State-by-State Review: The Spread of Law Enforcement Accountability Policies

Purpose: Following George Floyd’s death, the push for law enforcement accountability policies has intensified. Despite robust legislative action, challenges in enacting and implementing meaningful reforms persist. This study analyzes police accountability policies (PAP) in the U.S. from 2020 to 2022, identifying barriers and facilitators through expert perspectives in enforcement oversight, policy advocacy, and community engagement. Methods: The study used a dual approach: analyzing 226 police accountability bills from all 50 U.S. states, D.C., and Puerto Rico via the National Conference of State Legislatures database, and categorizing them into six key areas such as training, technology use, and certification. Additionally, a survey was conducted among experts to identify the challenges and drivers in passing police accountability legislation. Findings: A legislative analysis showed that although 48 states passed police accountability laws, California, New Jersey, Oklahoma, and Colorado have made significant strides by passing multiple pieces of legislation aimed at enhancing law enforcement accountability and ensuring better policing practices. The most common policies focused on training and technology, enacted by 16 and 12 states, respectively. However, crucial certification and decertification policies were adopted in just 13 states, highlighting the inconsistent implementation of measures critical for police accountability and transparency. The survey identified several barriers to passing PAP, including inadequate support from local governments (72.7%). Structural exclusion of poor and minority communities from policing resources was also a significant barrier (54.5%). Facilitators included community support (81.8%) and a cultural shift in policing towards viewing officers as “guardians” rather than “warriors” (63.6%). Conclusions: While some progress has been made in passing PAP, considerable gaps remain, particularly in enforcement and comprehensive reform. Resistance from law enforcement institutions, lack of community support, and structural inequalities continue to impede the adoption of effective PAP. Full article

A Temporal Comparison of 50 Years of Australian Scuba Diving Fatalities

Australian scuba fatalities over 50 years were examined to determine temporal changes over two consecutive periods, 1972–1999 and 2000–2021. The Australasian Diving Safety Foundation database and National Coronial Information System were searched to identify scuba deaths from 1972 to 2021. Historical data, police and witness reports, and autopsies were recorded and comparisons made between the two periods. Of 430 total deaths, 236 occurred during 1972–1999 and 194 during 2000–2021, with average annual fatalities of 8.4 and 8.8, respectively. The proportion of males reduced (83% to 76%) and median ages rose (33 to 47 years) with a large rise in the percentage of casualties among people aged 45 years or older (24% to 57%). There were increases in certified divers (64% to 81%) and in the proportion of divers who were with a buddy at the time of their incident (17% to 27%), as well as a decrease in out-of-gas incidents (30% to 25%). A reduction in primary drowning (47% to 36%) was accompanied by more than a doubling of cardiac-related disabling conditions (12% to 26%). The substantial increase in casualties’ ages and of the proportions of casualties aged 45 or more and of females between the periods indicate the inclusion of a broader cohort of participants and ageing of longtime divers. The reduction in primary drowning was likely due to increased training and improvements in equipment, particularly BCDs and pressure gauges. The rise in cardiac-related deaths was due to an older and more obese cohort. Improved health education and surveillance and improved dive planning are essential to reduce such deaths. Full article

