The authors investigate Ehlers’ frame theory in the Newton-Cartan theory limit for axially symmetric configurations of matter, which are relevant to adress models for disc galaxies. The main focus is the Coriolis field, which give rise to non-Newtonian effects in the low-energy regime, which cannot be described by the post-Newtonian expansion. This Coriolis effect is worked in the Newton-Cartan framework in both stationary and non-stationary cases. It is shown that the Coriolis field can support flat rotation curves.
The paper is well written, clear, organized and complete in its purpose, so I do not have great criticisms and suggestions.
In Sec. 3.2 line 210, Sec. 3.3 line 259, Sec. 4 line 303, in Sec. 5 lines 332 and 334, the authors argue that the solution is a superposition of harmonics. I suggest that the authors write it explictly or indicate how these suitable superpositions can be constructed. This will enrich the results. However, I will not demand it as a formal correction.
My only concern is also yours, which is the instantaneity of the theory, but the result of the paper is relevant and clear and the authors are aware of its limitations.
With no formal corrections, I recommend it for publication in Galaxies Journal.
