updated with new references on similar problems such as job shop scheduling and supply chain management using similar algorithms such as genetic algorithm and PSO.

Dear Sir/Madam

This paper is of interest and relevance to health care.  As the paper rightly points out, much time is spent checking the level of supplies/equipment both for first aid and for delivery of services.  I may have missed it, but did the authors consider examining if the model might work for liquids eg levels of alcohol hand rub or liquid soap?

There are numerous grammar/language glitches that should be corrected prior to publication. Some parts read as though the authors had difficulty with the language.  For example, line 105: should read 'developed' rather than develop, 116: using 'to' makes the sentence awkard, 119: writing 'M.Shamin Hossain and his friend' is not acedemic writing, better to simply write Hossain and ...(year), 124: remove 'However', 131: is 'stimulates' the best word here?  There are further examples throughout the paper.  

The literature review should be written in the past tense.

Overall, this is an interesting paper that will make a positive contribution to the literature.  It requires some editing.

This paper present an IoT system to monitor the usage of health related consumables dispneser like earplugs and first aid kits. The monitoring is performed using weight sensor and cameras, and the collected information is uploaded to a cloud server. This information is then used to organize the route of the person in charge of replenishing these materials using different algorithms (Traveling salesman, ant colony optimization and genetic algorithms). The proposed system is tested using different simulated scenarios.

The idea behind the paper may be interesting, although not very novel. However, the paper itself has several important flaws.

First of all, there is no clear contribution in the paper. A lot of similar IoT systems have already been proposed in the eHealth area and in others. I don't see what this research add to the existing proposals.

Also, the writing of the paper has a lot of room for improvement. There is no clear structure, the content jumps from one section to the next without any continuity making it difficult to read. Additionally, the english needs a very serious improvement.

A more exahustive literature review is needed. Only a few proposals are reviewed and they are only described. There is no description of their shortcomings that make it neccesary to propose a new solution. Also, IoT systems on other areas should be reviewed. For example, works focusing on waste management in smart cities propose similar solutions that should ba analyzed.

Finally, the performed experiments don't provide any insightful information about the proposed system. They compare the different algorithms (which has been previously done a lot of times) and don't take into account any specific of the health context.

The goal of this paper, as exposed by the authors, is to present an IoT real-time control and safety monitoring system based on MATLAB GUI.

The “B. Ear Plugs Dispenser Measurement” section (from 236 to 247) seems to be identical with the text published in “Jabbar Al-Dulaimi, John Cosmas, Smart Safety & Health Care in Cities, https://doi.org/10.1016/j.procs.2016.09.041, 2016”. Please clarify the differences, and include this paper in the reference section as the author's research related work.

The contribution needs to be stated clearly. “Literature Review” section must contain actual works in the field ([9], [10] and [12] are published in 2015), and should be improved with a comparative study between them.

Figure 1, too blurred. It can be adjusted or referenced. Please add some information such as methods for design, fabrication, and testing briefly. Based on Brunel University BURA data access system, the authors presents the simulation results considering TSP, ACO and GA algorithms. It's interesting to consider tests that include experimental data based on the validated IoT prototype, different real-time control scenarios, and future directions of research.