Special police units like Austria’s EKO Cobra are uniquely trained to manage high-risk operations, including terrorism, amok situations, and hostage crises. This study explores how group dynamics contribute to operational safety and resilience, emphasising the interconnection between risk perception, training, and operational practices. Interviews with current and former EKO Cobra members reveal key risk factors, including overconfidence, insufficient training, inadequate equipment, and the challenges of high-stakes scenarios. Using a structured yet thematically flexible interview analysis approach, the study adopts group dynamics theory as its framework and applies a semi-inductive, semi-deductive qualitative methodology. It examines risk categorisation in ad hoc operations, as well as the interplay between risk perception and training, proposing actionable strategies to enhance safety and preparedness through tailored training programmes. The findings underscore the transformative impact of intensive scenario-based and high-stress training, which enhances situational awareness and reinforces team-based responses through cohesion and effective communication. Group dynamics, including cohesion and effective communication, play a pivotal role in mitigating risks and ensuring operational success. Importantly, this research advocates for continuous, adaptive, and specialised training to address evolving challenges. By linking theoretical frameworks with practical and actionable insights, this study proposes a holistic training approach that promotes both resilience and long-term sustainability in police operations. These findings offer valuable guidance to elite units like EKO Cobra for broader policy frameworks by providing insights that make police operations safer and more effective and resilient. This study explores strategic deception and counter-deception in multi-agent reinforcement learning environments for a police officer–robber game. The research is motivated by real-world scenarios where agents must operate with partial observability and adversarial intent. We develop a suite of progressively complex grid-based environments featuring dynamic goals, fake targets, and navigational obstacles. Agents are trained using deep Q-networks (DQNs) with game-theoretic reward shaping to encourage deceptive behavior in the robber and intent inference in the police officer. The robber learns to reach the true goal while misleading the police officer, and the police officer adapts to infer the robber’s intent and allocate resources effectively. The environments include fixed and dynamic layouts with varying numbers of goals and obstacles, allowing us to evaluate scalability and generalization. Experimental results demonstrate that the agents converge to equilibrium-like behaviors across all settings. The inclusion of obstacles increases complexity but also strengthens learned policies when guided by reward shaping. We conclude that integrating game theory with deep reinforcement learning enables the emergence of robust, deceptive strategies and effective counter-strategies, even in dynamic, high-dimensional environments. This work advances the design of intelligent agents capable of strategic reasoning under uncertainty and adversarial conditions. Full article

