Research entitled Public Investigations into Irrigation and Poverty Reduction in Rural Laos creates expectations that are not confirmed in the findings. The authors highlight these limitations but an extension of the literature review would be welcome.

There are minor revisions that were required and they are mainly about updating the literature review or using recently references and here is the revisions base on the comment:

There are some changes in line 36-37-38-39 and the Line 375, 376, 377 and the reference also added in the reference part. It is in the line 445-446 and 453-454. More detail can be found in the manuscript

The research and the document is very interesting because of the topic it deals with. It is well structured and easy to read. The methodology used is adequate and is developed appropriately.
My suggestions and recommendations are:
- Do not repeat the objective twice in the introduction, it is not necessary and it is redundant.
- In the introduction improve the contextualization of the topic including a review of the existing literature. In the current state it is poor.
- In table 3, correct the footer puts 1 and it should be 1%.
- In the conclusions: include the limitations of the research and the management implications

Reducing poverty in rural Laos requires multi-level investment, from investment in technical infrastructure to investment in educating the rural population.
Multi-level investments will make it possible to correlate external efforts with the efforts of residents, who will use the infrastructure more efficiently with rational water consumption. Efforts to use water efficiently must have an integrated dimension. Linking sectoral activity of rural residents should focus on understanding these processes and perceiving the benefits for residents from such resource management.
Investments in these activities and infrastructure investments should take place in a short time, they must be targeted at the young generation, girls and boys, in order to convince them to participate in local entrepreneurship and social entrepreneurship.
The reviewed article has an informative and cognitive dimension. Its main goal is to present the problem of the underdevelopment of the economy in rural areas and to draw attention to this problem.
From a methodological and methodological point of view, it is at a low level.
Despite the substantive and methodological comments, I believe that it should be published. Its value is to draw attention to the problems of agriculture in Laos and culturally similar countries. It should be aimed at residents of highly developed countries.
