In Romania, excessive fragmentation of croplands remains persistent in areas of significant agricultural potential as a consequence of combined factors involving both land governance and farms’ characteristics. This paper examines the fragmentation of agricultural land use in the Romanian Plain, focusing on the impact of land policies implemented in Romania during the past three decades. The analysis relies on a survey of local policies that helps to distinguish three phases that marked the evolution of the fragmentation of agricultural land during 1990–2020. Additionally, metrics derived from remote sensing time series further assist in capturing the fragmentation levels during the identified phases and the spatial differences for the analyzed period. The fragmentation levels appear strikingly contrasting between the western part of the Romanian Plain and the Danube alluvial areas; this has been attributed as being the joint result of various land governance components which both enabled and constrained proper utilization of agricultural land, and concurrent factors related to economic and sociodemographic changes. We find excessive fragmentation emerged in plain field areas, triggered by the high overall rates of institutional change. The findings underscore the importance of jointly considering the fragmentation phenomenon in its evolution, intensity and spatial differences for effective land use policy formulation, emphasizing the need for proactive governance to support the efficient use of agricultural resources. The Moesian Platform represents a major tectonic unit of the foreland of the Carpathians and Balkans, spanning across the southern part of Romania and the northern part of Bulgaria. Although the Moesian Platform is considered to be a stable tectonic unit, it has played a significant role in the geological history of the region, influencing the development of the surrounding Carpathian and Balkan mountain ranges, making it an area of interest for studying tectonic history, geological structures, and landscape evolution. In the southern part of the Moesian Platform in Romania, delineated to the north and to the east by the steep slopes of the Argeş River valley and to the south by the steep slopes of the Danube River valley, an elevated and W–E promontory-looking geomorphological feature identified by the local inhabitants as “hill” is distinct from the neighbouring flat relief of the Romanian plain. This study is the result of a comprehensive investigation into the geomorphological features and neotectonic structures within this region. An intriguing outcrop displaying a filled fault, cutting and displacing the Quaternary sedimentary formations of the recently named Argeş Promontory, shed light on recent tectonic activities that have influenced the landscape. By integrating field observations, geological, and tectonic data, as well as satellite geodetic data, our results contribute to a better understanding of the study area’s regional geodynamics, emphasizing the significant role of tectonic activity in shaping the present-day landscape. The current study is seeking to highlight the biogeographical significance of the protected areas located in southern Romania, a territory continuously exposed to strong human pressure since early times (e.g., extensive/intensive agricultural use, industrialization, urbanization/suburbanization processes). As a result, the primeval vegetation has been massively transformed and forests have been significantly fragmented and reduced to even smaller surfaces (e.g., Călăraşi County has the smallest forest-covered area in Romania). Under these conditions, the current forest patches have suffered important floristic and faunistic structural changes. Some forest remnants have been assigned protected areas status of biogeographical significance, as they host and preserve valuable southern arboreta species and xerothermal associations, secular and multi-secular arboreta (even some virgin arboreta), relict, endemic or unique species, or having their world biological limit. To stress the biogeographical significance of the forest protected areas, the authors carried out in-depth investigations of the ecosystem structure focusing on the spatial and statistical changes occurring over recent centuries and the key phyto- and zoological elements relied on the cross-referencing the biological, biogeographical, and geographical scientific literature and on the reviewing of the historical data sources. The study provides a comprehensive analysis of the biogeographical elements based on selected indicative taxa (Quercus species) and witness species considered important for southern Romania, which were able to reconstruct the original ecosystems to explain and understand their significance for the preservation of the current ecosystems.
