In order to increase the scientific soundness It is required to be implemented the next recommendations:

1. to be added other more specialized literatures references and underline the necessity of interdisciplinarity approach in a larger context of sustainability 

2. to explain how could be extended the results and possible lessons learned of this article to a general case (it does not matter the region)

3. to reconsider the usage of maps (is too much, could be added some of them in a apendix)

4. to discuss in the final section the limits of this study

The paper analyses with method and effectiveness the proposed topic. The background researches are well described and presented. The proposed integrated method is interesting.

The highlighted results are quite typical in developing areas, but in this work the references quoted allow to underline many compelling aspects.

Probably a downscaling focus will provide new considerations in the following researches.

The following comments may help to further improve the quality of the work.

We suggest to concentrate on the images, that are not as good as the paper. Figures are not always clearly defined and symbols are not present in the captions (Figg. 2, 3, 5, 8). Figure 2 could be larger and better described.

The proposed keywords are already in the title, so we suggest to choose others.

Better precise what you mean by "Educational equity is historical in nature".

Table 1 could be better edited.
