The paper by Alfianto et al. describes the actions taken by the port authority of Nizam Zachman (Indonesia) to regulate fishing activities in the surrounding area.

The paper presents the analysis of statistics about the type of fishing vessels calling the port, and the responses by users and employers to questionnaires about the factors influencing the strategies and the policies.

The approach is rather simplistic and the overall merit of the paper is unfortunately vey low.

In my opinion, the are several weak points that should be addressed to raise the paper to an acceptable level for publication.

1) On page 4 rows 42-43, the authors state "five types of approaches", but item 5 is the same as item 4...

2) The acronym PPS (first appearing on page 4, row 53) is missing.

3) Reference to Salim and Mukhamad, 2019 (page 4, rows 59-60) is missing from the list of references.

4) The words "Nizam Zachman ocean fishing port" appears a lot of time. Maybe it might be worth defining it with an acronym.

5) Pn page 4, row 60, reference to Rangkuti is included in parenthesis which should be deleted.

6) On page 5, row 79, "WT" should be replaced with "W-T" as per uniformity with the previous combination of SWOT analysis.

7) There are some sentences repeated: on page 6 rows 104-106 are almost identical to rows 109-112; on page 7 rows 114-118 are almost identical to rows 129-132.

8) On page 8 row 144 "climate change" is repeated.

9) On page 8, row 157, the reference to Rusmilyansari et al. 2010 is missing from the list of references.

10) On page 11, row 226, a full stop if missing in "(A4) The".

11) Figure 2 is useless since the only information it contains is already provided in the text.

12) Also Figure 3 doesn't provide too much information.

13) On page 13 row 269, correct "responsibly , and" to "responsibly, and".

As an overall comment, if the authors wish the paper can be appreciated by non-native Indonesian speakers, they should limit the references to papers written in the Indonesian language. In this version, such mother-language references are 15 out of 35.

Although some acronyms should be known, it is good practice to cite them explicitly the first time they are used in the main text: this is the case for SWOT (strengths, weaknesses, opportunities, and threats) and IFAS (Internal Strategic Factors Analysis Summary).

 

The quality of the English language is generally low and might be improved.

Strategy for Implementation of Seaworthiness of Large Pelagic Purse Seine at Nizam Zachman Ocean Fishing Port by Alfiento et al.

 

 

The study describes the suitability and seaworthiness of large pelagic fishing vessels in Nizam Zachman Port. They analysed the 63 respondent (consisting of ship owners, fishing vessel seaworthiness officers, Nizam Zachman ocean fishing port employees). They carried out SWOT analyses and explained the seaworthiness of the large pelagic fishing vessels.

 

 

There are number of general comments ans specific comments on the manuscript.

 

The manuscript structured well but it gives general literature review of the large pelagic vessels.

 

There are many typos and mistakes as given below.

 

Line 50, there is dan should be and in the M&M section

-Line 60. it should read as Rangati(20169

-Line 208, table given in most places with small letters in some places with capital. It should be Table X throughout the manuscript.

 

Figure 1, color pattern of the figure is too difficult to distinguis the fishing vessels.

 

 

The results presented and discussed but there is no clear conclusion.

 

 

The language and typos were mentioned above as an example.
