Including the political and economic characteristics of sanctionees into the model is an interesting novelty, as is including dummies for type/objective of sanctions.

"one can easily estimate the parameters of the model with several
software packages available" (293-4)

Software is a tool, it is obvious that some is being used. either you specify or there is no point in mentioning it.

This is a very interesting paper, which merits publication. I would have a few minor comments, which the authors may want to address before publication:

- The literature overview is long, it would be helpful to structure it by adding some subheadings and better regrouping the papers.

- The paper should do a better job in justifying the  estimation method used. Why this method and why another one.

- The paper should provide a summary table on the literature, comparing existing papers on the method used, dataset, data coverage, results etc.

This is an interesting paper that addresses a relevant issue of sanctions and the effects of sanctions on the economic development. However, despite the undoubtful relevance of the study, the content remains doubtful to me. The methodology is absolutely unclear to me. I do not see how the author approaches to determining the "effectiveness" of sanctions - no parameters introduced and discussed. I assume, there must be economic measures that should somehow be associated with the types of sanctions. Also, cross-relationships must be measured - for example, trade sanctions and economic development parameters, or financial sanctions and foreign trade parameters, etc. It is not clear how the author associates particular sanctions with particular results. Moreover, I don't think mixing different sanctions imposed against different countries by different countries is a correct approach. They are all individual and thus bring individual results, depending on the particular type of a sanction, countries involved, macroeconomic situation, domestic economic and social situation, and many more parameters. Therefore, I consider the methodology very doubtful. Consequently, the results could suffer. The author should work extensively on the sharpening of the methodology

I still think the methodology must be explained as thoroughly as possible in the text, so a common reader could understand the approach and interpret the findings

I thank the author for addressing my Round 2 recommendations adequately and sufficiently. Now the paper can be accepted. However, I think the careful proofreading might improve the readability of the text, as well as the quality of the language and style.
