Electric scooter sharing mobility services have recently spread in major cities all around the world. However, the bad parking behavior of users has become a major source of issues, provoking accidents and compromising urban decorum of public areas. Reducing wild parking habits can be pursued by setting reserved parking spaces. In this work, we consider the problem faced by a municipality that hosts e-scooter sharing services and must choose which locations in its territory may be rented as reserved parking lots to sharing companies, with the aim of maximizing a return on renting and while taking into account spatial consideration and parking needs of local residents. Since this problem may result difficult to solve even for a state-of-the-art optimization software, we propose a hybrid metaheuristic solution algorithm combining a quantum-inspired ant colony optimization algorithm with an exact large neighborhood search. Results of computational tests considering realistic instances referring to the Italian capital city of Rome show the superior performance of the proposed hybrid metaheuristic. Full article

Sharing new energy vehicles is crucial for addressing the issue of traditional vehicles’ carbon emissions, reducing urban traffic congestion, safeguarding the environment, and promoting citizens’ use of green transportation. However, the parking lot’s drawbacks—poor location, challenging parking, and difficulty finding a car—lead to a low popularity rate, few users, and infrequent use. How to scientifically choose parking outlets and maximize the advantages of sharing new energy vehicles has become an important topic in current urban traffic management. This paper constructed a “G-B-U” framework starting with quasi-public goods and stakeholders to analyze the factors influencing the location selection of these vehicles. On this basis, a three-stage location decision method of “market demand prediction—alternative network screening—location model solution” is proposed to optimize the location selection of shared new energy vehicles. The factors are analyzed, and numerical examples are studied, using the districts of Xuzhou City in China as examples: Gulou, Yunlong, and Quanshan. The findings indicate that the main variables influencing how frequently Xuzhou residents use shared new energy cars are network dispersion, rental and return convenience, and usage experience. After site selection optimization, the journey distance is nearly cut in half, saving users a significant amount of travel time. It may meet the travel needs of residents better based on the same number of parking lots. Full article

Electric vehicles are a mobility innovation that can help significantly reduce greenhouse gas emissions and mitigate climate change. However, increasing numbers of electric vehicles require the construction of a dense charging infrastructure with a sufficient number of chargers. Based on the identified requirements for existing electric vehicle users and potential new customers, the paper proposes a charging point model for an urban area equipped with a local transformer station and a sufficient number of low-power chargers. In particular, the model focuses on efficient use of chargers throughout the day, considering private rental of chargers paid by residents in the evening. The model uses an optimization method that compares the non-covered fixed costs due to unsold electricity to nonresidents and the annualized costs of building an additional transformer. The proposed optimal charging point solution was tested in a case study using real data capturing users’ habits and their arrivals in and departures from the car park. As our model results show, the great benefit of a park-and-ride car park equipped with chargers consists of a simple increase in car park efficiency, ensuring sufficient numbers of private charging lots, optimizing operating costs, and supporting the development of electromobility. The emergence and development of car-sharing has not only satisfied people’s diverse travel needs, but also brought new solutions for improving urban traffic conditions and achieving low-carbon and green sustainable development. In recent years, car-sharing has had competition with other ways of getting around, as the acceptance of car-sharing has grown, notably taxis. Therefore, it is particularly important to explore car-sharing travel costs advantages from the perspective of consumers and discover the competitive and complementary spaces between car-sharing and other modes. Therefore, taking Beijing as an example, this paper uses GPS trajectory data based on car-sharing orders to design a travel cost framework of car-sharing and taxis. We calculate and compare the travel cost difference between these two modes under different travel characteristics. The results indicate that car-sharing is a more economical way for consumers to travel for short or medium lengths of time, while people are more inclined to take taxis for distances of long duration. Compared with on workdays, at the weekend, the cost advantage of car-sharing is greater for long-distance trips. Moreover, the cost advantage of car-sharing increases gradually with the increase in travel distance. In addition, the travel costs of car-sharing and taxis are also affected by peak and off-peak traffic periods. Compared with off-peak periods, it is more cost-effective for travelers to take taxis during peak traffic periods for various travel distances. From the perspective of the travel cost, it is of great theoretical significance to discuss the substitution (market competition) and complementary relationship (market cooperation) between car-sharing and taxis in a detailed and systematic way. It provides methods and ideas for the comparative cost calculation of car-sharing and other travel modes. This paper also provides enlightenment and guidance for the development of car-sharing. Enterprises should implement differentiated pricing, designing different charging methods for different traffic periods, travel miles, and rental times, and set up additional stations in the surrounding areas of the city. Relevant government departments should also strictly manage the market access of car-sharing, and add or open car-sharing parking lots in centralized areas and for specific periods. Full article
