Round 1

Reviewer 1 Report

the authors propose a solution for infrequently used services enabling the so-called scale-to-zero feature using the FaaS model implemented by the Fission tool. This solution is at the same time compatible with the cloud-agnostic approach which in turn helps avoid so-called cloud computing vendor lock-in. Using the example of the system in question, quantitative experimental results showing the savings achieved are presented. In what follows, the advantages and disadvantages of the presented approach and further possible research directions are discussed.

# Suggestions for improvement

ü  However, they do not clearly summarize the major findings and contributions of their research! The section needs to be rewritten.

ü  The related works section needs to be reviewed again.

ü  Reconstruct the abstract and add motivation and novelty of the proposed method. I suggest comparing some MDP-based similar works, like reinforcement learning methods, with the proposed method.

ü  Several evaluation criteria should be included for performance comparison.

ü  Evaluate overhead using the evaluation criteria. Choose an optimal method of evaluating overhead. The implementation details should be clearly specified, if possible.

ü  What is the throughput of the system? How about the delay?

ü  There is no computational review.

ü  It is not considered whether implementation is completed properly.

ü  Add details about time and space complexity

ü  A clear statement of the problem is not provided (please revise and put on the intro section.)

ü  The research background should be accurate and more related papers should be gathered.

Reviewer 2 Report

The paper shows the detatils of an IT healtcare service by discussing specifications and design aspects.

Some minor points should be considered before the publication.

The "core" of the paper (results of Table 1) shuold be improved by adding more information and comparison aspects (for example adding also

perspectives about performance for more complex systems).

Authors should add more references improving the state of the art. I suggest to add the following topics:
