Comments and Suggestions for Authors

1.     The main quantitative results must be added to the abstract.

2.     The literature review is weak. The MPPT techniques for the PV solar system which is considered as the origin of the MPPT issue for all the energy conversion systems, has not been adequately reviewed. The literature review should be strengthened by adding more papers dealing with this problem. Currently huge research has been published on the algorithms applied to track the maximum power point for PV systems. The authors should consult much new research such as: http://dx.doi.org/10.1016/j.jclepro.2021.126573;https://doi.org/10.3390/math12040594.

3.     The developed work lacks experimental validation. Only the theoretical modeling and simulation validation of the proposed approach are carried out. Experimental testing can assess and highlight the real-world performance and feasibility of the proposed control system.

4.     For the dynamic modelling, several simplifying assumptions have been taken into account concerning the MLS and WEC components assumed to be non-ideal. To what extent these idealities could impact the performance and applicability of the proposed approach?

5.     Only two constraints (stroke and translator force constraint) are introduced to ensure the safe operation of the converter, the authors should extend their study while considering more constraints, such as mechanical and electrical ones.

6.     The authors did not mention any information about the complexity of the proposed approach evolved mainly by the constrained genetic algorithm and Extended Kalman Filter which may introduce additional computational complexity. This issue should be discussed.

7.     There is a lack of comparative study with other MPPT strategies. This point is crucial for the evaluation of the relative performance and strength/drawbacks of the proposed strategy.

8.     Some parameters used in the equations are not defined.

9.     The future works should be mentioned at the end of the conclusions.

I.               General Remarks:

1.     The description of the MLS system in Section 2 is not accurate enough. The mechanical coupling system of the MLS system with the PMSG generator rotor has not been described. It is not stated whether a direct system or a geared system is used here. The structure of the PMSG generator and its control method are not described.

2.     There are no simplifying assumptions made when formulating the dynamic model of the MLS-based WEC. The presented model does not include the equation for the electromagnetic torque of the PMSG generator and the equations for the electric circuits of the generator armature.

 3.     In the reviewer's opinion, the conclusions are too short and should be extended. The results of studies should be interpreted more precisely. The significant conclusions should be pointed. 

 4.     P.12  - The concept of P-M spectrum should be defined, commented on and supported by quotations.

 II.              Detailed Remarks:

1.     Title of the article: The abbreviation MPPT is widely known and its use may be accepted. However, this does not apply to the abbreviation MLS, which is not generally known. In this case, it is advisable to use the full name instead of the abbreviation.

2.     Not all used abbreviations are explained in the text of the article.  This applies to markings:  L.34 - OWC converters;  L.51 - in the PMSG; L.101 - A PSO algorithm;  L.336 -  P-M spectrum.

3.     P.3, Eq.(1) – the meaning of gamma is not described. The denotation of gamma can be found only in Fig.1.

4.     Eq.(19)  - The expression is raised to the 2nd power, the square root in the denominator can be omitted
