This paper highlights the transition from traditional procurement systems to the newly introduced eProcurement system in Saudi Arabia, emphasizing the differences and improvements and their implications for sustainable development. The new system aims to enhance transparency, clarify purchasing methodologies, and build trust with the government through effective governance of government purchases and tender management. Guided by Royal Decree, this system aligns with the eProcurement Program to transition into digital processes for proficient bids and government purchases, contributing to more efficient and sustainable procurement practices. While some public agencies have attempted to adopt the new model contract for executing construction projects, it has faced challenges due to its lack of alignment with the best practices and sustainability considerations. The authors argue that many large projects remain exempt from this system, which poses obstacles to achieving the goals of sustainable economic development. The objective of this paper is to explore the newly revised Saudi procurement contracts in comparison with traditional public works contracts, with a focus on how they address socio-economic and environmental sustainability. The research provides an overview of various aspects related to public works contracts (PWCs) in Saudi Arabia, including framework agreements, online reverse auctions, industry localization, knowledge transfer, traditional lump sum contracts, two-phase tenders, and construction project competitions, analyzing their alignment with sustainable development goals. There is limited literature on recent models introduced by the Saudi government, but there are extensive resources on general contract law principles and international public policy. This foundation helps with understanding the legal aspects of public works contracts in Saudi Arabia, their alignment with international standards, and their implications for fostering sustainable development. By examining the literature, researchers can gain insights into the legal and policy framework governing public works contracts in Saudi Arabia and their role in promoting sustainability. The importance of this research lies in its comparative analysis, offering valuable insights into the evolution of procurement practices in Saudi Arabia and their contribution to sustainable socio-economic growth. This study addresses the scientific issue of the insufficient systematization of knowledge about the barriers to electronic tendering (E-Tendering) in the construction industry. This study is critical because it can potentially promote more effective, transparent, and environmentally friendly procurement practices, which can help with sustainable development. The key scientific goals of this study are to identify and categorize the barriers to E-Tendering adoption across six (6) geographical regions and to make recommendations to overcome the identified barriers. This research used a systematic literature review technique to identify these barriers from relevant scientific databases. This study identified and categorized the main obstacles to E-Tendering and grouped the barriers according to six geographical regions. Eight (8) significant barriers were common across six geographical locations. They are (1) Inadequate technical/ICT skilled personnel, (2) Inadequate data security, (3) Inadequate policy or uniform standard and Inadequate legal framework, (4) resistance to change, (5) Inadequate ICT and internet infrastructure, (6) High investment cost of implementation, (7) Lack of support, and (8) Technical challenges. Furthermore, this study identified 10 significant barriers to E-Tendering implementation in the construction industry. This study contributes to improving knowledge of these barriers. It contributes to creating policies that promote the long-term reform of procurement processes in the construction sector. This study also supports sustainable development goals by promoting more efficient, transparent, and environmentally friendly procurement processes. Full article

This scoping review examines individual and societal use cases of Bitcoin in the peer-reviewed literature. Arksey and O’Malley’s scoping review methodology was used, and a comprehensive search strategy was employed using Web of Science and Engineering village databases. Articles were screened at the title and abstract and full-text levels by the authors. One author conducted data extraction to summarize the data. In total, 17 relevant articles were included in this review. Investment and savings were the most widely reported use cases at an individual level, with payments and international transfers less frequently reported in the studies. Only two studies reported on societal use cases of legal tender; however, only one country, El Salvador, executed its intention. Our study suggests that Bitcoin is being used by individuals around the world with little report of societal (e.g., country adoption) uses cases. For example, there is evidence on the internet and on a grass-roots level that Bitcoin is being used in circular economies; however, the peer-reviewed literature may not yet capture the extent and full benefits and challenges. As such, we provide ideas for future research to more comprehensively explore Bitcoin uses and its impacts on individuals and society. Full article

From Street to Road: An Innovative Approach to Explore Discarded Chewing Gum as a Performance-Enhancing Modifier for Road Pavement Applications

To uncover the potential benefits of discarded chewing gum (DCG) as a performance-enhancing modifier for road pavement applications, its influence on the asphalt binder’s attributes was profoundly examined. The base AP-5 asphalt along with its specimens dosed with various fractions of DCG (e.g., 3, 6, and 9 wt%) were analyzed by Fourier transform-infrared spectroscopy (FT-IR), X-ray diffraction (XRD), thin-layer chromatography-flame ionization detection (TLC-FID), scanning electron microscopy (SEM), atomic force microscopy (AFM), thermogravimetric analysis (TGA), and differential scanning calorimetry (DSC). Brookfield viscometer, ring and ball softening point, needle penetration, and dynamic shear rheometer (DSR) tests were adopted to inspect the physical and rheological changes of asphalt cement after DCG incorporation. FT-IR disclosed that the asphalt-gum interaction was not chemical but physical in nature, whilst XRD demonstrated the existence of talc filler in DCG, which may confer the bituminous mixes with exceptional engineering properties. Iatroscan analysis evinced that the gum treatment particularly altered the aromatic and resin fractions; meanwhile, the content of saturates and asphaltenes remained relatively unchanged. SEM divulged that the DCG has a complete dissolution within the bitumen matrix, which becomes rougher due to higher dose administration. AFM revealed that the steady gum introduction amplified the size of bee-like structures, shrunk their peri-phase domains, and wiped out the para-phase domains entirely. TGA/DTGA/DSC data highlighted that the high-temperature-stable additive slightly affected the thermal properties of blends. DSR and empirical rheological tests showed that the waste gum made the bitumen less vulnerable to heat and tender, thereby boosting its resistance against fatigue cracking at intermediate service temperatures. On top of that, DCG widened the thermal window of bitumen performance grade (PG), and preserved its viscosity at standard temperatures, leading to maintaining an appropriate workability for asphalt mix. In brief, the use of discarded chewing gum as an asphalt modifier is feasible and could mitigate plastic pollution and provide durable roadways by delivering superior performance. Full article

