Conflicts between different goals can obstruct progress in sustainability, but interests may also coincide. We evaluated relationships between environmental quality and animal welfare on Swedish farms with grazing livestock, using publicly available databases. Data were collected from 8700 official animal welfare inspections on 5808 cattle farms and 2823 inspections on 2280 sheep farms in 2012–2017. Compliance with three animal-based checkpoints was modeled using logistic regression, including a random farm effect to account for repeated inspections. Compliance was regressed on semi-natural grassland area, participation in the National Meadow and Pasture Inventory, Agri-Environmental Scheme (AES) grassland payments, presence of indicator plant species, and the presence of Natura 2000 habitats. Cattle farms complied more often if they received AES payments for grasslands of special values compared with if they did not apply for them (OR = 1.55–1.65; p ≤ 0.0001) and there was a similar tendency for cattle farms that applied for but were denied such payments (OR = 1.29; p = 0.074). There was also a strong tendency for Natura 2000 habitats on cattle farms to be associated with higher compliance (OR = 1.36; p = 0.059). These results suggest a direct or indirect causal effect of biodiversity on cattle welfare. The same associations could not be shown in sheep. Full article

Comparing diversified agri-environmental (AE) collective schemes in their capability to provide AE public goods faces great challenges, mostly because of their diversified nature and relatively new way to approach the provision of AE public goods. The state of the art is that there are not yet any common quantitative indicators or data to build a multi-criteria decision-making (MCDM) model to compare it with other practices and to set the strategic plan for the scheme’s improvement. Nevertheless, some qualitative common data of SWOT analyses are available, but the question remains how to simultaneously compare several SWOT analyses in an MCDM model. This study introduces a new way of transforming the qualitative results of SWOT analyses to fit in the MCDM Decision Expert (DEX) model using a special transformation technique SWOT scorecard. The SWOT scorecard evaluates the importance of qualitative results of several SWOT analyses simultaneously in a quantitative way, describing with points how supportive the environment is to each criterion in the DEX model. The SWOT scorecard keeps track of the original results from SWOT analysis and considers the diversity of AE schemes, which results in an appearance of the convergence points. This gives a key for comparing the AE collective schemes in providing AE public goods. Furthermore, it gives a solution for discussing the synergy between aspects that affect AE public goods provision for every AE scheme investigated. The technique is tested via five AE collective schemes in the DEXi program and gives deeper insight into factors that affect each scheme’s performance. Full article

Lack of public funding and environmental deterioration are promoting the search for innovative mechanisms enabling to boost farmers’ provision of agri-environmental climate public goods. This work aims to contribute to the current debate by highlighting the role of innovative contractual solutions through a systematic review of more than 60 articles. The review analyses the potential of result-based and collective contracts as innovative solutions compared to action-based instruments, which are those currently most used. The design of innovative contracts and other mechanisms, e.g., auction and screening contracts, can reduce the policy failures due to asymmetric information. The paper emphasises the trade-off between an accurate design of agri-environmental schemes and the related administrative burden, highlighting the need for a better understanding of the role of mechanisms design into the policy cycle. Some new instruments were not analysed in the review, due to the scarcity of literature, and there is the need of more case studies providing information on the effectiveness of instruments when implemented in different contexts. We fill the gap in empirical evidence through a SWOT analysis that evaluates the effectiveness and acceptability of innovative instruments for policy purposes. Full article

Common Agricultural Policy (CAP) proposes environmental policies developed around action-based conservation measures supported by agri-environment schemes (AES). High Nature Value (HNV) farming represents a combination of low-intensity and mosaic practices mostly developed in agricultural marginalized rural areas which sustain rich biodiversity. Being threatened by intensification and abandonment, such farming practices were supported in the last CAP periods by targeted AES. This study aims to identify the most important farming trends in a recognized HNV grasslands Romanian site, subject to public conservation actions. The content analysis of multi-actor focus groups transcripts identifies innovation needs for alternative sustainable HNV farming systems, assessing also the most important barriers for their local deployment. Results show that stakeholders have strong awareness about the existence of HNV farming practices in their territory and their negative trends (abandonment; intensification) that might irreversibly affect biodiversity and cultural values. Current AES could not compensate for the existing innovation gaps. Although local stakeholders have basic awareness about alternative innovative approaches, they failed in their deployment mainly due to the lack of collective actions. Access to adapted knowledge reservoirs and the promotion of local innovation catalyzers are essential for the future sustainability of HNV farming practices. Full article