Police officers work in high-stress environments that demand emotional resilience, interpersonal skills, and effective communication. Occupational stress can negatively impact their motivation, conflict resolution abilities, and professional effectiveness. Loving-Kindness Meditation (LKM), a mindfulness-based intervention focused on cultivating compassion and empathy, has shown promise in enhancing prosocial attitudes and emotional regulation. With the rise of short video platforms, digital interventions like video-guided LKM may offer accessible mental health support for law enforcement. This study examines the effects of short video app-guided LKM on police officers’ mindfulness, public service motivation (PSM), conflict resolution skills (CRSs), and communication skills (CSSs). It aims to determine whether LKM can enhance these psychological and professional competencies. A randomized controlled trial (RCT) was conducted with 110 active-duty police officers from a metropolitan police department in China, with 92 completing the study. Participants were randomly assigned to either the LKM group (n = 46) or the waitlist control group (n = 46). The intervention consisted of a 6-week short video app-guided LKM program with daily 10 min meditation sessions. Pre- and post-intervention assessments were conducted using several validated scales: the Mindfulness Attention Awareness Scale (MAAS), the Public Service Motivation Scale (PSM), the Conflict Resolution Styles Inventory (CRSI), and the Communication Competence Scale (CCS). A 2 (Group: LKM vs. Control) × 2 (Time: Pre vs. Post) mixed-design MANOVA was conducted to analyze the effects. Statistical analyses revealed significant group-by-time interaction effects for PSM (F(4,177) = 21.793, p < 0.001, η2 = 0.108), CRS (F(4,177) = 20.920, p < 0.001, η2 = 0.104), and CSS (F(4,177) = 49.095, p < 0.001, η2 = 0.214), indicating improvements in these areas for LKM participants. However, no significant improvement was observed for mindfulness (F(4,177) = 2.850, p = 0.930, η2 = 0.016). Short video app-guided LKM improves public service motivation, conflict resolution skills, and communication skills among police officers but does not significantly enhance mindfulness. These findings suggest that brief, digitally delivered compassion-focused programs can be seamlessly incorporated into routine in-service training to strengthen officers’ prosocial motivation, de-escalation competence, and public-facing communication, thereby fostering more constructive police–community interactions. The aim of this study was to investigate whether juror characteristics, namely, age, attitudes surrounding coercive control and psychopathic personality traits (PPT), can influence Guilty or Not Guilty verdicts in a developed coercive control trial. One hundred and thirty-five participants (N = 135) completed an online survey consisting of elements of a mock coercive control trial and three questionnaires: the Coercive Control subsection of the Modern Adolescent Dating Violence Attitudes (MADVA (CC)) Scale, the Psychopathic Personality Traits Scale—Revised (PPTS-R) and the Juror Decision Scale (JDS). The results of the analysis demonstrated significant positive correlations between MADVA (CC) scores and all four subscales of the PPTS-R, highlighting the relationship between psychopathy traits and coercive control attitudes. Binary logistic regression findings showed that higher scores on the MADVA (CC) Scale were the only significant predictor of returning a Not Guilty verdict. Those who also returned a Not Guilty verdict had more accepting controlling behaviour attitudes, scored higher for defendant believability and were less confident in their overall decision. Findings from the current study highlight the significance of attitudes in a juror decision-making context. The significance of attitudes may also be applicable to police officers and other agencies within the criminal justice system. Additional efforts need to be made regarding the identification of coercive control tactics, and training programmes should be implemented within the police to increase identification of these behaviours in order and to improve case progression. This may increase the likelihood of a jury being required in these cases. Furthermore, Not Guilty verdicts were given with significantly less confidence than Guilty verdicts, although they have the same influence at trial. More research needs to be carried out to explore the development and maintenance of accepting attitudes towards coercive control, and there is a need for better education regarding coercive control to attempt to tackle harmful attitudes towards it and aim for fairer trials. This study advances crime analysis methodologies in Maryland by leveraging sophisticated machine learning (ML) techniques designed to cater to the state’s varied urban, suburban, and rural contexts. Our research utilized an enhanced combination of machine learning models, including random forest, gradient boosting, XGBoost, extra trees, and advanced ensemble methods like stacking regressors. These models have been meticulously optimized to address the unique dynamics and demographic variations across Maryland, enhancing our capability to capture localized crime trends with high precision. Through the integration of a comprehensive dataset comprising five years of detailed police reports and multiple crime databases, we executed a rigorous spatial and temporal analysis to identify crime hotspots. The novelty of our methodology lies in its technical sophistication and contextual sensitivity, ensuring that the models are not only accurate but also highly adaptable to local variations. Our models’ performance was extensively validated across various train–test split ratios, utilizing R-squared and RMSE metrics to confirm their efficacy and reliability for practical applications. The findings from this study contribute significantly to the field by offering new insights into localized crime patterns and demonstrating how tailored, data-driven strategies can effectively enhance public safety. This research importantly bridges the gap between general analytical techniques and the bespoke solutions required for detailed crime pattern analysis, providing a crucial resource for policymakers and law enforcement agencies dedicated to developing precise, adaptive public safety strategies. Objective: Exploring how body composition and musculoskeletal characteristics relate to physical performance may provide insights for optimising training outcomes. We explored if body composition and musculoskeletal characteristics were associated with tactical and cardiorespiratory performance. Methods: A cross-sectional study of police recruits within the Western Australia Police Force was performed. Total and regional body composition was assessed using Dual-energy X-ray Absorptiometry, with the tibial morphology and mid-thigh muscle cross-sectional area assessed using peripheral Quantitative Computed Tomography. Tactical performance was measured with a Physical Performance Evaluation, and cardiorespiratory fitness assessed using the Beep Test. Variables that were significant in univariate regressions progressed to generalised linear models, assessing relationships between measures and performance outcomes. Results: Twenty-seven recruits aged 21–51 years (40.7% female) participated. Better tactical performance was associated with lower body fat percentage (p < 0.001), lower body mass index (p < 0.001), higher appendicular muscle mass (p = 0.005), and a lower proximal (66%) tibia polar cross-section moment of inertia (p = 0.007). Better cardiorespiratory fitness was associated with lower body fat percentage (p = 0.004), higher appendicular lean mass (p = 0.006), a lower proximal (66%) tibia polar cross-section moment of inertia (p = 0.005), and a higher mid-thigh muscle cross-sectional area (p < 0.001). Conclusions: Various body composition and musculoskeletal characteristics are associated with tactical performance and cardiorespiratory fitness in WA police recruits. Lower body fat percentage and higher appendicular muscle mass were associated with both better cardiorespiratory fitness and tactical performance, highlighting the potential relevance of these characteristics in preparing police recruits for operational duties. Elder abuse is an increasingly significant public health and human rights issue in aging and long-lived societies. Despite existing intervention strategies, the lack of emergency housing tailored to older victims of abuse remains a critical gap. This study explores professionals’ perceptions of elder abuse, response measures, and challenges in addressing abuse, with a focus on rural regions. A survey was conducted among 100 first responders—social workers and police officers—who intervene in cases of elder abuse. Results indicate significant differences in perceptions of elder abuse severity, with social workers consistently rating all forms of elder abuse as more severe compared to police officers. Both groups highlighted the necessity of multidisciplinary teams, crisis centers, and safe houses as essential responses but recognized a lack of specialized infrastructure and resources as a significant challenge. Respondents emphasized that victims’ reluctance to report abuse due to family dynamics, shame, and isolation further complicates intervention efforts. Good practices identified interinstitutional collaboration, building victim trust, and proactive interventions. The findings underscore the need for age-appropriate safe spaces, improved professional training, and enhanced community awareness to address elder abuse effectively. Full article

