1. More evidence is needed to justify Figure 1  framework. There is not enough previous reference  given in the introduction  and literature part.

2. There may be some errors in equation 1, please check the explanation of FC. Mature theoretical formulas do not need to be listed such as equation 2-7

3. It is better to provide reference of carbon emission factors in table2. And the choosen factors seem to be larger than real. It is recommended to apply times series emission factors.

4.   It is better to divide province group to use DEA method to calculate TFPT.

5. In the part of result analysis, it is needed to reconstruct and put more emphysis on the time and spatial variation, the connection to hypothsis. It is not  fully discussed.

1. The manuscript is fairly well written. However, it will benefit from another round of proofreading. There are several spelling mistakes, e.g., Page 3 line 122: considering the availability of data...

2. Page 4 line 132, which parameter refers to carbon oxidation rate in equation 1?

3. What are EF and ALC referred to in equation 1? I guess EF refers to the fuel-cycle carbon dioxide emission factor, thus, FC should be the fuel carbon dioxide emission factor.

4. Please clearly clarify which mitigation technologies (i.e., transportation technological progress)  you considered in the study.

Dear authors,

Thanks for the revised manuscript.

In Equation1, what are the units of EC and EF? The unit of electricity consumption EC is kg/kWh? The unit of electricity carbon emission factor EF is kg? This is extremely problematic in my eyes. 

Let me say, the unit of EC should be kWh, and the unit of EF should be kg/kWh, isn't it? Please check it and make revisions.

Why do you have a comma and at the same time a semicolon on Page 5 Line 158?

In terms of Comment 4, you did not provide a reply appropriately. My concern is which specific transportation technological progress authors considered in their paper. Please add two or three sentences to clarify it.
