Food Outlet Access and the Healthiness of Food Available ‘On-Demand’ via Meal Delivery Apps in New Zealand

Access to unhealthy commodities is a key factor determining consumption, and therefore influences the prevalence of non-communicable diseases. Recently, there has been an increase in the availability of food ‘on-demand’ via meal delivery apps (MDAs). However, the public health and equity impacts of this shift are not yet well understood. This study focused on three MDAs in New Zealand and aimed to answer (1) what is the health profile of the foods being offered on-demand, (2) how many food outlets are available and does this differ by physical access or neighbourhood demographics and (3) does the health profile of foods offered differ by physical access or neighbourhood demographics? A dataset was created by sampling a set of street addresses across a range of demographic variables, and recording the menu items and number of available outlets offered to each address. Machine learning was utilised to evaluate the healthiness of menu items, and we examined if healthiness and the number of available outlets varied by neighbourhood demographics. Over 75% of menu items offered by all MDAs were unhealthy and approximately 30% of all menu items across the three MDAs scored at the lowest level of healthiness. Statistically significant differences by demographics were identified in one of the three MDAs in this study, which suggested that the proportion of unhealthy foods offered was highest in areas with the greatest socioeconomic deprivation and those with a higher proportion of Māori population. Policy and regulatory approaches need to adapt to this novel mode of access to unhealthy foods, to mitigate public health consequences and the effects on population groups already more vulnerable to non-communicable diseases. While macroscopic simulations of passenger vehicle traffic within cities are now common practice, the integration of last mile delivery into a macroscopic simulation to evaluate the emissions has seldomly been achieved. In fact, studies focusing solely on last mile delivery generally focus on evaluating the delivery service itself. This ignores the effect the delivery service may have on the traffic flow in cities, and therefore, on the resulting emissions. This study fills this gap by presenting the results of two macroscopic traffic simulations of New York City (NYC) in PTV VISUM: (i) on-demand meal delivery services, where the emissions are evaluated for each OD-Pairs (i.e., each trip) and (ii) on-demand meal delivery services, where the emissions are evaluated for each link of the network (i.e., street). This study highlights the effect on-demand meal delivery has on the travelled distance (i.e., detours), congestion and emissions per km of every vehicle in the network, not just the delivery vehicles. Regulating the curbside usage of delivery vehicles and ride-hailing services as well as micromobility has been a challenge in the last years, a challenge which might worsen with the increase of autonomous vehicles. The contribution of the research outlined in this paper is an evaluation method of the land use of on-demand meal delivery services such as Deliveroo and UberEats. It evaluates the effect parking policies, operating strategy changes, and scheduling options have on the land consumption of bicycle couriers and sidewalk automated delivery robots (SADRs). Various operating strategies (i.e., shared fleets and fleets operated by restaurants), parking policies (i.e., parking at the restaurant, parking at the customer or no parking) and scheduling options (i.e., one meal per vehicle, multiple meals per vehicle) are simulated and applied to New York City (NYC). Additionally, the time-area requirements of on-demand meal delivery services are calculated based on GPS traces of Deliveroo and UberEats riders in two UK cities. The simulation in the paper shows that SADRs can reduce the time-area requirements by half compared with bicycle couriers. The effect of operating strategy changes and forbidding vehicles to park at the customer’s home is small. Delivering multiple meals in one tour halves the time-area requirements. The time-area requirements based on GPS traces is around 300 m2·min per order. The study allows policymakers to learn more about the land use of on-demand meal delivery services and how these can be influenced. Hence, they can adjust their policy strategies to ensure that on-demand meal delivery services are provided in a way that they use land effectively, reduce external costs, improve sustainability and benefit everyone. This article discusses the opportunities and challenges for resource-wise development strategies in regional planning. Spatial planning integrates the key aspects, transportation, housing, and food production which are, on many occasions, stated as the most significant consumption factors causing environmental impacts. In light of the challenges that regions are currently facing in Finland, we are drawing attention to the role of strategic spatial planning as demand-responsive resource management, a theme which is still inadequately addressed within regional development and planning in Finland. In many other fields of society, innovative data-based products and demand- and user-driven services are considered important sources of success in the future. Such strategies combine different types of service providers, like deliveries for groceries or restaurant meals, mobile healthcare services, or public transport with on-demand services. We highlight the fact that a regionally large and sparsely populated country, such as Finland, cannot achieve success solely through centralisation. Instead, smart networking, co-creation, and innovative cyber-physical solutions are vital for the utilisation of the entire country’s resource potentiality. In conclusion, we underpin the need for a framework, which would offer a strategic support scheme for resource-wise development, resource optimization, and closure of yield gaps. In our view it is necessary to begin to envision, strategise, and develop user- and demand-responsive development strategies with a specific aim for sustainable, resource-wise ways of life in northern regions, also outside the growing urban centres, and innovate solutions that help individuals, communities, and the whole society to renew and manage resources wisely.
