China’s engagement with global governance has evolved significantly since 1949, transitioning from outright rejection during its revolutionary isolation (1949–1971) to strategic engagement with key institutions such as the United Nations, IMF, and WTO (1971–2000), and more recently to the creation of parallel institutions like the AIIB and Belt and Road Initiative (2000–present). This paper traces these historical phases to analyze how China has navigated and reshaped global norms, balancing its integration into existing frameworks with efforts to build alternative governance structures. While Hegemonic Stability Theory and Power Transition Theory offer insights into China’s evolving strategy, neither fully encapsulates its pragmatic, adaptive approach. China’s domestic regulatory innovations, such as the Social Credit System and its promotion of cyber sovereignty, increasingly influence its global governance initiatives, reflecting a deliberate effort to export its governance models. Rather than fully integrating into or replacing the U.S.-led liberal order, China employs a dual-track strategy: engaging with global institutions where advantageous while promoting state-centric alternatives to liberal norms. This study argues that China’s historical trajectory underscores its pivotal role in shaping a multipolar world order, where competing governance frameworks coexist and challenge the dominance of Western-led institutions. Heat stress is a critical environmental challenge that disrupts rice growth, development, and productivity and poses a significant threat to global food security. The CCR4-NOT protein complex, particularly its CCR4-associated factor 1 (CAF1) subunit, plays a crucial role in the dynamic regulation of gene expression by mediating mRNA de-adenylation, a key step in mRNA degradation and turnover. However, the specific function of OsCAF1 proteins under heat stress in rice remains poorly understood. In this study, we investigated the dynamic subcellular localization of OsCAF1A in response to elevated temperatures and its role in heat stress tolerance. Under normal conditions, OsCAF1A is diffusely localized to the cytoplasm. However, OsCAF1A predominantly localizes to processing bodies (PBs) under heat stress. The results of interaction studies revealed that two DEAD-box RNA helicases, OseIF4AIIb and OsRH8, modulate the re-localization of OsCAF1A, by OseIF4AIIb inhibiting and OsRH8 promoting its association with PBs during heat stress. Furthermore, OsCAF1A mRNA was more abundantly expressed in rice seedlings than other OsCAF1 genes and is further upregulated by high temperature. The overexpression of OsCAF1A significantly enhanced heat tolerance, whereas mutants exhibited increased heat sensitivity. These findings underscore the potential of OsCAF1A as a tool to improve crop resilience to climate change. Full article

The purpose of this study is to verify whether the transportation infrastructure investment carried out by the Asian Infrastructure Investment Bank (AIIB) has promoted the economic development of its recipient countries. Since the establishment of the AIIB, its investments in infrastructure development, aimed at promoting economic growth in Asian developing countries, have garnered considerable attention. This study selects India, the largest recipient country of the AIIB, as the research object and chooses the Gujarat Road Project as the research case, since it is a completed infrastructure construction investment project in the transportation field. This paper provides an overview of the project’s operation and summarizes key factors in the project’s implementation. In the data analysis section, the per capita GDP is selected as the explained variable to measure economic development, and the LASSO regression method is used to select several variables that affect economic development. Moreover, the random forest model is used to obtain the causal relationship between road construction and the per capita GDP from 2001 to 2022. The results indicate that road construction in India has a significant positive effect on per capita GDP growth, the Gujarat Road Project supported by the AIIB also has a positive effect on per capita GDP growth, and this effect is stronger than that at the national level. The main contribution of this work is the validation of the investment strategy of the AIIB and the quantification of the economic contribution of AIIB investment projects to the local area. This paper offers a critical analysis of how the new regimes in the Asian Infrastructure Investment Bank (AIIB) and the Belt and Road Initiative (BRI) of China complement its energy diplomacy to ensure economic sustainability driven by an uninterrupted supply of overseas energy. Recognising the centrality of energy in its foreign policy, China’s initiative in the AIIB and the BRI to complement its energy diplomacy is a subject of immense significance requiring extensive research. The present study investigates whether the transformations in China’s energy diplomacy caused primarily by these new regimes in the AIIB and the BRI are a step toward economic internationalisation or consistency of its years-old mercantilist practices. It adopts a well-defined analytical methodology by utilising the “case-based” approach of John Gerring. This article argues that the new global institutions of China successfully complement the country’s energy diplomacy, and its energy diplomacy towards Central Asia is predominantly neo-mercantilist. However, it shows a strong inclination to facilitate economic interdependence towards regions that carry some strategic weight in China’s national interests. In contrast, countries enriched in energy resources but isolated, with little strategic worth, are put under sheer dependency on China. Full article

The pathogen Agrobacterium induces gall formation on a wide range of dicotyledonous plants. In this bacteria, most pathogenicity determinants are borne on the tumour inducing (Ti) plasmid. The conjugative transfer of this plasmid between agrobacteria is regulated by quorum sensing (QS). However, processes involved in the disturbance of QS also occur in this bacteria under the molecular form of a protein, TraM, inhibiting the sensing of the QS signals, and two lactonases BlcC (AttM) and AiiB that degrade the acylhomoserine lactone (AHL) QS signal. In the model Agrobacterium fabrum strain C58, several data, once integrated, strongly suggest that the QS regulation may not be reacting only to cell concentration. Rather, these QS elements in association with the quorum quenching (QQ) activities may constitute an integrated and complex “go/no go system” that finely controls the biologically costly transfer of the Ti plasmid in response to multiple environmental cues. This decision mechanism permits the bacteria to sense whether it is in a gall or not, in a living or decaying tumor, in stressed plant tissues, etc. In this scheme, the role of the lactonases selected and maintained in the course of Ti plasmid and agrobacterial evolution appears to be pivotal.
