Organizational change remains a significant challenge in developing countries, often hindered by entrenched bureaucratic cultures and resistance to reform. This study investigates the key determinants of change acceptance among public sector employees in Pakistan, focusing on the Khyber Pakhtunkhwa (KPK) region. Using a survey of 320 public sector workers, this research examines employee attitudes toward organizational change through a multi-conceptual framework that incorporates technical, organizational, and environmental factors. Ten influencing factors were analyzed using Structural Equation Modeling (SEM) in AMOS. The findings reveal a strong positive relationship between nine factors—change management, IT infrastructure, reward systems, technical competency, top management support, legal frameworks, organizational culture, and HRM practices—and employees’ willingness to accept change. This study presents a robust explanatory model with high predictive power for change acceptance. It provides valuable insights into reform dynamics in developing nations and offers practical strategies to guide successful public sector change management initiatives. Full article

The study aims to identify and categorise the deterrents to adopting modular construction (MC) in affordable housing (AH), revealing their interconnections, and proposing strategies to overcome them. A systematic literature review (SLR) was conducted, followed by Pareto analysis and total interpretive structural modelling (TISM). A total of 75 deterrents were identified from 46 studies, spanning 7 categories: environmental, social and cultural, technical and construction, industry and market, administrative and bureaucratic, economic, and regulatory and policy. The top deterrent category was found to be economic, specifically high initial investment costs and financing challenges. Significant deterrents, particularly economic ones, that impede the adoption of MC in AH are revealed. The interconnectedness of these deterrents highlights the need for comprehensive strategies addressing multiple categories simultaneously. Mitigation strategies and countermeasures are proposed to facilitate the adoption of MC. The study is based on the existing literature, which may have limitations in terms of capturing all possible deterrents. Further empirical research is needed to validate and expand upon these findings. A critical gap is filled by this study, which systematically categorises and analyses deterrents to MC in AH and proposes actionable strategies to mitigate them, thereby contributing to more effective and widespread adoption of MC. The findings are valuable to both global audiences and Australian stakeholders and provide insights that allow the barriers to MC in AH to be overcome. Full article

Decentralization policy forms part of a broader global ideology and effort of the international donor community in favor of subsidiarity and local participation, and represents a paradigm shift from top-down command-and-control systems. Since 2003, the formalization of property rights through titling became an integral component of decentralized land administration efforts in Ghana. The creation of new forms of local government structures and the related changes in the distribution of responsibilities between different levels of government have an impact on natural resource management, the allocation of rights, and the unequal distribution of powers. This paper aims to understand how decentralization reforms modify the balance of power between public administration, customary authorities, and resource end-users in Ghana. Decentralization’s impact is analyzed based on two case studies. Relying on purposive and snowball sampling techniques, and mixed methods, we conducted 8 key informant interviews with local government bureaucrats in land administration, 16 semi-structured interviews with allodial landholders, 20 biographic interviews and 8 focus group discussions with small-scale farmers. The interviews analyzed the institutions and the roles of actors in land administration. Our case studies show that decentralization has the tendency to increase local competition in land administration where there are no clear distribution of power and obligation to local actors. Local competition and elitism in land administration impact the ability of small-scale farmers to regularize or formalize land rights. Thus, the paper concludes that local competition and the elitism within the land administration domain in Ghana could be the main obstacles towards decentralization reforms. Full article

A common argument is that the comprehensive implementation of the river chief system (RCS) is a clear indication of the Chinese government’s strong commitment to overcoming the problem of water pollution. Scant attention, nonetheless, has been afforded to systematically examining the economic and social effects of this pioneering policy. Based on news reports and data from regions in which the RCS was piloted, this paper fills in a critical literature gap by unpacking the environmental, economic, and societal benefits accrued from this river-based management approach. Specifically, by employing a difference-in-differences (DID) method, this study shows that (1) overall, the adoption of the RCS has significantly reduced the discharge of sewage per unit of GDP and improved water quality to a considerable extent; (2) the RCS, functioning under China’s top-down bureaucratic structure, coupled with increasing encouragement of bottom-up oversight and citizen participation, has provided local governments with strong incentives to improve water quality in a timely manner in their respective jurisdictions through the introduction of a plethora of measures, ranging from increased investment in wastewater treatment to faithful enforcement of environmental regulations; (3) the positive changes anticipated as a result of the RCS cannot be materialized in regions that have difficulties sustaining economic growth or facilitating cross-boundary policy coordination; and (4) the long-term effectiveness of the RCS is based on its ability to compel local enterprises to innovate their modes of operation, ultimately leading to regional industrial upgrading. The paper concludes by discussing how these empirical findings can help policymakers devise feasible tactics for confronting the causes of China’s current environmental predicament in the context of improving the alignment of individual officials’ political aspirations with targeted environmental outcomes.
