The paper about Introduction of confidence interval based on probability limit method test into non-stationary hydrological frequency analysis bring new direction in statistical methods. In general the paper can be published in this form but the authors must improve the conclusion part to make more reliable to the practitioners.

Also the discussion part, where the authors must connect their work with other researches is missing.
