This study proposes a fuzzy logic-based approach to better manage supply chain uncertainty and improve decision-making flexibility. The developed framework categorizes supply chain activities into procurement, production, distribution and reverse logistics and integrates Lean, Agile, Resilient, and Green (LARG) KPIs within a hierarchical structure. The tool was implemented using Microsoft ExcelTM to enhance usability for practitioners. To test its applicability, the model was applied to a real case study. The results show that lean and resilient practices are consistently well-established across all supply chain phases, while agility and green practices vary significantly depending on the operational area—particularly between internal function (i.e., production and reverse logistics) and external ones (i.e., procurement and distribution). These findings help to better understand how the LARG capabilities are distributed across the different operational areas of the supply chain and offer practical guidance for managers seeking targeted performance improvement. Although the numerical results are context-specific, the framework’s adaptability makes it suitable for diverse supply chain environments. Full article

The construction industry, business models, and smart cities are recognized as pivotal domains with profound implications for fostering sustainability, prompting extensive research endeavors. However, there remains a dearth of interdisciplinary integration within this sphere aimed at fostering sustainable development. Nevertheless, current studies suggest that research in this area could provide theoretical and practical guidance for the sustainable transformation of society and make a positive contribution to the realization of the Sustainable Development Goals (SDGs). Therefore, this paper aims to utilize an innovative mixed research approach combining macro-quantitative bibliometric analysis with subsequent micro-qualitative content examination based on the SDGs to explore the relationship between BIM and smart cities in promoting a sustainability-oriented business model, which provides a comprehensive understanding of the overall situation and development of research topics in the field and contributes to the improvement of the SDGs. The results show that, during the last 13 years (from the year 2011 to 2023), the period from the year 2011 to 2016 was the initial stage of the field, followed by a rapid growth after the year 2018, of which “BIM”, “Smart City”, “Business Model”, “Building Life Cycle”, “Urban Management”, and “Business Model Innovation” are the keywords representing the current research hotspots. The circular economy model that has been developed since 2021 has contributed to life cycle stages, including “briefing stages” and “procurement stages”. As such, the “whole life cycle”, “strategic urban planning frameworks”, and “sustainable business models” have become future research trends, whilst real-world applications such as “smart tourism”, “e-government”, and “green building” have emerged. Further, the key partnerships of “city managers”, “corporate enterprises”, and “public participation” for smart cities contribute to the achievement of SDGs 8 and 17 in terms of integrating urban information technology and urban infrastructure, policy regulation, knowledge-sharing, improving economic efficiency, and promoting sustainable economic growth. Digitization and greening have become the characteristics of social and economic development. Digital technology, as a critical enabler of green supply chain management, has been widely considered and recognized by academia and business circles. With the advent of the Industry 4.0 era and the rapid development of digital technology, this emerging field of technology is constantly being updated, and so the academic research in this field is increasing but has yet to reach saturation. We systematically reviewed 144 relevant papers published in the last 14 years. We used qualitative analysis to classify, summarize and analyze the literature in two dimensions (i.e., digital technologies and green supply chain practices). Then, we continued the classification from each dimension. According to the basic characteristics, there are five digital technologies: the Internet of Things, big data, cloud computing, blockchain, and artificial intelligence. The green supply chain is divided into green procurement, green production, green consumption, and green logistics according to the essential practices of the supply chain. This study explores which digital technologies are needed in a green supply chain. The study also discusses how these technologies can reduce the input of resources and energy and the emission of pollutants, finally improving the operating efficiency of the green supply chain, and achieving economic, social, and environmental benefits. In recent years, responsible sourcing and procurement (including green supply chain management) across the architecture, engineering, and construction (AEC) sectors have become notable contributors to sustainable construction strategies. This study aims to provide a systematic review of responsible sourcing literature across the AEC sectors of the UK to identify a suite of opportunities and obstacles to adopting ethical and environmentally supportive practices and to highlight avenues for further investigation. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) review process was adopted to identify, screen, and select (n = 80) articles (from 2000–2020) for review. Analysis of these articles identified the most frequently reported opportunities: (i) stakeholder value (40%); (ii) improved supply chain performance (39%); and (iii) competitive advantage (30%). The most frequently reported obstacles relating to the uptake of responsible sourcing are the following: (i) cost (44%); (ii) industry constraints (28%); and (iii) lack of frameworks/information and lack of awareness (25%). Given the industry importance of these themes, it is proposed that there is a necessity to explore and unravel the perceptions of industry experts about these issues so as to clarify the progress and possibilities for more widely adopting responsible sourcing across the AEC sector and, moreover, for clarifying their contribution towards achieving national and international sustainability targets (e.g., UN Sustainable Development Goals). The public procurement system in Poland remains highly centralized, although thanks to European Community directives, it is part of European law. Therefore, it has established procedures for sustainable public procurement, including so-called green public procurement. In addition to the Public Procurement Law of 11 September 2019, other provisions introducing specific instruments (e.g., energy labels, environmental labels) should be taken into consideration, as such provisions make it easier for contracting authorities to take environmental aspects into account in tender procedures. Bearing in mind the existing legal regulations, this article features a diagnosis of the degree of use of measures to improve energy efficiency in public procurement procedures and models activities related to improving this situation. For this purpose, surveys were conducted for 120 entities applying the provisions of the Public Procurement Law. Taking into consideration the results obtained in the survey, 15 factors related to the improvement of energy efficiency in tender procedures were selected with the help of 12 purposively selected experts connected with the issues raised in this article. Thanks to their expert knowledge, three key factors determining the wider use of this instrument were modeled by means of the systems theory–based methodology of network thinking. The paper also attempts to indicate the key factors determining the wider use of this instrument, using the network thinking methodology for this purpose. As a result of the conducted research, it was found that these factors include human capital, industry, and the energy crisis. Research on the subject in the Polish literature remains innovative and allows for the formulation of application recommendations for decision makers. The concept of energy efficiency in this paper refers to the ratio of the results obtained to the energy input. Efficient use of energy aims to reduce the amount of energy needed to deliver products and services. Full article

