In this article, I argue that Eurafricans’ invisibility in Zambia’s national census, history, and social framework is an echo of colonial whiteness stemming from the destructive legacy of illegitimacy perpetuated by British officials in Northern Rhodesia (present-day Zambia) during the colonial era (1924–64), which continues to the present day. This is evidenced by the absence of Eurafricans in the Zambia national censuses. This contribution calls for the British government to apologise to the Eurafrican community for the legacy of illegitimacy and intergenerational racial trauma it bestowed on the community. Zambia’s tribal ‘ethnic’ and ‘linguistics’ census classification options prevent a comprehensive understanding of Zambia’s multi-racial history and the development of a hybrid space that embraces a ‘mixed-race’ Eurafrican (of European and African heritage) Zambian identity. Through an autoethnographic account of my Eurafrican uncle Aaron Milner, I reflect on Zambian Eurafricans’ historical racial positioning as ‘inferior interlopers’, which has contributed to their obscurity in Zambia’s national history and census. However, my reflection goes beyond Milner’s story in Zambia. It is my entryway to highlight how race and colonial whiteness interconnected and underpinned racial ideology in the wider British Empire, and to draw attention to its echoes in various contemporary sociopolitical contexts, including census terminology in Australia and Zambia and Western nations’ anti-Black immigration policies. The Doctrine of Christian Discovery is a series of fifteenth-century papal bulls that served as the theological and legal justification for the colonization of the world and the enslavement of the Original Free Nations, starting first on the African continent before spreading across the globe. In the 1800s, these bulls and other documents like The Requerimiento and colonial charters would be codified and enshrined together in U.S. law as the Doctrine of Christian Discovery, becoming the foundation of property law and international law. Also, considering what Peter d’Errico calls Federal Anti-Indian Law, we will trace and document how this framework of domination began with the Catholic crowns of Europe and transformed into the dominion theology found within Christian nationalist theologies today. Our research highlights how the Doctrine became enshrined and encoded within Protestantism and the imagined “secular” of the U.S. and Canada, countries who rhetorically espouse separation of church and state while justifying land theft, treaty violations, and the abuse of Indigenous nations and peoples through the Doctrine. We craft a genealogy of Christian domination by carefully analyzing primary sources, especially the colonial charters. We will conclude by juxtaposing the domination framework and the Haudenosaunee Confederacy’s principles of the Gayanashagowa (Great Law of Peace). Full article

Diverse actors, including foreign and national states, international agencies, donors, non-governmental organisations (NGOs), and private ventures, demand, fund, and implement anti-trafficking activities worldwide. Bissau-Guinean Quran schoolboys begging in Senegalese cities are defined as victims of child trafficking, and their teachers as traffickers. This article aims to explore the Quran teachers’ understanding of begging and their response to being accused of child trafficking. It rests on data collected during anthropological fieldwork in Guinea-Bissau and Senegal since 2009, including interviews and participation in religious events. The Quran teachers, some of whom admit colleagues might exploit their students, highlight four aspects of begging: allowing poor populations economically to study the Quran; contributing to humbleness, humility, and empathy with underprivileged groups; redistributing resources across generations; and allowing the acquisition of knowledge, liberation, and power. They maintain that the NGOs are profiting from funds provided to “rescue” the students and act as real traffickers, and together with funders, they aim to eliminate Islam. Embedded in layers of coloniality, the Quran teachers keep their position as community leaders. Banning begging is bound to fail if the anti-trafficking NGOs ignore their understanding of meaningful suffering and begging, including the economic and religious aspects of alms-seeking and its reciprocal nature. Social Progress and the Dravidian “Race” in Tamil Social Thought