Introduction: Compensation programs are an important tool for mitigating conflicts between farmers and large predators. However, they present significant weaknesses and faults. For years, the EU has been prioritizing programs for the prevention of damage caused by large carnivores, rather than compensation programs, introducing compulsory compensation for the purposes of decision EC (2019) 772 of 29/01/19. This manuscript reports the experience with the wolf damage prevention programs in an Italian region, Emilia-Romagna, which implemented a pilot project, adopting a new method to interface with the farmers involved in the prevention programs. Methods: Starting in 2014, a project aimed at spreading prevention measures was financed through regional and European resources, accompanied by resources sharing and technical assistance with breeders from the regional body. In detail, (i) standardized types of intervention were defined and technical assistance was structured; (ii) ex post, the effectiveness of the interventions carried out was assessed; and (iii) the difficulties encountered in using the various financing instruments were analyzed. Results: Overall, 298 farms were analyzed, of which 166 applied for regional calls and 132 applied for European funds. The mitigation measures produced a reduction in predatory phenomena of 93.4%, i.e., from 528 to 35 predations over a period of 4–6 years. This study shows that more than one-third of the farmers were forced to abandon the two tenders, mainly due to the lack of liquidity in anticipating the prevention measures. Conclusion: In the years examined by this study, the prevention programs in the Emilia-Romagna region, due to the technical support offered, proved to be a functional and effective tool, capable of significantly reducing the wolf predation on livestock. However, this work highlights the high percentage of denials of mitigation measures by farmers interested in adopting these tools, stressing the need for regional agencies to focus on new policies that can provide advance economic resources to farmers and solve the authorization problems related to the various bodies with which the participant in the tenders must interface. Why We Continue to Need Energy Efficiency Programmes—A Critical Review Based on Experiences in Switzerland and Elsewhere

Energy efficiency programmes (EEPs) are schemes operated by utilities or other bodies in order to incentivize energy efficiency improvement, in particular by adoption of energy-efficient products and typically by means of an economic reward. Ample experience has been gained, especially in the U.S., where EEPs have been in use for decades, with the rationale of avoiding additional energy supply by improving energy efficiency. More recently, EEPs have been implemented in Europe and in Switzerland. This review paper presents insights from the U.S., the EU and especially from Switzerland, with a focus on levelised programme cost of saved energy (LPC) as a key performance indicator. These LPC values, which take the perspective of the programme operator, are typically low to very low compared to the cost of electricity supply, thereby representing an important argument in favour of their use. The country examples show that EEPs are being effectively and successfully put into practice, for example, in Switzerland both as (i) a national tender-based scheme (called ProKilowatt) and in the form of a (ii) utility-operated obligation-based scheme (in Geneva). EEPs not only call for diligent implementation but also for suitable legal settings, e.g., in the form of mandatory energy efficiency savings targets (as realised for energy efficiency obligations, EEOs) in combination with programme cost recovery. The main criticism of EEPs is the free-rider effect, which needs to be minimised. On the other hand, EEPs are accompanied by significant co-benefits (environmental, health-related and social) and spillover effects. In their currently prevalent form, EEPs allow one to effectively save energy at a (very) low cost (“low-hanging fruit”). They can hence play an important role in fostering the energy transition; however, they should be implemented as part of a policy portfolio, in combination with other policy instruments. Full article

The innovation of construction procurement by means of electronic reverse auctions is a controversial subject of discussion among both researchers and practitioners. This paper consolidates and critically discusses current knowledge concerning the adoption and use of electronic reverse auctions in the light of specific features of the construction industry. A systematic literature review has been employed to select papers indexed in Scopus and Web of Science databases. The findings of the study indicate that studies are addressing especially five main areas, i.e., suitability of electronic reverse auction (eRA) for construction tenders, related drivers and barriers, ethical considerations, savings potential and bidding behavior, and bid distribution. Accordingly, the authors are suggesting three directions in which future research should focus on mutual interaction of electronic reverse auctions and long-term effects on construction project outcomes.
