Interesting topic to present. However, there are several slips of this manuscript.
Title: Straightway hydrological period is not clear to the people who read this. You need to make the title very clear.
Abstract: “In recent decades, the land use pattern and surface water quality have changed significantly in China's highly urbanized areas.” Do NOT limit your research to one country. No one is worried about this general comment to a particular country. In fact, this is very common for all countries.
“There are many challenges in the study of how land use affects water quality under different hydrological conditions.” Major issues in language. You need to present the things correctly not only grammatically correct but also to give the clear meaning of what you are trying to say.
Make the research gap very clear in the abstract.
2.2.1 – “The land use data of Pudong New Area in Shanghai is the QuickBird satellite remote sensing data in 2010” How about the resolution and accuracy of these? 30 m?
2.2.2 – Again you are missing with the data resolution. Are they daily or hourly? For which time period?
Figure 4. Pollutant concentration of different hydrological periods – are these your measurement? I think you said you obtained them. If that is the case, how do you present them in the results section? What is the result from obtained data that you are going to showcase?
You used this word through out the manuscript “Hydrological period”. Are you sure of this word? Is it correct word to physically tell what you are looking at? Or is it just seasons?
“Normal season” means?
What is the physical meaning of this table? Why you wanna check this? BOD and COD for sure have a good corelation. “Table 1. Pearson correlation coefficient matrix among surface water quality indicators”.
Can you see the temporal variations of LandUse using LandSats and include them as a plot? Or a table to indicate which has gone up and down?
Conclusions should be strengthened to bring the temporal impacts.

The topic of the manuscript is important and concerns the impact of land use on water quality in different hydrological periods.
The abstract was prepared well. It summarizes the main theses of the research and the results achieved.
Introduction contains basic references to current research results of the analyzed research problem. Although the number of cited items is not very extensive, half of them are the latest articles from the last 4 years.
My basic remarks concern the Methodology. Why was the research based only on data from 2010? Are the hydro-meteorological data from this period reliable for this catchment (analyzed area)? It is difficult to talk about the possibility of using these analyzes in the current situation? It is known that the precipitation situation may vary from year to year. This also applies to the spread of pollutants in water.
I lack too a convincing analysis of the impact of land use on the quality of rainwater. Have all factors and their interrelationships been taken into account (e.g. the share of biologically active surfaces and the infiltration process)?
This requires a precise answer on which I base my opinion on the quality of the manuscript sent to me.
I also have some comments about Conclusions. In my opinion, they are too laconic and general. Please be more specific about your conclusions, taking into account the results of your research.

Taking Pudong New Area of Shang-hai as an example, this paper evaluated the influence of different buffer ranges and hydrological periods on the relationship between land use and water quality. The purpose of this study is to indicate the relationship between land use and water quality, and how buffer ranges and hydrological periods affect this relationship. The study is expected to provide references for future decision-making of urban construction, environmental planning and management.