In the closing decades of the 19th century, a wide range of Tamil authors and public speakers in colonial India became acutely interested in the notion of a Dravidian “race”. This conception of a Dravidian race, rooted in European racial and philological scholarship on the peoples of South India, became an important symbol of Tamil cultural, religious, and social autonomy in colonial and post-colonial Tamil thought, art, politics, and literature. European racial thought depicted Dravidians as a savage race that had been subjugated or displaced by the superior Aryan race in ancient Indic history. Using several key works of colonial scholarship, non-Brahmin Tamil authors reversed and reconfigured this idea to ground their own broad-reaching critiques of Brahmin political and social dominance, Brahmanical Hinduism, and Indian nationalism. Whereas European scholarship largely presented Dravidians as the inferiors of Aryans, non-Brahmin Tamil thinkers argued that the ancient, Dravidian identity of the Tamil people could stand alone without Aryan interference. This symbolic contrast between Dravidian (Tamil, non-Brahmin, South Indian) and Aryan (Sanskritic, Brahmin, North Indian) is a central component of 20th- and 21st-century Tamil public discourse on caste, gender, and cultural autonomy. Tamil authors, speakers, activists, and politicians used and continue to use the symbolic frame of Dravidian racial history to advocate for many different political, cultural, and social causes. While not all of these “Dravidian” discourses are meaningfully politically or socially progressive, the long history of Dravidian-centered, anti-Brahmanical discourse in Tamil South India has helped Tamil Nadu largely rebuff the advances of Hindu nationalist politics, which have become dominant in other cultural regions of present-day India. This piece presents a background on the emergence of the term “Dravidian” in socially critical Tamil thought, as well as its reversal and reconfiguration by Tamil social thinkers, orators, and activists in the 19th, 20th, and 21st centuries. The piece begins with a brief history of the terms “Dravidian” and “Aryan” in Western racial thought. The piece then charts the evolution of this discourse in Tamil public thought by discussing several important examples of Tamil social and political movements that incorporate the conceptual poles of “Dravidian” and “Aryan” into their own platforms. The increasing number of infections caused by antimicrobial multi-resistant microorganisms has led to the search for new microorganisms capable of producing novel antibiotics. This work proposes Streptomyces pakalii sp. nov. as a new member of the Streptomycetaceae family. The strain ENCB-J15 was isolated from the jungle soil in Palenque National Park, Chiapas, Mexico. The strain formed pale brown, dry, tough, and buried colonies in the agar with no diffusible pigment in GAE (glucose–asparagine–yeast extract) medium. Scanning electron micrographs showed typical mycelium with long chains of smooth and oval-shaped spores (3–10 m). The strain grew in all of the International Streptomyces Project (ISP)’s media at 28–37 °C with a pH of 6–9 and 0–10% NaCl. S. pakalii ENCB-J15 assimilated diverse carbon as well as organic and inorganic nitrogen sources. The strain also exhibited significant inhibitory activity against the prodigiosin synthesis of Serratia marcescens and the inhibition of the formation and destruction of biofilms of ESKAPE strains of Acinetobacter baumannii and Klebsiella pneumoniae. The draft genome sequencing of ENCB-J15 revealed a 7.6 Mb genome with a high G + C content (71.6%), 6833 total genes, and 6746 genes encoding putative proteins. A total of 26 accessory clusters of proteins associated with carbon sources and amino acid catabolism, DNA modification, and the antibiotic biosynthetic process were annotated. The 16S rRNA gene phylogeny, core-proteome phylogenomic tree, and virtual genome fingerprints support that S. pakalii ENCB-J15 is a new species related to Streptomyces badius and Streptomyces globisporus. Similarly, its average nucleotide identity (ANI) (96.4%), average amino acid identity (AAI) (96.06%), and virtual DNA–DNA hybridization (67.3%) provide evidence to recognize it as a new species. Comparative genomics revealed that S. pakalli and its closest related species maintain a well-conserved genomic synteny. This work proposes Streptomyces pakalii sp. nov. as a novel species that expresses anti-biofilm and anti-quorum sensing activities. Full article

