The research topic is very interesting and important. The manuscript is well structured and study is well presented. The study fits very good to the section: F1: Smart Cities and Urban Management and Special Issue IoT and Sensor Networks in Smart Buildings and Homes.

The authors presented a manuscript in the field of smart serivces. The new service - Unified Rule-Based Message Delivery Service (Uni-messe) is introduced. It is based on the combination of a Pub / Sub and a rule-based system, and the
9 proposal of a new Event. It is an original approach and should be published. I just have to blame the authors for the poor legibility of the texts in Figures 1-8, which could perhaps be removed by highlighting the texts or entire images. English should also be spoken by a native speaker. Chapter literature - magazines should be listed here mostly in abbreviations. The article refers to a large number of articles by the authors themselves, it would be appropriate to reduce some of them. There are unnecessary spaces between words or sentences through the whole manuscript, it is advisable to check.

Really, this manuscript is further to be a research manuscript. There is not a background, which shows the need to develop the research. The authors used online webpage to reference the research. Besides, they did not show a clear methodology, some captures of a software and the results are too poor. I recommend a new review of the research, establishing a good introduction, which shows the need of this manuscript. THey should establish a methodology and show the main results, discussed with others published researches.
