This paper proposes a neutrosophic hesitant fuzzy linguistic term set (NHFLTS) based on hesitant fuzzy linguistic term set (HFLTS) and neutrosophic set (NS), which can express the inconsistent and uncertainty information flexibly in multiple criteria decision making problems. The basic operational laws of NHFLTS based on linguistic scale function are also discussed. Then we propose the generalized neutrosophic hesitant fuzzy linguistic distance measure and discuss its properties. Furthermore, a new similarity measure of NHFLTS combines the generalized neutrosophic hesitant fuzzy linguistic distance measure and the cosine function is given. A corresponding cosine distance measure between NHFLTSs is proposed according to the relationship between the similarity measure and the distance measure, and we develop the technique for order preference by similarity to an ideal solution (TOPSIS) method to the obtained cosine distance measure. The main advantages of the proposed NHFLTS is defined on linguistic scale function, the decision makers can flexibly convert the linguistic information to semantic values, and the proposed cosine distance measure between NHFLTSs with TOPSIS method can deal with the related decision information not only from the point of view of algebra, but also from the point of view of geometry. Finally, the reasonableness and effectiveness of the proposed method is demonstrated by the illustrative example, which is also compared to the other existing methods. Full article

Linguistic neutrosophic numbers (LNNs) are a powerful tool for describing fuzzy information with three independent linguistic variables (LVs), which express the degrees of truth, uncertainty, and falsity, respectively. However, existing LNNs cannot depict the hesitancy of the decision-maker (DM). To solve this issue, this paper first defines a hesitant linguistic neutrosophic number (HLNN), which consists of a few LNNs regarding an evaluated object due to DMs’ hesitancy to represent their hesitant and uncertain information in the decision-making process. Then, based on the least common multiple cardinality (LCMC), we present generalized distance and similarity measures of HLNNs, and then develop a similarity measure-based multiple-attribute decision-making (MADM) method to handle the MADM problem in the HLNN setting. Finally, the feasibility of the proposed approach is verified by an investment decision case. Full article

In this paper, the hesitant neutrosophic linguistic set is first defined by extending a hesitant fuzzy set to accommodate linguistic terms and neutrosophic fuzzy values. Some operational laws are defined for hesitant neutrosophic linguistic fuzzy information. Several distance measures have been defined including generalized hesitant neutrosophic linguistic distance, generalized hesitant neutrosophic linguistic Hausdorff distance, and generalized hesitant neutrosophic linguistic hybrid distance. Some hesitant neutrosophic fuzzy linguistic aggregation operators based on the Choquet integral have been defined. A new multiple attribute decision making method for hesitant neutrosophic fuzzy linguistic information has been developed based on TOPSIS. In order to illustrate the feasibility and practical advantages of the new algorithm, we use it to select a company to invest. The new method is then compared with other methods. Full article

Over a period of seven months (August 2017–February 2018), the Special Issue dedicated to “Neutrosophic Information Theory and Applications” by the “Information” journal (ISSN 2078-2489), located in Basel, Switzerland, was a success. The Guest Editors, Prof. Dr. Florentin Smarandache from the University of New Mexico (USA) and Prof. Dr. Jun Ye from the Shaoxing University (China), were happy to select—helped by a team of neutrosophic reviewers from around the world, and by the “Information” journal editors themselves—and publish twelve important neutrosophic papers, authored by 27 authors and coauthors.
