Examining the Detrimental Consequences of Delaying Romania’s Full Accession to the Schengen Area: A Security-Centric Approach Aligned with Sustainable Development and Quality of Life

PURPOSE: To highlight the degree of perception among the young population in Romania (ages 18–35) regarding the impact of the decisions by some European Union (EU) countries to delay the full acceptance (air, maritime, and land) of Romania’s accession to the Schengen Area on various indicators characterizing the country’s sustainable development, national security interests, and the quality of life of the population. This study was deemed timely in light of the EU’s decision regarding the removal of air and maritime border controls with Romania starting on 31 March 2024 (“Romania’s accession to the Schengen Area, air and maritime”), while maintaining controls at land borders (non-acceptance of “land accession”), under the conditions of Romania fully meeting all the requirements imposed by European legislation, a situation considered by national authorities and the Romanian public as discrimination compared to European states, and causing significant disadvantages in terms of sustainable development and the country’s security interests. METHODS: The study was based on a questionnaire administered to 785 Romanian citizens aged 18–35 years. Data were collected during the period from 15 March 2024 to 15 April 2024, centered around the date of 31 March 2024, which marks “Romania’s accession to the Schengen Area, air and maritime”, through the elimination of EU air and maritime border controls with Romania. The main method used was statistical analysis (descriptive, bivariate, and multivariate), focused on detecting and assessing the degree of respondents’ awareness regarding the efforts of authorities for the full accession of Romania to the Schengen Area and the EU’s response to this effort; the negative impact of delaying the elimination of controls at the EU’s land borders with Romania (“land accession”) on national security interests, on the sustainable development of the country by relating to the objectives of the 2030 Sustainable Development Agenda developed at the United Nations Summit in September 2015, and on the quality of life of people in Romania. Additionally, the study was based on empirical research of the analyzed issues, in accordance with the available literature. RESULTS: The study reveals that, in the context of a very high level of awareness among respondents regarding the efforts of national authorities for Romania’s accession to the Schengen Area (75.26–91.30%) and access to credible information resources and materials about these efforts (65.10–73.05%), Romania’s status as a full-fledged EU member is a determining factor for motivating Romania’s full accession to the Schengen Area (83.33–93.48%). Furthermore, the decisions of some European states to delay full accession are perceived as subjective/unfair actions that are likely to limit/violate the access/facilities of Romanian citizens, as full-fledged EU citizens, to the values of the European democratic space (59.12–76.69%). Additionally, respondents believe that these decisions are likely to affect Romania’s security interests (43.61–56.52%), exacerbate the discrepancies between the living standards of Romania’s population and those of Western European countries (47.59–71.73%), and negatively impact the national implementation of the 2030 Sustainable Development Agenda objectives, as these objectives mostly target significant national infrastructures. Moreover, the WHOQOL-BREF measurement tool shows that these decisions negatively affect, to a large and very large extent, the quality of life of people in Romania (32.07–41.31%), with specific characteristics of the investigated domains (“Physical”, “Psychological”, “Environmental”, and “Social”), depending on the considered socio-demographic variables. CONCLUSIONS: We consider that the study conducted provides a scientifically documented information base regarding respondents’ awareness of Romania’s efforts to join the Schengen Area, their perception of the direct consequences on national security, sustainable development of Romania, and quality of life, as a result of the decisions by some EU countries to delay Romania’s full accession to the Schengen Area. Lastly, the study reveals the correlation between the dissatisfaction/frustration of the population caused by the decision to delay Romania’s full accession to the Schengen Area and the questioning of the social, economic, political, and security consequences induced by this decision. Non-fermenting Gram-negative bacilli (NFGNB), such as Pseudomonas aeruginosa and Acinetobacter baumannii, are among the major opportunistic pathogens involved in the global antibiotic resistance epidemic. They are designated as urgent/serious threats by the Centers for Disease Control and Prevention and are part of the World Health Organization’s list of critical priority pathogens. Also, Stenotrophomonas maltophilia is increasingly recognized as an emerging cause for healthcare-associated infections in intensive care units, life-threatening diseases in immunocompromised patients, and severe pulmonary infections in cystic fibrosis and COVID-19 individuals. The last annual report of the ECDC showed drastic differences in the proportions of NFGNB with resistance towards key antibiotics in different European Union/European Economic Area countries. The data for the Balkans are of particular concern, indicating more than 80% and 30% of invasive Acinetobacter spp. and P. aeruginosa isolates, respectively, to be carbapenem-resistant. Moreover, multidrug-resistant and extensively drug-resistant S. maltophilia from the region have been recently reported. The current situation in the Balkans includes a migrant crisis and reshaping of the Schengen Area border. This results in collision of diverse human populations subjected to different protocols for antimicrobial stewardship and infection control. The present review article summarizes the findings of whole-genome sequencing-based resistome analyses of nosocomial multidrug-resistant NFGNBs in the Balkan countries. Full article