This article centers on the nonprofit landscape in Vancouver, Canada, a city that occupies the territories of the xʷməθkʷəy̓əm (Musqueam), sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) nations, which have never been ceded to the colonial occupation of Canada. Vancouver has a competitive nonprofit field, with an estimated 1600+ nonprofits operating within city limits. This descriptive review starts by defining what a nonprofit industrial complex (NPIC) is, then outlines an abbreviated history of the nonprofit sector on the aforementioned lands. The article then explores issues related to colonialism, anti-poor legislation, neoliberal governance, the fusing of the public and private sectors, and the bureaucratization of social movements and care work as mechanisms to uphold the status quo social order and organization of power. Focusing on under-examined issues related to the business imperatives of nonprofit organizations in the sectors of housing, health and social services, community policing, and research, this work challenges the positive default framing of nonprofits and charities. Instead, we contend that Vancouver’s NPIC allows the government and the wealthy to shirk responsibility for deepening health and social inequities, while shaping nonprofits’ revenue-generating objectives and weakening their accountability to the community. Over the last 30 years, international education policies have emphasised the need for more inclusive environments, especially for previously marginalised and excluded populations. This article explores the status of culturally and linguistically diverse students with special educational needs in Spain between 2009 and 2019. Disaggregating the data by gender and origin (Spanish, EU, and non-EU), we compare the relative risk ratio (RRI) of ending up in a special education pathway for each group and relate it to the poverty risk index. The results reveal that male students from non-European backgrounds are more likely to attend a special school and that poverty has a different impact on the schooling of students depending on their origin. Therefore, while all Spanish laws support the rights-based anti-discrimination principle of equitable education, international and national policy objectives do not appear to be confirmed by educational practices. We conclude that the findings indicate a Eurocentric perspective that reads ‘difference’ as a form of deficit and propose to begin to question the role that colonial culture can play in developing inclusive policies and practices. The paper seeks to understand organisational context and culture’s influence on engaging First Nations People in Canada in work. Organisations have many opportunities to attract and engage Indigenous people, who have distinct worldviews and unique cultural customs not necessarily reflected in a North American workplace. Indigenous people also grapple with the historical and ongoing disparate impacts of settler colonialism that intersect colonial systems in most every area of their lives. This study worked within Indigenous research principles to encourage the articulation of deeply felt experiences and points of view of how First Nations people viewed and interacted with their work. The findings reviewed the experiences of twelve First Nations individuals working in non-Indigenous organisations. Through anti-colonial and critical organisational theoretical lenses, the study reveals how the context and culture that defined this sample of First Nations people shaped their views of what is essential to engaging them in the workplace. The findings illustrate what First Nations people would like to see in a workplace culture, what they feel needs to be recognised as part of their unique Indigenous context, and the approaches and practises that are most important for engaging them. Understanding the effect of context and culture on positive work interactions provides new information for organisational leaders, managers, diversity officers, and Human Resource practitioners to better support First Nations engagement in the workplace. It may also offer an approach to better engaging other culturally diverse organisational groups. The results add value to the fields of critical theory, anti-colonial theory, critical management studies, and Indigenous wholistic theory. The results further the discussion on the processes of decolonization and the recognition of Indigenous and minority rights in the workplace. Full article

In this paper, I discuss the evolution of Buddhist civilisational populism in modern Sri Lankan politics and civil society. I do this by historicising early forms of Buddhist civilisational populism in the country, during its occupation by the British Empire (1815–1945). As I discuss in this paper, some of the key concepts of “civilisationism” central to leading social and political movements in British Ceylon were a result of the disruptions caused by centuries of European colonial rule. Consequently, issues of identity and belonging have carried on to the post-independence context. In this paper, I discuss what these dynamics could possibly mean for the future of Sri Lankan politics and society, in the wake of the nation’s debilitating economic crisis last year. Full article

The colonization of Indigenous Peoples in Alaska was based on racism and founded the current systemic racism, discrimination, and marginalization they experience today. Land stewardship was in the hands of Indigenous Peoples, and through colonization their land and rights to steward that land were taken away. This paper is based on a participatory research project conducted in partnership with the Ninilchik Village Tribe (NVT) in Alaska utilizing ethnographic futures research scenario storytelling through Indigenous methodologies. Scenario interviews with community members explored land-based understandings of Indigenous sustainability and the roles that subsistence, food security, and food sovereignty have in maintaining sustainability and cultural continuity for children in the future. Due to state and federal land and water management practices, Alaska Natives are limited in their abilities to practice subsistence and steward their lands. An anti-racist approach to decolonizing land management and ownership is key to Alaska Natives regaining control of their subsistence rights for food security and cultural continuity for future generations. This paper speaks to policy makers, explaining the current racist and colonial situation and suggests an antiracist and decolonizing path forward through respecting Tribal sovereignty, prioritizing Indigenous-led stewardship, and giving land back to the Alaska Native Tribal Nations. In 2010, Haiti experienced one of the deadliest cholera outbreaks of the 21st century. United Nations (UN) peacekeepers are widely believed to have introduced cholera, and the UN has formally apologized to Haitians and accepted responsibility. The current analysis examines how Haitian community members experienced the epidemic and documents their attitudes around accountability. Using SenseMaker, Haitian research assistants collected micronarratives surrounding 10 UN bases in Haiti. Seventy-seven cholera-focused micronarratives were selected for a qualitative thematic analysis. The five following major themes were identified: (1) Cholera cases and deaths; (2) Accessing care and services; (3) Protests and riots against the UN; (4) Compensation; and (5) Anti-colonialism. Findings highlight fear, frustration, anger, and the devastating impact that cholera had on families and communities, which was sometimes compounded by an inability to access life-saving medical care. Most participants believed that the UN should compensate cholera victims through direct financial assistance but there was significant misinformation about the UN’s response. In conclusion, Haiti’s cholera victims and their families deserve transparent communication and appropriate remedies from the UN. To rebuild trust in the UN and foreign aid, adequate remedies must be provided in consultation with victims. Full article