Sustainable food systems have the potential to protect humans and planet health. Green public procurement (GPP) is a tool for the sustainable transformation. In Poland, the share of GPP is extremely low. As part of the StratKIT project, a survey-based research study was carried out in the city of Rybnik (Silesia Region). The aim of this paper is to diagnose the level of awareness in the field of sustainable development of the project stakeholders, and to propose further sustainable actions related to GPP in Poland. The survey was conducted in social care homes and two primary schools. Statistical analyses were performed using SPSS 24 software. The results show that the level of education has an impact on the assessment of the environment, and that the place of residency interferes with the level of environmental, organic and nutritional knowledge. Correlational analysis showed no statistically significant relationships between age, level of education, place of residence and willingness to introduce action connected to GPP (e.g., organic food). In conclusion, there is a need for an appropriate educational program for the public procurement and catering services (PPCS) sector, teaching about advantages of GPP for the food systems in connection to sustainable agriculture, consumption and climate actions. Urban Open Spaces (UOS) are green infrastructures that provide social and ecosystem services. Green public areas contribute to mitigation and adaptation strategies for addressing climate changes, but their maintenance has a significant cost. Frequent grass cutting operations must be carried out during growing periods to ensure the safe livability of UOS to citizens. In the present paper, a geo database was developed to map green public areas of the city of Latina (Lazio Region, Central Italy) by using a multisource dataset according to the European INSPIRE Directive. The GreenCAL Tool was implemented. Two algorithms to determine UOS extension and the necessary budget for grass cutting operations are used, considering the contribution of different mowing (i.e., mulcher, lawnmower, or brush cutter) and UOS extension itself (~160 ha). The implemented processing chain allowed us to simulate forestation of abandoned areas and potential CO2 sequestration values. Two different scenarios of maintenance programs were also implemented to reduce more than 60% of operational cost according to: (1) different use of UOS; (2) their position within the urban area; (3) guidelines of Italian working group on public green management; and (4) management of vegetal residues. The management of the latter, derived by mowing, contribute to more than 23% of the budget allocated to maintain UOS. Besides the long-term environmental and health perspective, the short-term impact of the present applied research is relevant for a geomatic approach, green public procurements, as well as land use and climate interactions. The alternative management of UOS discussed in the present paper can also reduce organic waste production if the mowing within the UOS is managed as a resource for agriculture rather than urban waste. Emerging technologies such as electronic procurement have rapidly become common practice in recent years. With the advent of internet technologies and open innovations, the traditional procurement system is transformed into an electronic procurement system. Technology adoption is influenced by multiple factors, including the adopter, technology, and ecosystem in which they function. Considering this, E-procurement is still being adopted slowly. This research aims to investigate the extension of the adoption of E-procurement and identify the relationships between the E-procurement technologies and green procurement practices across different sectors of ISO 14001-certified Malaysian enterprises. This research is supported by the Technology Acceptance Model, one of the significant theories of technology adoption. Using SPSS and SmartPLS, the survey data is analyzed quantitatively. The structural model explains 86% of the variance in green procurement and shows the positive significant relationship between green procurement and the E-procurement technology of the ISO 14001 firms. Consequently, adopting E-procurement technology would benefit company sustainability. A benchmark for ISO companies will be established, highlighting the importance of E-procurement technology in improving green procurement and supply chain efficiency. The study recommends that demand for environmentally friendly products and services be fueled by technology-based purchases, resulting in a greener supply chain. Full article

