Wildfire activity in the western United States has been on the rise since the mid-1980s, with longer, higher-risk fire seasons projected for the future. Prescribed burning mitigates the risk of extreme wildfire events, but such treatments are currently underutilized. Fire managers have cited lack of firefighter availability as a key barrier to prescribed burning. We use both principal component analysis (PCA) and logistic regression modeling methodologies to investigate whether or not (and if yes, under what conditions) personnel shortages on a given day are associated with lower odds of a prescribed burn occurring in the Okanogan–Wenatchee National Forest. We utilize the logit model to further assess how personnel availability compares to other potential barriers (e.g., meteorological conditions) in terms of association with odds of a prescribed burn occurring. Our analysis finds that fall and spring days in general have distinct constellations of characteristics. Unavailability of personnel is associated with lower odds of prescribed burning in the fall season, controlling for meteorological conditions. However, in the spring, only fuel moisture is observed to be associated with the odds of prescribed burning. Our findings suggest that if agencies aim to increase prescribed burning to mitigate wildfire risk, workforce decisions should prioritize firefighter availability in the fall. Full article

Wildland fire dispatchers play a key role in wildland fire management and response organization; however, to date, wildland fire studies have largely focused on the physical hazards and, to a lesser extent, mental health hazards of wildland firefighting operational personnel, and dispatcher studies have primarily focused on 911 and police dispatchers. Studies of other dispatchers have provided some limited insight into potential strains impacting this workforce, including work-related fatigue, burnout, and traumatic exposure. However, the specific job hazards that are faced by wildland fire dispatchers are poorly understood. In 2023, we conducted a cross-sectional survey of 510 wildland fire dispatchers with questions about their occupational health, general health, and well-being. We used validated screening instruments to measure the rates of anxiety, depression, PTSD, and suicidal thoughts and ideation. Here, we also present the results of mental health and trauma exposure questions that were asked as part of a larger survey. We found that demographic factors were significant indicators of anxiety, depression, and binge/restrictive eating. Our data indicate that rates of anxiety, depression, PTSD, and suicidal thoughts and ideation are significantly higher for both the wildland fire dispatching workforce and other emergency responder populations than those of the general United States population. First responders disproportionately experience occupational stress when compared to the general population, and COVID-19 has exacerbated this stress. The nature of their duties as law enforcement officers, firefighters, and medics exposes them to repeated trauma, increasing their risk of developing a broad array of mental health issues, including post-traumatic stress disorder (PTSD), substance use disorder (SUD), and compassion fatigue. This paper describes the need for resources for frontline workers and provides a framework for creating and implementing resources. A team of interdisciplinary subject matter experts developed two major resources. The first resource was a 24/7 helpline to support first responders and healthcare workers experiencing substance use or mental health concerns. The second resource was the First Responders Educational Campaign, which developed and delivered focused training modules on useful topics covering substance use and mental health concerns as they pertain to this workforce. Utilizing core interprofessional principles, content was sourced from multiple disciplines and contrasting perspectives to provide a comprehensive understanding of mental health and substance use issues. The curriculum was designed so that the content was interdisciplinary, interprofessional, and accessible to audiences across disciplines and professions. After engaging more than 1500 individuals, resources developed here have augmented mental health and substance use support resources available to the target population. Full article

This paper explores whether a diversity and inclusion strategy focused on using modern intelligence tests can assist public safety organizations in hiring a talented diverse workforce. Doing so may offer strategies for mitigating the issues of systematic racism with which these occupations have historically struggled. Past meta-analytic research shows that traditional forms of intelligence tests, which are often used in this sector, have not consistently demonstrated predictive validity but have negatively impacted Black candidates. As an alternative, we examine a modern intelligence test that consists of novel unfamiliar cognitive problems that test takers must solve without relying on their prior experience. Across six studies of varying public safety jobs (e.g., police, firefighter) in different organizations, we found a pattern of results that supports the criterion-related validity of the modern intelligence test. In addition to consistently predicting job performance and training success, the modern intelligence test also substantially mitigated the observed Black–White group differences. The implications of these findings are discussed in terms of how to alter the legacy of I/O psychology and human resource fields when it comes to our impact on facilitating employment opportunities for Black citizens, particularly in public safety positions. We evaluated the incidence and risk factors for COVID-19 in a prospectively followed cohort of Fire Department of the City of New York (FDNY) World Trade Center (WTC)-exposed workers, thus reducing the potential for selection bias, a limitation in published studies of hospitalized individuals. Participants were retired FDNY WTC-exposed rescue/recovery workers with ≥1 medical visit between 1 March 2020 and 1 August 2021. The cumulative incidence was calculated using self-reported COVID-19 diagnoses. Cox regression was performed to evaluate the association of WTC-exposure and COVID-19, adjusting for history of comorbidities, age, race, work assignment (emergency medical service providers vs. firefighter), and sex. The cumulative incidence of COVID-19 was 130 per 1000. The adjusted models showed the risk of infection was greater in those with highest WTC exposure versus less exposure (hazard ratio (HR) = 1.14 (95% CI 1.00–1.31)). Older age was associated with a lower risk of infection HR = 0.97 (95% CI 0.96–0.98). WTC-associated diseases (obstructive airways disease and interstitial lung disease) were not COVID-19 risk factors. This study is the first to show an association between WTC exposure and the risk of COVID-19. While participants are retired from FDNY work, the youngest individuals may still be in the workforce, explaining why younger age was a significant risk for COVID-19. Full article

Police officers, firefighters, and paramedics are on the front lines of crises and emergencies, placing them at high risk of COVID-19 infection. A deeper understanding of the challenges facing first responders during the COVID-19 pandemic is necessary to better support this important workforce. We conducted semi-structured interviews with 21 first responders during the COVID-19 pandemic, asking about the impact of COVID-19. Data collected from our study interviews revealed that, despite large numbers of COVID-19 infections among the staff of police and fire departments, some—but not all—first responders were concerned about COVID-19. A similar divide existed within this group regarding whether or not to receive a COVID-19 vaccination. Many first responders reported frustration over COVID-19 information because of inconsistencies across sources, misinformation on social media, and the impact of politics. In addition, first responders described increased stress due to the COVID-19 pandemic caused by factors such as the fear of COVID exposure during emergency responses, concerns about infecting family members, and frustration surrounding new work policies. Our findings provide insight into the impact of COVID-19 on first responders and highlight the importance of providing resources for education about COVID-19 risks and vaccination, as well as for addressing first responders’ mental health and well-being.
