Generative AI applications have played an increasingly significant role in real-time tracking applications in many domains including, for example, healthcare, consultancy, dialog boxes (common types of window in a graphical user interface of operating systems), monitoring systems, and emergency response. This paper considers generative AI and presents an approach which combines hedge algebra and a multilingual large language model to find hidden rules in big data for ChatGPT. We present a novel method for extracting natural language knowledge from large datasets by leveraging fuzzy sets and hedge algebra to extract these rules, presented in meta data for ChatGPT and generative AI applications. The proposed model has been developed to minimize the computational and staff costs for medium-sized enterprises which are typically resource and time limited. The proposed model has been designed to automate question–response interactions for rules extracted from large data in a multiplicity of domains. The experimental results show that the proposed model performs well using datasets associated with specific domains in healthcare to validate the effectiveness of the proposed model. The ChatGPT application in case studies of healthcare is tested using datasets for English and Vietnamese languages. In comparative experimental testing, the proposed model outperformed the state of the art, achieving in the range of 96.70–97.50% performance using a heart dataset. Full article

This paper systematizes the theoretical foundation and empirical evidence of the impact of leadership behavior on entrepreneurship in state-owned enterprises, and the difference between state-owned enterprises that applied management based on the accountability of leaders, and those that did not. The paper uses the OLS regression model to identify the impact of leadership behavior on the entrepreneurship of state-owned enterprises by using data from a survey of 259 civil servants in Vietnamese state-owned enterprises. In our sample, 109 respondents belonged to the category of state-owned enterprises that did not apply management based on accountability, and 140 were state-owned enterprises that applied management based on accountability. The findings show that leadership behavior has a positive impact on the entrepreneurship of state-owned enterprises that do and do not apply management based on accountability, with results of 0.305 and 0.022, respectively. Moreover, the regression model is used to identify the factors that influence leadership behavior, including vision and wage policy having a statistical significance and positive impact on the leadership behaviors in all the state-owned enterprises. Additionally, some factors, including policy building, hi-tech usage, culture, teamwork, and training policy have positive impacts on leadership behavior in Model 1, and encouragement, monitoring, responsibility, and recruitment policy had positive impacts in Model 2 among the state enterprises. Additionally, this paper recommends some policies to promote leadership behavior in state enterprises in Vietnam. Full article

Total factor productivity growth (TFPG) is an important indicator evaluating the enterprise development model. The aim of this study is to consider the imbalance between TFPG and enterprises growth patterns of sectors and regions in Vietnam. The results of panel data analysis in 2005–2018 show that the growth of Vietnamese enterprises is mainly due to increased capital, especially in the non-state enterprise sector and in the Red River Delta. Total factor productivity (TFP) was found to be present in the non-state and inward foreign investment sectors during the five years 2014–2018. By comparison, the state-owned enterprise sector fell sharply during the same period. Strong upward increases in TFP were notable in the Northern Midlands and Mountain areas, the Mekong River Delta, and the Southeast, while there was a marked downward trend in the Central Highlands and the Red River Delta, especially marked in the Central Highlands. Thus, the results from this study are a basis to suggest an appropriate policy mix that helps to improve the performance of enterprises in different sectors and regions of Vietnam. Full article

The main purpose of this study was to find out the perceived impacts on the garment and textile industry of Vietnam from the Belt and Road Initiative (the BRI), a global-scale developmental and trade facilitation policy of China. The research applied both desk review and in-depth interviews with 54 leaders and high-ranked officials from public and private sectors in 2017 to identify potential impacts of the BRI on the Vietnam textile and garment industry. In addition, perceived challenges and opportunities of the BRI were also examined. Respondents from both sectors agreed that the initiative could foster textile export and the development of infrastructure. Apart from that, the main challenge is recognized as the poor competitiveness of Vietnamese textile firms on the international commercial playground. Solution insights that were offered through interviews suggested that the competence of domestic apparel brands and establishment of ODM (Original Design Manufacturing) and OBM (Own Brand Manufacturing) business models in Vietnamese textile producers may play the key roles in coping with the new challenges and in grasping opportunities that the initiative has to offer. From the perspective of the state, an improved public administration system is perceived as the key element in supporting the enterprises for upcoming challenges. Full article
