Round 1

Reviewer 1 Report (Previous Reviewer 2)

The work is an interesting report rather than a scientific article. Also, it is not clear why this work should attract the attention of researchers from outside China

Reviewer 2 Report (New Reviewer)

Dear authors,

The subject of climatic transition is of utmost importance. Therefore, the research presented is very important and updated. The paper is too extensive, it is very difficult to follow. For instance, the abstract is more an introduction than an abstract. You should focus more on the core of the research and the main contributions regarding the research gaps. And, please, note the following: the paper mentions regulations and public policy actions, but, at the same time, presents the market as the solution to the problem of pollution in Chinese cities...try a more concise, clear, and coherent approach to the problem.

Round 2

Reviewer 2 Report (New Reviewer)

Dear authors,

The paper was improved and it is now more clear and more focused. This is important considering also the political and social relevance of the research. It is also important that the State/market dichotomy was clarified.

Congratulations for the research, hoping that it can help in the design of public policies aiming more sustainable cities.

This manuscript is a resubmission of an earlier submission. The following is a list of the peer review reports and author responses from that submission.

Round 1

Reviewer 1 Report

Dear Authors,

Here are my comments:

1. Authors are suggested to remove lines 8 to 14 from abstract as it is not the part of study contribution.

2. The study discussions are made on the  three basic principles i) coordination between production and consumption systems, ii) the synergism of systemic and long-term effect, and iii) the integration of administrative supervision and market mechanism.

3. In that regard the authors made very seminal discussion on the role of blockchain in achieving low carbon development.

4. Recently several studies have highlighted about the growing concern on blockchains enormous energy consumption. That questions the model as suggested by the present study.

5. The readers will be more convinced if some empirical evidence is provided that justifies blockchain framework promotes green growth over traditional frameworks.

Good Luck !!!

Reviewer 2 Report

The work is an interesting report, but definitely it cannot be defines as a scientific article