Fitness Profile of Police Officers from Rapid Intervention Teams of the Lisbon Metropolitan Command

Background: A rapid intervention team is a broad category of special teams used by police and emergency respondents to cover various needs. It is essential to ensure the safety and well-being of people in emergencies, minimising the risk of harm and maximising the chances of survival. Objective: This study aimed (i) to identify the fitness profiles and levels of POs from the EIR of the Lisbon Metropolitan Command (COMETLIS, PSP, Portugal), considering age classes; (ii) to directly compare the observed fitness profiles to previous research and normative data; and (iii) to compare the fitness profile of POs from the EIR with cadets from the Police Academy. Methods: This cross-sectional observational study included the participation of 121 male POs from the EIR of the Lisbon Metropolitan Command (Portugal) and 92 male cadets from the Police Academy (Lisbon, Portugal). The assessment protocol sequence involved the collection of biosocial data (age classes: ≤29 years; 30–39 years; 40–49 years), a body size assessment, and a fitness assessment (horizontal jump, handgrip strength, 60 s sit-ups and 20 m shuttle run). Results: (i) In the ≤29 years age class, POs performed better in all fitness tests (highlighting that the age class had a statistically significant effect on performance in the horizontal jump, sit-ups, 20 m shuttle run, and predicted VO2max), and they showed significantly better performance than cadets in handgrip (left, right, and sum), and significantly worse performance in sit-ups and predicted VO2max. (ii) In the 30–39 years age class, POs had significantly worse performance than cadets in the horizontal jump, sit-ups, 20 m shuttle run, and predicted VO2max, even after controlling for age. Conclusions: (i) The fitness performance decreased as the age class became older; (ii) the handgrip strength and cardiovascular capacity attributes were between the standard and excellent levels according to the ACSM guidelines for the general population; (iii) POs from the EIR were stronger than cadets in terms of handgrip strength but weaker in terms of lower limb power, abdominal muscular endurance, and aerobic capacity; and (iv) the differences observed between POs from the EIR and cadets in the 30–39 years age class emphasise the importance of physical training after the training period and throughout professional life. Globally, and specifically in Poland and Lithuania, the incidence of road accidents has been on a decline over the years. The overall figures remain significantly high. Thus, it is imperative to take substantial measures to further decrease these statistics. The objective of this article is to estimate the future frequency of traffic accidents in both countries. To achieve this, a comprehensive yearly analysis of traffic incidents in Poland and Lithuania was performed. Using police records, forecasts for the years from 2024 to 2030 were established. Various neural network models were employed to predict the number of accidents. The results suggest that there remains potential for stabilization in traffic accident rates. It is undeniable that the increasing volume of vehicles on the roads, along with the development of new highways and expressways, plays a crucial role in this scenario. The result obtained depends on the model parameters (testing, validation, and training phases). Sustainable development requires comprehensive solutions, which also include improving road safety. Our research contributes to this goal by creating a tool that provides insight into the number of road accidents in analyzed countries. Full article

Research is needed on the myths regarding child sexual abuse in order to address commonly held misconceptions in persons training for professional careers in relevant fields for child protection. We present our translated, validated, and expanded Child Sexual Abuse Myth Scale (CSAMS-G). It was tested on a sample of 569 students studying either education, social work, law, or policing. Results of confirmatory factor analysis revealed a good model fit for our assumed factorial structure. Acceptable results on internal consistency were confirmed with McDonald’s ω. We also present the first results on the acceptance of child sexual abuse myths in our sample. Overall, myth acceptance was low, but a few exceptions were found, especially for the newly added items. We found group differences in factor scores for gender as well as between survivors and non-survivors of child sexual abuse. Full article

