Enhancing Coastal Resilience: Investigating the Crucial Role of Adaptive Capacity in Flood Vulnerability of the Municipality of Brooke’s Point, Palawan †

Flooding, or inundation, represents a complex natural hazard that poses significant threats to both human settlements and the environment. While meteorological and hydrological factors contribute to flood events, human-induced changes such as urbanization, deforestation, and land-use conversion further intensify flood risks. This study explores the role of vulnerability assessment in evaluating climate change-induced flood hazards in the Municipality of Brooke’s Point, Palawan. By integrating exposure, sensitivity, and adaptive capacity into the analysis, the research identifies the most at-risk communities and highlights the critical role of adaptive capacity in mitigating vulnerability. Findings reveal that barangays with lower adaptive capacity, such as Maasin, experience higher vulnerability levels, whereas areas like Poblacion II and Pangobilian exhibit reduced vulnerability due to stronger adaptive mechanisms. Interestingly, rural barangays demonstrate relatively low vulnerability, attributed to traditional knowledge and quick response behaviors. The results emphasize the need for localized flood mitigation strategies, prioritizing investment in strengthening adaptive capacity—particularly in urban barangays—and improving infrastructure such as drainage systems. Ultimately, the study provides valuable insights to guide decision-makers in formulating targeted, cost-effective, and inclusive flood risk reduction measures.