Geographical Indications (GIs) are regarded as important endogenous rural development mechanisms by the European Union. GIs have proven successful for some producers in some regions, delivering higher added value and safeguarding a product’s identity and heritage through the notion of terroir. Within the context of a gradual “greening” of GIs, this paper opens up questions about what potential they might have for transitions to agroecology territories, which are spaces engaged in a transition process towards sustainable agri-food systems. Using the Food and Agricultural Organization’s 10 elements of agroecology as a lens, we discuss whether GIs can serve as levers in delivering sustainable agri-food transitions, drawing on the case of the devolved nation of Wales. We base our narrative on a content analysis of GI product specification documents and data from interviews with GI stakeholders. Our case study illustrates that the discourse within the regulatory framework of some Welsh GIs has shifted from one of technicality towards the integration of some agroecology elements in more recent GI product specifications. In this respect, we argue that there is evidence of a “first generation” and “second generation” assortment of GIs in Wales. However, any potential for levering an overall transition within this scheme towards an agroecology territory remains constrained by the piecemeal embedding of agroecology. The incorporation of agroecology is emerging primarily from the ground-up—driven by independent organizational and place-based collective action, but unaccompanied, as yet, by any parallel shift amongst supporting administrative and regulatory authorities. We also discuss the importance of reflexive governance if GIs are to be viable pathways for sustainability transitions. As such, the capacity for GIs to facilitate quality-led place-based food systems that enhance increasingly threatened environmental resources is contingent upon stakeholders adopting a territorial, reflexive governance approach. Agri-environmental schemes have been introduced in numerous countries to combat biodiversity loss in agrarian landscapes that are important for both food production and biodiversity. The successful operation of such schemes depends strongly upon trust between actors involved, as well as trust in institutions that govern these schemes. However, the interplay between interpersonal and institutional trust in the context of collective action for agri-environmental management is not well understood. To address this question, we explore the case of agri-environmental management in the province of Drenthe (in The Netherlands), where a new policy model was implemented. This case shows how both institutional design and institutional performance critically influence trust dynamics. Under the old policy model, farmers struggled with auditing and control, which fostered mistrust and hampered collective action. Under the new model, a landscape approach, more responsibilities were delegated to farmers, and more room was created for interaction, which fostered trust both between actors and in institutions. Based on our findings, we conclude that institutional designs that reflect trust in the actors can foster interpersonal and institutional trust that, in turn, facilitates collective action. However, old arrangements can also create path dependencies that limit trust development and impede collective action for agri-environmental management. Full article

A large share of the Common Agricultural Policy (CAP) is allocated to agri-environmental schemes (AESs), whose goal is to foster the provision of a wide range of environmental public goods. Despite this effort, little is known on the actual environmental and economic impact of the AESs, due to the non-experimental conditions of the assessment exercise and several data availability issues. The main objective of the paper is to explore the feasibility of combining the non-parametric statistical matching (SM) method and propensity score matching (PSM) counterfactual approach analysis and to test its usefulness and practicability on a case study represented by selected impacts of the AESs in Emilia-Romagna. The work hints at the potentialities of the combined use of SM and PSM as well as of the systematic collection of additional information to be included in EU-financed project surveys in order to enrich and complete data collected in the official statistics. The results show that the combination of the two methods enables us to enlarge and deepen the scope of counterfactual analysis applied to AESs. In a specific case study, AESs seem to reduce the amount of rent-in land and decrease the crop mix diversity. Full article