While studies have typically examined the driving habits of young drivers living in large urban cities, few have examined the habits of young drivers living in smaller cities with large rural surrounding areas. Three surveys were disseminated to 193 young drivers, 65 police officers, and 62 driving instructors to examine the driving habits and challenging driving situations young drivers experience. Almost a fifth (18.1%) reported consuming alcohol prior to driving; alcohol consumption prior to driving was significantly associated with eating food/drinking beverages while driving, cellphone use, and speeding. The most challenging situations young drivers reported were night driving, encountering wild animals on the road, and driving in extreme weather conditions (e.g., ice, snow). Driving instructors reported that young drivers had challenges with lane positioning, speed control, and navigating traffic signs and signals. Additionally, police officers reported issuing tickets to young drivers primarily for failure to stop, distracted driving, impaired driving, and speeding. Young drivers living in smaller cities and rural communities have unique challenges, including interactions with wildlife, driving on gravel roads, and driving in poor weather and road conditions (e.g., ice, snow). Opportunities for young drivers to be exposed to these scenarios during driver training are critical for increasing awareness of these conditions and reducing crash risk. Full article

RTACompensator: Leveraging AraBERT and XGBoost for Automated Road Accident Compensation

Road traffic accidents (RTAs) are a significant public health and safety concern, resulting in numerous injuries and fatalities. The growing number of cases referred to traffic accident rooms in courts has underscored the necessity for an automated solution to determine victim indemnifications, particularly given the limited number of specialized judges and the complexity of cases involving multiple victims. This paper introduces RTACompensator, an artificial intelligence (AI)-driven decision support system designed to automate indemnification calculations for road accident victims. The system comprises two main components: a calculation module that determines initial compensation based on factors such as age, salary, and medical assessments, and a machine learning (ML) model that assigns liability based on police accident reports. The model uses Arabic bidirectional encoder representations from transformer (AraBERT) embeddings to generate contextual vectors from the report, which are then processed by extreme gradient boosting (XGBoost) to determine responsibility. The model was trained on a purpose-built Arabic corpus derived from real-world legal judgments. To expand the dataset, two data augmentation techniques were employed: multilingual bidirectional encoder representations from transformers (BERT) and Gemini, developed by Google DeepMind. Experimental results demonstrate the model’s effectiveness, achieving accuracy scores of 97% for the BERT-augmented corpus and 97.3% for the Gemini-augmented corpus. These results underscore the system’s potential to improve decision-making in road accident indemnifications. Additionally, the constructed corpus provides a valuable resource for further research in this domain, laying the groundwork for future advancements in automating and refining the indemnification process. Exploring the Interplay of Handgrip Neuromuscular, Morphological, and Psychological Characteristics in Tactical Athletes and General Population: Gender- and Occupation-Based Specific Patterns

Background/Objectives: The correlation of handgrip strength (HGS) and morphological characteristics with Big Five personality traits is well documented. However, it is unclear whether these relationships also exist in highly trained and specialized populations, such as tactical athletes, and whether there are specific differences compared to the general population. This study aimed to explore the interplay of handgrip neuromuscular, morphological, and psychological characteristics in tactical athletes and the general population of both genders. Methods: The research was conducted on a sample of 205 participants. A standardized method, procedure, and equipment (Sports Medical solutions) were used to measure the isometric neuromuscular characteristics of the handgrip. Basic morphological characteristics of body height, body mass, and body mass index were measured with a portable stadiometer and the InBody 720 device. Psychological characteristics were assessed with the Mental Toughness Index and Dark Triad Dirty Dozen questionnaires. Results: Numerous significant correlations were obtained, as well as differences between tactical athletes and the general population of both genders. The most prominent correlations were between the excitation index with Psychopathy and the Dark Triad (ρ = −0.41, −0.39) in female tactical athletes, as well as Neuroticism with body height, maximal force, and the maximum rate of force development in the male general population (ρ = 0.49, 0.43, 0.41). The obtained results also revealed gender and occupational specific patterns of researched relationships. Conclusions: Although the results of this study indicated the possibility of the existence of correlations between handgrip neuromuscular, morphological, and psychological characteristics in tactical athletes of both genders, nevertheless, at the moment, there is not enough solid evidence for that. That is why new research is needed. An analysis of muscle contractile and time parameters as neuromuscular indicators in the HGS task proved to be a possible promising method, which brought numerous new insights about the researched relationships. For practical application in the field, we propose including Mental Toughness and the Dark Triad traits in the selection process for future police officers and national security personnel based on the obtained results.
