This study examines the political and elite motives behind Colombo’s ‘world-class city’ initiative and its impact on public housing in underserved communities. Informed by interviews with high-ranking government officials, including urban planning experts and military officers, this study examines how President Rajapaksa’s elite-driven postwar Sri Lankan government leveraged military capacities within the neoliberal developmental framework to transform Colombo’s urban space for political and economic goals, often at the expense of marginalized communities. Applying a contextual discourse analysis model, which views discourse as a constellation of arguments within a specific context, we critically analyzed interview discussions to clarify the rationale behind the militarized approach to public housing while highlighting its contradictions, including the displacement of underserved communities and the ethical concerns associated with compulsory relocation. The findings suggest that Colombo’s postwar public housing program was utilized to consolidate authoritarian control and promote speculative urban transformation, treating public housing as a secondary aspect of broader political and economic agendas. Anchored in militarized urban governance, these elite-driven strategies failed to achieve their anticipated economic objectives and deepened socio-spatial inequalities, raising serious concerns about exclusionary and undemocratic planning practices. The paper recommends that future urban planning strike a balance between economic objectives and principles of spatial justice, inclusion, and participatory governance, promoting democratic and socially equitable urban development. In this paper, I discuss the evolution of Buddhist civilisational populism in modern Sri Lankan politics and civil society. I do this by historicising early forms of Buddhist civilisational populism in the country, during its occupation by the British Empire (1815–1945). As I discuss in this paper, some of the key concepts of “civilisationism” central to leading social and political movements in British Ceylon were a result of the disruptions caused by centuries of European colonial rule. Consequently, issues of identity and belonging have carried on to the post-independence context. In this paper, I discuss what these dynamics could possibly mean for the future of Sri Lankan politics and society, in the wake of the nation’s debilitating economic crisis last year. Full article

In this paper, we examine cultural values that influence the leadership perceptions from a sample of 1140 managers in Sri Lankan organizations. Multivariate analysis such as regression, factor analysis and structural equation modeling was employed to explain leadership excellence. Trust and sustainability were found to be the most important ethical leadership characteristics with three distinct leadership perspectives—nurtured organization, good management and excellent leadership. Implications of this study suggest that trust, sustainability and loyalty should be emulated within a nurtured organization, and good management practice with less emphasis on morality should be emulated for developing HR capacity in Sri Lanka. This article focuses on the archaeological site of Kantarodai (Tamil) or Kadurugoda (Sinhala) on the Jaffna peninsula at the northernmost tip of Sri Lanka to examine the power of spatially embodied, contested histories within postcolonial and post-war communities. The Sri Lankan military who control Kantarodai view it simply as a Sinhala Buddhist site. However, when it is viewed through the lens of international archaeological scholarship, its multi-ethnic and multi-religious history becomes clear. Its present situation speaks of a failure to affirm the narratives connected with this history. In examining this case study, I first evoke the changing political and religious landscapes of the peninsula in the recent past, drawing on my own visits to Jaffna during Sri Lanka’s ethnic war. Second, I examine one dominant imaginary that is projected onto the peninsula, from the Sinhala Buddhist community, the most powerful community in the island. Thirdly, I move to Kantarodai, focussing on two recent representations of its history and the privileging of one of these in Sri Lanka’s post-war polity. I then assess the consequences for Sri Lanka of the failure to affirm multiplicity at Kantarodai, drawing out its wider relevance for the study of post-colonial and post-war societies. Full article

