The authors are proposing an offline routing and scheduling method based on integer linear programming 4 (ILP), with a flow pre-processing step to explore the period correlation of Time-Triggered (TT) 5 traffic in Time-Sensitive Networking (TSN). This work is well described and their contributions are listed in a clear manner.  I would recommend this work for publication after some minor clarifications and questions:

Can the authors explain if simulations were performed to investigate the performance of the proposed method?

What are the main factors preventing this method to outs more than 15% end-to-end delay of partial flows?

the paper looks great and well organised with great contribution to the time sensetive network applications,

Related works need to be enhanced while the introduction need to be shortening

Need to add a pragraph or subsection showing the contribution of the paper and what is the new things the paper added to the body of the knoweledge as these type of research has been discussed extensively since 90s, some research went further to discuss these issues in wireless and add hoc networks, 

 

However in general the paper is great and theory is well structured however need to clirify the model little bit by illustration, give flow charts, and try to reduce well known discussions and equations so the researchers will not missed up in the well known details
