This paper presents a comparative study of land use in different regional types under the Belt and Road Initiative (BRI) through a case study of Minsk, Vientiane, and Djibouti. The BRI has created significant opportunities for economic cooperation between China and participating countries. As key instruments for advancing the BRI and fostering regional economic development, overseas industrial parks play a crucial role in attracting investment, facilitating workforce training, and promoting local infrastructure development. With the growing number of overseas industrial parks, the need for their efficient and scientifically guided development has attracted increasing scholarly attention. However, a pressing issue remains of how to formulate context-specific and scientifically grounded development plans for these parks that account for diverse regional natural conditions and economic foundations. This study examines the China-Belarus Industrial Park in Minsk, the Saysettha Development Zone in Vientiane, and the Djibouti International Free Trade Zone, using remote sensing data and the patch-generating land use simulation (PLUS) model to analyze land use changes and driving forces in these three cities from 2000 to 2020, thereby revealing regional land-use patterns and their developmental differences. The findings indicate that population density, transportation infrastructure, and topographic features are the primary driving forces behind land use changes in the areas surrounding the industrial parks, significantly influencing the expansion of construction land and the utilization patterns of adjacent land types. Moreover, variations in natural conditions and economic strategies across regions result in divergent land use changes, giving rise to distinct urbanization characteristics. The coordinated development of ports, industrial parks, and urban areas plays a vital role in advancing regional economic integration. Through quantitative analysis, this study provides theoretical support and practical guidance for the planning and development of overseas industrial parks along the BRI. It advocates for tailored development strategies that align with specific regional contexts, in order to avoid the shortcomings of one-size-fits-all policies under varying natural and economic conditions. Under the concept of “government-guided, enterprise-led, and market-oriented” operation, the Chinese Overseas Economic and Trade Cooperation Zones (COCZs) have developed a new type of international production pattern, which has become an effective way for developing countries to integrate into the global production network sustainably. Based on the COCZ data collected manually and country-level panel data from 1997 to 2019, this study innovatively analyzes the sustainable trade effect of COCZs with the difference-in-differences method. The research finds that the establishment of COCZs significantly boosts the import and export of the host country in a sustainable manner. Further analysis finds that COCZs can promote the sustainable trade growth of the host country in three aspects: economic, societal, and environmental. This sustainable trade effect is closely related to the institutional improvement and infrastructure construction generated by COCZs. By providing a comprehensive and rigorous analysis of the impact of COCZs on the host country’s trade performance, the paper effectively responds to the criticisms on China’s “going out” strategy, which is often based on biased assumptions and a lack of empirical evidence. It also provides policy implications for both China and the host countries to enhance the cooperation and mutual benefits of COCZs. Full article

China’s Overseas Economic and Trade Cooperation Zones (COCZs) have become representative platforms of regional cooperation. However, there are few empirical studies exploring their economic and trade effects on host countries. In this study, we comprehensively investigate the impact of COCZs on the host country’s GVC participation and positions by constructing a difference-in-difference specification on the industrial level. The main conclusions are: Firstly, COCZs are prominent in promoting the participation in GVCs for host countries while restricting the rise of their positions in GVCs to some extent. The reason lies within the fact that the impact of COCZs on the GVC positions is affected by the host country’s factor endowment, innovation level, and business environment. Secondly, for developing countries, the construction of COCZs has a more significant positive effect on their GVC participation. For developed countries, the construction of COCZs can significantly promote their GVC positions. Thirdly, the construction of COCZs has a greater impact on the GVC participation and positions for countries with smaller difference in industrial structure with China, the leading industries in COCZs, and the advantageous industries of host countries. Based on the data of countries along the “One Belt and One Road” from 1998 to 2017, this paper uses the progressive Difference-in-Difference to analyze the impact of overseas economic and trade cooperation zones on the economic growth of host countries, which shows that the establishment of overseas economic and trade cooperation zones significantly promotes the economic development of host countries. Additionally, the specific mechanism of overseas economic and trade cooperation zones to promote the economic growth of the host country is analyzed using the mediating effect model, and the study shows that the overseas economic and trade cooperation zones can encourage the economic development of the host countries by attracting foreign investment inflows. Further heterogeneity analysis reveals that overseas economic and trade cooperation zones have stronger economic boosting effects on countries with lower income levels and poorer business systems. Different types of overseas economic and trade cooperation zones have other economic boosting effects on host countries. Among them, the economic impact of industrial, agricultural, and high-tech zones is significant, while the influence of logistics and comprehensive industrial zones is not yet significant. Finally, the paper carries out further discussion based on the above findings. Full article

Chinese Overseas Economic and Trade Cooperation Zones (COCZs) under the “One Belt and One Road” initiative are committed to promoting inclusive and sustainable industrialization, becoming an important platform for the countries and regions where they are located to achieve the sustainable development goals of the 2030 agenda. The planning of COCZs plays a strategic leading and rigid control role in the sustainable development of parks, and the planning implementation effectiveness evaluation has been a key to the sustainable development of COCZs. From the perspective of sustainable development, we established a rating system depending on the deconstruction “effectiveness = efficiency + effect + benefit + capacity” to measure the planning implementation effectiveness evaluation indexes of COCZs, and conducted empirical research based on the evidence of Longjiang Industrial Park, Vietnam. The research results show that Longjiang Industrial Park has a good planning implementation effectiveness with remarkable comprehensive economic, social, ecological and political benefits. It features a good efficiency, effect and benefit from an excellent production capacity, reflected in the consistency between spatial planning and implementation results and a high satisfaction with planning implementation. However, planning implementation is also faced with problems such as the lag of time, imbalance between profit and loss, uneven achievement of goals, and lack of a refined planning control system. To make COCZs more sustainable in development and planning, the suggestion is, on the one hand, to accelerate the establishment of a regular and institutionalized mechanism for the planning preparation and implementation evaluation of COCZs, and bring sustainable development into the management requirements, and, on the other hand, to promote the transformation of COCZs planning from “Function and Scale Orientation” to “Quality and Effectiveness Orientation”, and guide the creation of a model for sustainable development and the planning of COCZs.