There is growing evidence to support the relationship between levels of gender inequality in a society and its potential for conflict. Positive attitudes to gender equality in and through education strengthen social cohesion; consequently, there is a need for gender-transformative education for peacebuilding. Drawing on the 4Rs (representation, redistribution, recognition, and reconciliation) framework in conjunction with the idea of incremental transformation with a focus on resilience, this study examines how eleven ethnic minority high school girls from Sri Lanka understand the transformative role of education in their lives as it relates to peace and gender equality. Education was a source of hope for the participants of this study and thus contributed to their resilience. However, rather than fostering and capitalizing on this resilience to build social cohesion and peace, education and the school systems are silencing them. This silencing is evident in the acceptance and normalization of militarization in their communities, daily experiences of gender-based violence (GBV), and the message, through the formal and informal curriculum, that gender equality has been achieved in Sri Lanka. Within the context of Ravanisation—by which I mean the current revitalisation of Ravana among Sinhalese Buddhists in Sri Lanka—multiple conceptualizations of Ravana are constructed. This article concentrates on two different Ravana conceptualizations: Ravana as a warrior king and Ravana as a healer. At the Sri Devram Maha Viharaya, a recently constructed Buddhist complex in Colombo, Ravana has become the object of devotion. In addition to erecting a Ravana statue in a shrine of his own, two annual rituals for Ravana are organized by this temple. In these rituals we can clearly discern the two previously mentioned conceptualizations: the Ravana perahera (procession) mainly concentrates on Ravana’s martial side by exalting Ravana as warrior king, and in the maha Ravana nanumura mangalyaya, a ritual which focusses on healing, his benevolent side as a healer is stressed. These conceptualizations from the broader Ravana discourse are ritualized in iconography, attributes, and sacred substances. The focus on ritual invention in this article not only directs our attention to the creativity within the rituals but also to the wider context of these developments: the glorification of an ancient civilization as part of increased nationalistic sentiments and an increased assertiveness among the Sinhalese Buddhist majority in post-war Sri Lanka. This study drew on important insights from a quarter-century history of forcefully evicted Muslims in Sri Lanka’s northern province by examining the nature of their displaced life and their permanent resettlement in their traditional villages, particularly in the post-civil war context. Reviewing the literature and primary sources, this paper argues that the forceful eviction of northern Muslims was unfortunate and the persistent sidetracking of their permanent resettlement violated their right to live in their traditional villages. Successive governments have failed to propose a sustainable mechanism to resettle these Muslims as part of the resettlement plans. Post-war resettlement initiatives hardly considered the permanent resettlement of these Muslims in their traditional villages. In addition, the issue of resettling northern Muslims became highly contested due to lack of proper policies and plans of the government authorities, as well as moral and institutional support from the Tamil community and their polity, opposition, and criticisms from the Sinhalese-Buddhist nationalist forces, and fragmentation within Muslim politics, together with the protracted nature of the displacement. This study suggested that the continued neglect of their resettlement would challenge the sustainability of post-war development and ethnic reconciliation in Sri Lanka. Full article

This paper aims to examine the overall impact of anti-halal and anti-slaughtering campaigns in the context of post-war Sri Lanka. The reemergence of majoritarian ethno-religious anti-minority nationalist forces and their intensified anti-minority hatred and violence have made it challenging for ethno-religious minorities in Sri Lanka to engage in religious norms and duties. This is especially true for the Muslim community. Numerous Islamic fundamentals have been criticized and opposed. Muslims have had to endure threats and acts of violence. These campaigns and violent oppositions, imposed by the Buddhist-nationalist forces, have caused concern for Muslims performing their obligatory religious duties and norms. In Sri Lanka, the Muslim community has been allowed to produce halal food and slaughter animals for human consumption and religious rituals for a long period without disturbance. Unfortunately, retaliation and hatred in the post-civil war era in the country have threatened these rights. Thus, it has become imperative to investigate the motivating factors of the anti-halal and anti-animal slaughtering campaigns and violence, as well as their related impact, which is lacking in the existing literature on ethno-religious politics in the context of Sri Lanka. This study found that the anti-halal and anti-animal slaughtering campaigns and oppositions that have been intensified by the Buddhist nationalist forces were part of anti-Muslim sentiments intended to sabotage the economic pride of Muslims and undermine their religious renaissance. The study also found that these campaigns have been facilitated by the state and that continuous facilitation of the anti-Muslim sentiments and campaigns, including the anti-halal and anti-animal slaughter campaigns, would challenge the country’s economic prosperity and the rebuilding of ethno-religious harmony. Following the military defeat of LTTE terrorism in May 2009, the relationship between ethnic and religious groups in Sri Lanka became seriously fragmented as a result of intensified anti-minority sentiments and violence. Consequently, the ethnic Muslims (Moors) became the major target in this conflict. The major objective of this study is to critically evaluate the nature and the impact of the anti-Muslim sentiments expressed and violence committed by the extreme nationalist forces during the process of ethnic reconciliation in post-war Sri Lanka. The findings of the study reveal that, with the end of civil war, Muslims have become “another other” and also the target of ethno-religious hatred and violence from the vigilante right-wing ethno-nationalist forces that claim to be protecting the Sinhala-Buddhist nation, race, and culture in Sri Lanka. These acts are perpetrated as part of their tactics aimed to consolidate a strong Sinhala-Buddhist nation—and motivated by the state. Furthermore, the recourse deficit and lack of autonomy within the organizational hierarchy of the Buddhist clergy have motivated the nationalist monks to engage in politics and promote a radical anti-minority rhetoric. This study recommends institutional and procedural reforms to guide and monitor the activities of religious organizations, parties, and movements, together with the teaching of religious tolerance, as the preconditions for ethnic reconciliation and ethnic harmony in post-war Sri Lanka. This study has used only secondary data, which are analyzed in a descriptive and interpretive manner. Full article
