The issue of land supply and the importance of labor is quite relevant, in terms of research and contribution to knowledge. it is a relevant topic. It is very important for the academic community to develop research on these current issues. The work is well structured. The abstract, introduction and literature review are written in a thoughtful and balanced way. The methodology and the discussion of the results are presented in a clear and objective way. The collected data were analyzed through quantitative methodology, presenting a model with reliable results. The conclusion is presented objectively and sparingly, without being long and tedious. The bibliography is extensive and current.
Other issues related to the work presented:
1. What is the main question addressed by the research? Is it relevant and interesting?
The work aims to create a territorial strategy based on the value of thermal water systems, promoting the appreciation of their natural capital. The research proposes a resilient territorial brand, whose processes of change must be evaluated in space and time through the engagement of the local community. It is a very relevant, interesting and current issue, not only for Italy, but also for Europe itself. This is a relevant, pertinent, and interesting question as a current research topic.
2. How original is the topic? What does it add to the subject area compared with other published material?
The topic is original and relevant in this area of investigation. The way the authors approach the issue of land supply and the importance of labor is quite relevant, in terms of research and contribution to knowledge. The summary lacks an explicit research goal and research hypotheses. Although the article is generally written in a very interesting way, the lack of a clearly formulated research goal and research hypothesis means that the reader can only guess what the author wanted to verify. This article element needs to be corrected. 2. Do you consider the topic original or relevant in the field? Does it address a specific gap in the field?
The subject of the article is very interesting and presented in a good way, however, it requires taking into account the corrections indicated in the previous point.

Response 1:Thank you for your comments. The research methods we have adopted have been very mature in the research field. Due to space reasons, we did not elaborate on the research methods, but we have added references to the research methods.

In 4.2. Benchmark regression, we found that the MSCL plays an obvious role in reducing LMIS (lines 374-375), and we have answered the research question in 4.2. We also found that the impact mechanism of the MSCL on LMIS is different in different regions, so a panel threshold effect model is used for regression(lines 367-368), we know that the MSCL can indeed reduce LMIS, but this does not mean that more MSCL is better. In this paper, we do not adopt the form of traditional economics to put forward research assumptions.
