‘It’s Already Hard and It’s Nearing Impossible’: A Thematic Analysis of Submissions by Rural Veterinarians to the NSW Parliamentary Inquiry into the Veterinary Workforce Shortage

There is a global veterinary workforce shortage, particularly in rural and regional areas. In response to this shortage in New South Wales (NSW), the State Parliament launched a Parliamentary Inquiry in 2023. The Inquiry received 205 publicly available written submissions, providing insights into the perceived challenges and barriers for veterinarians working in rural practice, and how the perceived impact of the feminisation of the workforce interacts with this. By analysing a subset of submissions written by veterinarians reporting lived experiences in rural practice (n = 63), we identified eight major themes. These were as follows: rural practices are not financially sustainable; rural veterinarians often have a more challenging and higher workload than their urban counterparts; working in rural practice increases challenges to health and wellbeing; it is difficult to recruit and retain people in rural practice; veterinary students are poorly selected and not well prepared for rural practice; clients have unrealistic expectations of rural veterinarians; rural practice is not compatible with family life; and veterinarians have mixed opinions regarding whether an increase in the proportion of female veterinarians is a key contributing factor in the shortage of veterinarians. These findings may assist in the development of recruitment and retention strategies for rural veterinary practice. Full article

This paper describes and defends the counter-hegemonic methods applied to the investigation of a high-profile national policy for Early Education and Care (ECCE) in Ireland. The policy, the Access and Inclusion Model (AIM) seeks to ensure the full inclusion and meaningful participation of children with disabilities in mainstream, state funded ECCE. It makes a significant contribution to data and debate on how research about inclusion can become inclusion in the context of policy evaluation. The design of the policy evaluation included surveys, in depth interviews and qualitative case studies of pre-schools and children supported by AIM which were deliberately designed to be counter-hegemonic through the recruitment of practitioners as co-researchers (as expert representatives within a feminised workforce), and the use of a participative method of elicitation that sough the perspectives and lived experiences of inclusion among fourteen children supported by AIM. This method was multi-modal mapping. With a focus on these counter-hegemonic elements, the paper poses questions about how the approach was counterhegemonic in terms of its theoretical underpinning, practical approach, and outcomes. Thematic analysis of the data collected by practitioner researchers for the child case studies showed that the approach did achieve counter-hegemony through the achievement of redistribution, representation, and recognition in both the enactment of the research, and in the reporting of children’s lived experience in the study as a whole. However, the extent of counter-hegemony achieved was limited when practitioner researchers were unable to deploy the multi-modal mapping method because of limited time, or because the child was not a speaker of English or was as yet, non-speaking. In a context where policy makers have a preference for positivist and rationalist approaches to evaluating the impact of policies, we assert that research about policies for inclusion, should be enacted as inclusion and social justice through the deliberate deployment of participatory and counter-hegemonic methods. We also assert that multi-modal mapping holds particular promise for researching the lived experience of inclusion and participation from the perspective of children and argue that more work needs to be done on developing these methods so that they are effective with all children, including those who are non-speaking. Finally, we posit that Fraser’s triune model of social justice can be applied as a benchmark for designing and evaluating counter-hegemonic modii and outcomes. Full article

The Indian agricultural sector is the world’s largest producer of pulses, milk, and jute, and the second-largest producer of rice, wheat, vegetables, fruit, and cotton. Climate change threatens food security worldwide and has severely impacted the Indian agricultural sector. As a result of the unpredictable climate and low profits, economic uncertainty has forced men to seek employment in non-farming sectors. Under the deepening crisis, the farming landscape has transformed into a female-majority workforce. To identify pragmatic solutions to the deepening agrarian crisis, we employed a qualitative triangulation approach to our investigation of the feminisation of the farming sector, which was conducted in 2020. Our analyses of Indian media narratives, archive stories, responses to an online story completion task, and in-depth expert interviews show that, despite their developing role and increasing contribution, women remain marginalised and discriminated against in a culturally male-dominant sector. Supported by a long-term field ethnographic experience, we used Installation Theory to identify three domains in which policymakers can intervene to promote the interconnected issues of social sustainability, gender equality, and sustainable economic development in this sector. Background: On a per capita basis, rural communities are underserviced by health professionals when compared to metropolitan areas of Australia. However, most studies evaluating health workforce focus on discrete professional groups rather than the collective contribution of the range of health, care and welfare workers within communities. The objective of this study was therefore to illustrate a novel approach for evaluating the broader composition of the health, welfare and care (HWC) workforce in Tasmania, Australia, and its potential to inform the delivery of healthcare services within rural communities. Methods: Census data (2011 and 2016) were obtained for all workers involved in health, welfare and care service provision in Tasmania and in each statistical level 4 area (SA4) of the state. Workers were grouped into seven categories: medicine, nursing, allied health, dentistry and oral health, health-other, welfare and carers. Data were aggregated for each category to obtain total headcount, total full time equivalent (FTE) positions and total annual hours of service per capita, with changes observed over the five-year period. Results: All categories of the Tasmanian HWC workforce except welfare grew between 2011 and 2016. While this growth occurred in all SA4 regions across the state, the HWC workforce remained maldistributed, with more annual hours of service per capita provided in the Hobart area. Although the HWC workforce remained highly feminised, a move toward gender balance was observed in some categories, including medicine, dentistry and oral health, and carers. The HWC workforce also saw an increase in part-time workers across all categories. Conclusions: Adopting a broad approach to health workforce planning can better reflect the reality of healthcare service delivery. For underserviced rural communities, recognising the diverse range of workers who can contribute to the provision of health, welfare and care services offers the opportunity to realise existing workforce capacity and explore how ‘total care’ may be delivered by different combinations of health, welfare and care workers. Vietnam is one of the countries most vulnerable to climate change impacts, especially from extreme weather events such as storms and floods. Thus, climate change adaptation is crucial, especially for natural resource-dependent farmers. Based on a qualitative research approach using a feminist political ecology lens, this article investigates gendered patterns of rural agrarian livelihoods and climate adaptation in the province of Thái Bình. In doing so, we identify differentiated rights and responsibilities between female and male farmers, leading to unequal opportunities and immobility for females, making them more vulnerable to climate impacts and threatening to reduce their capacity to adapt. This research also shows that demands on farmers to contribute to perpetual increases in agricultural output by the state poses a challenge, since farming livelihoods in Vietnam are increasingly becoming feminised, as a result of urbanisation and devaluation of farming. Past and present national strategies and provincial implementation plans linked to climate change do not consider the burden affecting rural female farmers, instead the focus lies on addressing technical solutions to adaptation. With little attention being paid to an increasingly female workforce, existing gender inequalities may be exacerbated, threatening the future existence of rural livelihoods and the viability of Vietnam’s expansion into global markets.