Research on the Spatial Structure of the European Union’s Tourism Economy and Its Effects

With the implementation of European integration policies such as the single market, the Euro and the Schengen Visa, the EU member states are developing closer economic ties through tourism, and their level of tourism integration is constantly improving. Taking the 28 EU member states as research objects, this paper constructs a tourism economic connection network among them, measures the strength of their tourism economic connections from 1995 to 2018 by using the modified gravity model and social network method, and analyzes the spatial structure characteristics and effects of the EU tourism economy. The results are as follows: (1) The tourism economic ties of EU member states are growing increasingly close, enhancing network stability. (2) Germany, France, Italy, Austria and the United Kingdom are the top five countries in the degree centrality and closeness centrality rankings, meaning that they are located in the center of the network and have great influence, and the network is becoming increasingly concentrated. Germany, Italy, Sweden, Austria and France play an important intermediary role in the network, and the centrality of most member states has increased. (3) The core areas are mainly concentrated in Western Europe, Southern Europe, Mediterranean mainland countries and Central Europe, while the marginal areas are mainly concentrated in Eastern Europe, Northern Europe and Mediterranean island countries; the network connection density of the core area, the network connection density of the marginal area, and the network connection density between the core and marginal area overall show an increasing trend. (4) Improvements in the complete network connectedness and a reduction in graph efficiency can significantly reduce differences in EU tourism economic development levels and improve spatial equity. The airport terminal is a complex building composed of many functional subsystems dimensioned to host passenger traffic, considering an appropriate level of service (LoS). The most widely known method to assess the LoS and design the terminal areas is the Airport Development Reference Manual by the International Air Transport Association (IATA). Based on this, a calculation tool in Microsoft Excel® was implemented to assess the capacity and dimension of the facilities for each functional subsystem of the terminal. The tool, composed of nine correlated spreadsheets, is a useful model to design new structures, evaluate the LoS currently offered, plan interventions, and face the new rules of passenger distancing due to the COVID-19 emergency. An international airport terminal with 20 million/year including Schengen and extra-Schengen passengers was studied. The LoS of the terminal subsystems was assessed and the areas needed for each subsystem were calculated. In the analyzed case study, most subsystems (departure hall, check-in, boarding gates, baggage claim, and arrival halls) were over-designed, according to the definition of the IATA LoS. This means that available spaces for queues and holding are sufficiently large to easily face the new rules of social distancing for passengers due to the recent COVID-19 emergency. Full article

Border and administrative divisions usually have considerable severe impacts on the economic growth and sustainable management of natural and human on both sides of the border. Schengen border regions mostly perform less well economically in comparison to non-border regions, and the citizens and businesses are facing all sorts of barriers on a day-to-day basis when crossing EU Schengen borders. Therefore, the research is focused on the resilience of the frontier areas of Slovakia and Ukraine, both experiencing rising out-migration, demographic ageing and, therefore, less resistance to threats. The proposed Regional Resilience Index (RRI) is based on three resilience capacity domains: (1) The entrepreneurial domain containing partial indicators of industrial diversity, entrepreneurial activity, unemployment and the possibilities to save money; (2) the socio-demographic domain, whose partial indicators are ageing and the health status of the population, and (3) the domain of interconnectedness of communities with its partial indicators of public infrastructure and settlement stability. By calculating RRI, the overall resilience capacity of the monitored districts of Slovakia and Ukraine is estimated. The index shows that the border factor is significant in explaining the differences in each of the index’s three domains. In addition, migration for work is shown to be a key factor increasing vulnerability and is therefore studied in more detail. The prediction and evaluation of risks associated with strategic and territorial planning is a necessary approach in relation to extraordinary events and minimization of consequences. Full article

This article discusses the issue of the sustainable development of the Polish-Czech cross-border market for cultural services in a city divided by an international border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: The different cultural policies implemented on both sides of the city, the language barriers, as well as some legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of an analysis of the Cieszyn Silesia Euroregion’s documentation, and the results of qualitative and quantitative research, this article describes the role of the Euroregion in building a cross-border market for cultural services. The presented results shows that the level of familiarity with cultural events organised in Cieszyn and Český Těšín within the framework of Interreg cross-border projects, is much higher than the familiarity with cultural events that are organised without financial support received through the Euroregion. Recommendations were also prepared that could constitute the principles of a common cultural policy, not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by an international border.