Cities across the world are becoming more engaged in tackling climate change and contributing to the achievement of international agreements. The city of Curitiba in Brazil is no exception. In December 2020, the city published PlanClima (Plano Municipal de Mitigação e Adaptação às Mudanças Climáticas), a climate plan developed with local and international organizations. PlanClima aims to guide policies and actions to mitigate and adapt to climate change. This study focuses on selecting and qualitatively evaluating transport policies that contribute to the city’s 2030 climate and Sustainable Development Goals (SDGs). With PlanClima’s analysis for the transport sector in mind, nine targets for 2030 are identified and connected to different transport policies. To evaluate the possible interactions between the policies and the different dimensions of the SDGs, four types of linkages were designed: essential, uncertain, limited, and opposite. These categories were developed to evaluate the several dimensions in which a policy can have a positive or negative impact. The results show that the implementation of zero emission zones/low emission zones, green public procurement, subsidy schemes for the uptake of clean vehicle technology, and the digitalization of the transport system through smarter public transport and digital platforms that couple bike sharing, taxis, and public transport are some of the measures that can contribute to the achievement of Curitiba’s targets and ensure a positive impact on the sustainable development of the city. The study highlights how different policy instruments can contribute to achieve the city’s targets, thus providing guidance to policymakers. Full article

Public procurement has been highlighted as an important strategic tool to drive sustainable development. The present study aimed at providing direction for decreasing greenhouse gas emissions (GHGE) by 25% for the food purchased by child-care centers in the City of Copenhagen while simultaneously providing nutritionally adequate, affordable and tasty menus. Baseline data were provided by compiling food purchase data with datasets matching each food item to a proxy food item and further with databases containing nutrient and GHGE information. For each food item, the edible amount was estimated in order to evaluate nutritional content and GHGE per 10 MJ. Two scenarios were modeled, i.e., a plant-rich diet and a lacto-ovo vegetarian diet directed at children two to five years old based on current purchase practice. Finally, the diets were translated into guidelines for menu planning. Amounts of pulses, nuts and seeds, as well as dark green vegetables and plant-based fats, were increased substantially in the two scenarios, while animal fat was decreased and the amount of meat was either reduced or eliminated in the plant-rich and lacto-ovo vegetarian diets, respectively. These kinds of changes in public food procurement have the power to significantly affect the transition toward a more healthy and sustainable food system. Full article

Currently, the green procurement activities of private hospitals in Taiwan follow the self-built green electronic-procurement (e-procurement) system. This requires professional personnel to take the time to regularly update the green specification and software and hardware of the e-procurement system, and the information system maintenance cost is high. In the case of a green e-procurement system crash, the efficiency of green procurement activities for hospitals is affected. If the green e-procurement can be moved to a convenient and trusty cloud computing model, this will enhance the efficiency of procurement activities and reduce the information maintenance cost for private hospitals. However, implementing a cloud model is an issue of technology innovation application and the technology-organization-environment (TOE) framework has been widely applied as the theoretical framework in technology innovation application. In addition, finding the weight of factors is a multi-criteria decision-making (MCDM) issue. Therefore, the present study first collected factors influencing implementation of the cloud mode together with the TOE as the theoretical framework, by reviewing the literature. Therefore, an expert questionnaire was designed and distributed to top managers of 20 private hospitals in southern Taiwan. The fuzzy analysis hierarchical process (FAHP), which is a MCDM tool, finds the weights of the factors influencing private hospitals in southern Taiwan when they implement a cloud green e-procurement system. The research results can enable private hospitals to successfully implement a green e-procurement system through a cloud model by optimizing resource allocation according to the weight of each factor. In addition, the results of this research can help cloud service providers of green e-procurement understand users’ needs and develop relevant cloud solutions and marketing strategies. Full article

