Nice work. You could add a bit about where public finances are spent and heterogeneity in cost-benefit analyses of different public spending. That is pivotal to your story, the decisions by politicians on where to spend funds.

For example, effectiveness of public procurement of construction projects (Srhoj & Dragojević, 2021), or public grants for SMEs (Dvoulety et al., 2021) and R&D grants (Zúñiga‐Vicente et al, 2014).

The aim of the paper is to analyse the sustainability of Mexican municipal public debt.

The main problem of this study is the age of the data. I can see the benefits of incorporating the 2008 effects of international financial crisis, but, in my opinion, is of more interest the effects of the covid-19 pandemics. If possible, you could try and expand the period.

Another problem that must be resolved is the lack of recent references. You should add references on the municipal public debt from year 2018 onwards.