The paper examines the role of religious narratives in the on-going Russo-Ukrainian conflict. The literature on religious nationalism offers several ways in which religion plays a role in national identity narratives. The strong connection between the Russian Orthodox Church (ROC) and the Russian state have been well-known. The narrative of the “chosen” nation and “third Rome” have fueled Russian neo-imperial national discourse of Russkii Mir (Russian World) which shapes Russian Foreign Policy in the “near abroad”. The Church is used as tool to shape and disseminate these narratives, as a means for justification of Russian aggression in Ukraine. This paper seeks to analyze the role of the religious narratives of Russia neo-colonial and post-colonial nationalism in Ukraine. It argues that Ukrainian religious nationalism, should it develop, will do so in response to the Russian actions driven by the ideological religious narrative. President Poroshenko’s decision to support the recognition of an autocephalous Orthodox Church of Ukraine (OCU) in 2018 was a valiant effort to aid in the construction of Ukraine’s anti-colonial religious national narrative. Prior to the Russian invasion, there seemed to be relatively weak public support for the religious nationalist narrative in Ukraine. The evidence shows that commitment to religious pluralism continues to be prevalent in Ukrainian society. Full article

This article considers how meta-narratives can be created through arts-based educational research as a way to shift personal positions and values, using a monologue called Unsettling the settler, written by the author. The creation of meta-narratives that disrupt ideas of national identity, the safety and security of patriarchal and colonial regimes, and who gets to decide what knowledge is worth knowing are essential as antiracist solidarity processes that seek to create belongingness, care and responsibility. This article picks up a thread from a long-term research project in which the author learnt from her participants (actors, audience members and the production team) that performing anti-racist, decolonizing work necessarily begins with an examination of one’s positionality (i.e., body/position/identity/race/cultural background, etc.). “Doing the work” means that one must be committed to sitting with discomfort and accept that there are no easy solutions as a part of the process of change. In this article, I argue that persisting racial constructs in Spain affect conceptions of national belonging and continue to shape and permeate contemporary discriminations. I begin by describing several recent political events that demonstrate the urgent need for a discussion about “race” and racialization in the country. Second, some conceptual foundations are provided concerning constructs of race and the corollary processes of racism and racialization. Third, I present data from various public surveys and also from ethnographic research conducted in Spain on mixedness and multiraciality to demonstrate that social constructs of race remain a significant boundary driving stigmatization and discrimination in Spain, where skin color and other perceived physical traits continue to be important markers for social interaction, perceived social belonging, and differential social treatment. Finally, I bring race into the debate on managing diversity, arguing that a post-racial approach—that is, race-neutral discourse and the adoption of colorblind public policies, both of which are characteristic of the interculturalist perspectives currently preferred by Spain as well as elsewhere in Europe—fails to confront the enduring effects of colonialism and the ongoing realities of structural racism. I conclude by emphasizing the importance of bringing race into national and regional policy discussions on how best to approach issues of diversity, equality, anti-discrimination, and social cohesion. This article explores the notion of the Gefährder, the German term for a ‘potentially threatening individual’, in the context of the latest expansion of both the spaces of prevention and preemption, particularly through the new anti-terror law (PMT) in Switzerland that drew widespread criticism from the international community for its wide judicial reach and vague terminology around terrorist activities, thereby breaching a series of international legal norms and treaties. The term Gefährder represents a historical and political assemblage that exists across space and time in various iterations based on the colonial and racialized Other. This article argues that the latest prototype emerging out of the current Swiss counterterrorism architecture has unique qualities. The Gefährder serves as a bio- and ontopolitical governance tool, through its bodily and affective qualities, that exerts Swiss state control, and reaffirms Swiss national identity and national conservative underpinnings to preserve a particular kind of Swiss futurity. This research aspires to contribute to a body of research on counterterrorism regimes and its affective and bodily subjects in post-imperial nation-states. Full article