Public organisations develop sustainable public procurement (SPP) policies to compel suppliers to contribute to societal goals. Studies show that the ability, motivation, and opportunity that procurers have to procure in a sustainable manner affect the uptake of SPP. Most studies into SPP examine these factors only in the context of one type of SPP (e.g., green procurement). The goal of this paper is therefore to examine the relationship between ability, motivation, and opportunity and six types of SPP: (1) green public procurement, (2) social return on investment, (3) circular economy, (4) bio-based public procurement, (5) innovation-oriented public procurement and (6) international social criteria. An online survey was administered amongst procurers working in Dutch public organisations. The research shows that ability, motivation, and opportunity affect Green Public Procurement (GPP). Opportunity did affect green public procurement, innovation-oriented public procurement and circular economy, but not the other types of SPP. We were unable to identify an antecedent of more social types of SPP in this research. This research shows that findings based on GPP cannot be directly generalized to other types of SPP, and that there is a need for research into the antecedents of social types of SPP. Full article

In recent decades, the international scientific debate has focused on maximizing the energy performance of the building organization during the operational phase. However, the energy performance is only partially in line with the strategic environmental objectives defined by the European Commission which, with Communication 2003/302, also defined the guidelines for the drafting of the National Action Plans on Green Public Procurement (NAP GPP). Law no. 296 of 27 December 2006 provided for “... the implementation and monitoring of an Action Plan for the environmental sustainability of public administration consumption”, drawn up by the Ministry of the Environment and the Protection of Land and Sea. This work moves in the direction of identifying design strategies, relating to construction and urban restructuring, compatible with the criteria of energy and environmental sustainability provided for in the New Code of Public Procurement (Legislative Decree 50/2016), in accordance with the directives of the European Community. The parameters that define the methodological articulation (choice of case studies, scope of reference of stakeholders, etc.) orient the use of the results towards similar cases, i.e. design of urban districts located in regions with a Mediterranean climate. This paper offers both theoretical and empirical analyses to explore energy justice from a policy perspective. We first propose a framework that explicitly connects core functions of clean energy policy instruments (i.e., regulation, financial incentive, government provision, information, and education program) to philosophical groundings of energy justice—distributive, procedural, and recognition justice. To empirically explore distributive energy justice, we examine the racial and socioeconomic disparities in three government-driven clean energy programs in the United States, including (1) the American Recovery and Reinvestment Act (ARRA) smart-grid investment grant (SGIG); (2) utility smart-meter roll out programs; and (3) city government adoption of green buildings. Results showed that the amount of ARRA funding awarded to utilities was closely related to racial composition. Inequalities were also found in utility smart-meter programs. Utilities operating in communities with a larger Hispanic population were less likely to initiate smart-meter roll out. The intensity of smart-meter technology implementation was positively correlated with education levels. Our third empirical case showed that government procurement policy can improve distributive equity for energy-efficient buildings. However, its spillover effects on the private sector can result in more adoptions in areas with fewer minorities and more highly-educated residents. Full article

The government green purchase is widely considered to be an effective means of promoting sustainable consumption. However, how to identify the greener product is the biggest obstacle of government green purchase and it has not been well solved. A quantitative evaluation method is provided to measure the green degree of different products of the same use function with an indicator system established, which includes fundamental indicators, general indicators, and leading indicators. It can clearly show the products’ green extent by rating the scores of different products, which provides the government a tool to compare the green degree of different products and select greener ones. A comprehensive evaluation case of a project purchasing 1635 desk computers in Tianjin government procurement center is conducted using the green degree evaluation system. The environmental performance of the products were assessed quantitatively, and the evaluation price, which was the bid price minus the discount (the discount rate was according to the total scores attained by their environmental performance), and the final evaluation price ranking from low to high in turn is supplier C, D, E, A, and B. The winner, supplier C, was not the lowest bid price or the best environmental performance, but it performed well at both bid price and environmental performance so it deserved the project. It shows that the green extent evaluation system can help classify the different products by evaluating their environment performance including structure and connection technology, selection of materials and marks, prolonged use, hazardous substances, energy consumption, recyclability rate, etc. and price, so that it could help to choose the greener products.
