3.Regarding the selection and measurement of variables, the author should provide more theoretical justification, especially for variables that may have multiple measurement methods.
4.The choice of control variables is reasonable, but the author should consider whether additional variables, such as urbanization levels or education levels, should be included, as they may influence the results.
5.The policy recommendations section should include specific implementation steps and potential monitoring and evaluation mechanisms to ensure the feasibility and effectiveness of the proposed recommendations.

The topic of the manuscript “Can Carbon Emissions Trading Policies Promote Both the Quantity and Quality of Urban Green Technological Innovation? — Evidence from China” in my opinion will be interesting for readers of Sustainability Journal. However, the article may be accepted for publication after minor corrections.
The article concerns a current (but known) topic and falls within the thematic scope of the Journal.
Below I have included a few comments to help the Authors improve their article.
Abstract:
You did a lot of statistical analysis in your article. I think at least some summary numbers should be included in the abstract.
Keywords:
In keywords you should not repeat words that you have already used in the title of your work. Please remove them or change them with others.

What is the impact of your research on the circular economy?
Methodology part:
You need to remember that each table is a separate entity in the article. For example, in Table 2 you use abbreviations that should be explained below the table so that readers can better understand what the table contains.
I think that the statistical methods you used in your work should be better described (maybe in a separate chapter).
Results and Discussion
Table 3 and the rest - same note as before.
Try not to split tables across pages.
