This paper is a good scientic work, and the considered topic is interesting and useful for the control community.  In addition, this paper is generally well written and can be accepted for publication after need the following minor revisions:

 

1.      The introduction section is not smooth concerning vital research points; it is necessary to write the entire content smoothly.

 

2.      This paper contains some meaningless.  

 

For example,  Some place existing Italic format,   In page 2  ""  should be  "sum”  and so on;    In page 5,  the express of    ?

 

3.      Since the practical-oriented paper is innovative in some sense, it would be welcomed to indicate the authors’ original achievements in more detail.

4.      Can you discuss the advantage of the proposed observed-based control scheme?  If the fuzzy observed based control  is adopted, are the results set up?  Discuss in the existing research work, i.e., IEEE Transactions on Network Science and Engineering, 2022, doi: 10.1109/TNSE.2022.3217618.

 

5.      In this observed-based control design reduced-order LMIs with a small number of decision variables?

 

6.      Where does model (1) come from?  Is it proposed by yourself? If yes, what is the justification of such a model?  More explanations are needed.

 

7.      Please Figs  2 and 7  need more  explanation.

 

8.      The experimental part is mainly about the simulation experiment of the proposed method, which lacks the comparison results with other methods. It is suggested to increase the experimental content.
