The study investigates and compares the impacts of two important reforms -matching contribution and automatic enrollment- about retirement savings on the participation to the individual pension system (IPS) in Turkey. In the theoretical part the paper extensively dervies from the previous, background publications. The structure, state of art analysis, statistical modeling are generally on a good level in my opinion.

My only preservation concerns the lack of hypotheses/questions. In the paper there is no purpose stated, as well as there are no research questions stated, so one is not sure wheter the aim was achieved and the questions answered. Please rethink the design of the study and derive the purpose and questions from the reviewed literature. Then, in Conclusions, note what was discovered according to them. In the presend form it is not clear what the Authors assumed to do and if they managed to achieve this.

This paper investigates the impacts of matching contribution and automatic enrolment  about retirement savings on the participation to IPS in Turkey. The paper is in general well written, and my comments are summarized below.


1.    Other than Ertugrul et al. (2018), it seems there is much limited recent literature reviewed and compared in this paper. A more comprehensive review and comparison of such novel studies may be considered in the revision.
2.    The empirical discussions and implications are focused on the national economy in Turkey. The authors may explore further to the spill-over to other European/Asian countries.
3.    Please be consistent with your presentation style. It seems that 3 significant digits are used in most tables, but in some places (e.g. Table A4), 4 digits are presented.
