Point 1. The questionnaires should appear in Appendix and be well explained how they are composed, based on LR? Why? Outcomes.

Response: Thank you for your suggestion. The questionnaire has been pasted in the Appendix; the components of the questionnaire have been described in the revised version, including specific items. The items of all variables are from mature scales. The reason is that this study adds intermediary variables to the previous research framework, which can verify the previous research on the one hand and ensure the reliability and validity of the measurement on the other hand. Therefore, the third chapter lists who developed the scale. At the same time, in order to ensure the reliability and validity of the items, a pilot test was carried out to verify the reliability validity of the items. Further details are available on page 8 and lines 337 to 366.

Point 2: Please rewrite the sentences:(abstract: Mass entrepreneurship and innovation refer to mass entrepreneurship and innovation from Premier Li Keqiang's speech at the Summer Davos Forum in September 2014.

We have updated the abstract and revised the sentence in response to your suggestion. “The policy of mass entrepreneurship and innovation refers to encouraging the broad masses of the people, including industry, agriculture, commerce, education, and soldiers, to participate in entrepreneurship, encouraging all Chinese people to participate in innovation, which Premier Li put forward at the 2014 Summer Davos Forum in Tianjin”. Hopefully, the updated abstract will be much better than the previous one.

The first hypothesis is obvious. Perhaps the authors will try to make a less obvious hypothesis.

Whether. the research is representative? On what basis were the enterprises selected for the study? The research pattern is not clear.

The research results should be supported by the analysis of the cause and effect relationships. Moreover, the research results should be linked with the analyzes of the results obtained so far.

The list lacks detailed recommendations for the economy, as well as future research directions.

Point 1: It is worth emphasizing the novelty of the research and the authors' contribution to economic theory and practice. What gap have the authors found in the analyzes so far?

Response: Thank you for your kind advice. In the revised draft, we added the missing contents in this part: First, it talked about the current situation of China's rapid economic development since the introduction of the mass entrepreneurship and innovation policy. At the same time, it talked about a series of foam economies and false prosperity generated by the introduction of the mass entrepreneurship and innovation policy. Then, starting from a large number of documents, this paper analyses why the innovation orientation impacts innovation performance and how this impact process occurs. Moreover, it discusses that the innovation orientation in this paper is mainly the national entrepreneurship and innovation advocated by the government, which is equivalent to opening the innovation outlet for both the market and enterprises. However, some enterprises are booming under the same innovation environment, and some have disappeared in the tide of mass entrepreneurship and innovation? In S-C-P, the performance of an enterprise depends on the external environment. However, internal resources and capabilities make some enterprises gain more advantages and performance in the same external environment. Based on this, this paper designs research on the impact of innovation orientation on innovation performance under the intermediary of organizational flexibility. Response: Thank you for your sharp observation. In this paper, innovation orientation refers explicitly to the policy of all people to participate in entrepreneurship and innovation. Sometimes, the direct impact of policy orientation on innovation performance is not particular. Even an organization's technology exists in the organizational system and habits of managing and coordinating tasks. These systems and habits are called organizational conventions. Innovation accumulation often leads to path dependence - research follows a specific technological trajectory. On the other hand, organizational knowledge such as past innovation models and practices will have a negative impact on future innovation decisions. Freeman also believes that the innovation process is random, accidental, and arbitrary. Because of the instability of innovation technology and the wrong estimation of future market and competition, innovation will fail. Therefore, we believe it is necessary to study the impact of innovation orientation on innovation performance as a hypothesis.

Point 3: Whether. Is the research representative? On what basis were the enterprises selected for the study? The research pattern is not clear.

Response: Thank you for your sharp observation. According to the National Bureau of Statistics, the total economic output of top20 cities reached 16.16 trillion, with a national contribution ratio of 35.84%, an increase of 1.2 percentage points over the same period last year.

Among them, Chengdu, the capital of Sichuan Province, has a GDP of 770.24 billion yuan in the first half of 2019, ranking the eighth in China, with an actual growth rate of 8.2%, leading the top 20 in China. 2 meanwhile, Chengdu has been the first in economic growth for five consecutive years (2016-2020). Before introducing the mass entrepreneurship and innovation policy, Chengdu ranked 38th among Chinese cities. It is reasonable to believe that Sichuan Province is the most representative sample of mass entrepreneurship and innovation.

The selected enterprises are based on the standards for scientific and technological enterprises set by China and meet the standards for small and medium-sized enterprises. The research pattern is based on S(Structure)-C(Conduct)-P(Performance. In S-C-P, the performance of an enterprise depends on the external environment. Mass entrepreneurship and innovation policy are equivalent to creating a similar external environment for enterprises. However, internal resources and capabilities make some enterprises gain more advantages and performance in the same external environment. The detailed description has been supplemented in the revised paper. Detailed information can be found on page 7 and lines 289 to 300.

 

Point 4: The research results should be supported by the analysis of the cause-and-effect relationships. Moreover, the research results should be linked with the analyzes of the results obtained so far.

 

Response: We agree with the reviewer. The results show that the four hypotheses are valid. At the same time, it is also supported by the theory. At the same time, in the study's discussion section at page 10 and lines 408 to 438. The four assumptions with the analysis of the results obtained so far. Page 11 to 12 and lines 453 to 517 provide more details.
