This study examines the integration and sustainability of solar energy technologies as a tool for rural electrification in Ghana, using the Lofetsume community as a case study. Persistent electricity access deficits in rural areas, coupled with unreliable grid systems and high energy costs, underscore the need for alternative energy solutions. Through semi-structured interviews and surveys, the study explores community perspectives and expert views on the viability of solar energy in rural Ghana. Findings reveal strong grassroots support for solar energy due to its reliability and environmental benefits, despite barriers such as high upfront installation costs and maintenance challenges. The study recommends multi-stakeholder partnerships, innovative financing models, and capacity-building initiatives to enhance solar energy adoption. By prioritizing solar energy technologies, the government, private sector, and local communities can collaborate to develop sustainable and affordable electrification solutions, ultimately improving living standards in remote areas and contributing to Ghana’s broader energy sustainability goals. Porcine reproductive and respiratory syndrome virus (PRRSV) poses a significant economic challenge to Japan’s swine industry. This review synthesizes the epidemiological evolution of PRRSV in Japan by examining the available scientific literature from its initial Type 2 isolation in 1993 to recent events. Endemic Type 2 strains, initially dominated by Cluster III (Lineage 4), have diversified significantly. This diversification was marked by key events including the emergence of vaccine-associated Cluster II (Lineage 5) and incursions of virulent Cluster IV/Lineage 1F (MN184A-like) strains and Type 1 virus around 2008. By 2018–2020, Clusters II and IV predominated nationwide, a trend strongly linked to widespread modified live virus (MLV) vaccination. The recent detection of the globally significant NADC34-like (Lineage 1A) strain underscores ongoing foreign incursion risks. Current MLV vaccines face challenges, including safety concerns and limited cross-protection against diverse field strains. Consequently, effective control requires integrated strategies, comprising optimized vaccination, stringent biosecurity, advanced molecular surveillance, improved diagnostics, and coordinated regional control programs guided by systematic herd classification and stakeholder partnerships. The development of next-generation vaccines and sustained multi-stakeholder collaboration are critical for mitigating the impact of PRRSV in Japan. Full article

This article explores the process of developing policy briefs (PB) as strategic tools to translate knowledge stemming from the analysis of local educational practices into inclusive European policy recommendations. This paper highlights how educational practices from eleven partner institutions across Denmark, Norway, Poland, Portugal, and Spain informed recommendations to prevent early leaving from education and training (ELET) and to enhance youth’s school engagement. Educational practices involved a collaborative dialogue among multi-stakeholders to establish a shared vision about educational inclusion, and the co-creation of educational practices supported by monitoring, evidence collection, and the identification of promising examples. These elements reflect the aim to embed educational inclusion in policy development, while underscoring the role of PBs as mechanisms of participatory knowledge transfer between countries and sectors, bringing together diverse voices from policymakers, educators, researchers, and young people. In doing so, the methodological approach to produce PB recognised local produced knowledge as a catalyst for informed decisions promoting quality education. The analysis of PB highlights elements of the identified educational practices addressing ELET challenges, such as (i) implementing co-creation methodologies in both educational contexts and political formulation; (ii) addressing student citizenship as central to meaningful learning; (iii) valuing cross-sector partnerships to address systemic challenges, and (iv) reinforce relational pedagogies that enhance student–teacher and student–student relationships. District heating and cooling systems represent a great pillar of European cities aiming to achieve climate neutrality. This study investigates stakeholders’ perspectives on district heating and cooling to analyze the challenges, barriers, and potential accelerators of a sustainable low-carbon energy transition in urban areas. This study was performed via a survey-based approach, targeting multi-level stakeholders, both from the supply and demand side. This study employed a structural methodology involving customized surveys tailored to different stakeholder groups, aiming to understand challenges, advancement, and opportunities in Romania’s district heating systems. The results highlighted the diverse interests of stakeholders, emphasizing the need for financial support to reduce reliance on fossil fuels from the supply side while addressing concerns about infrastructure and current operations from the demand side. This study laid the groundwork for shaping national and regional policies and promoting local partnerships to reduce fossil energy demand and support the transition to renewable energy sources. Using a multi-stakeholder, cross-sectorial approach, and SWOT analysis in Romania, it systematically addresses technical, financial, and regulatory challenges for the greater sustainability of these systems in the urban environment. Wastewater Treatment Plant Upgrade and Its Interlinkages with the Sustainable Development Goals

In the face of acute water scarcity and sanitation challenges emblematic of arid and semi-arid regions (ASARs), this study investigated the transformative upgrade of the Aqaba Conventional Activated Sludge Wastewater Treatment Plant (CAS-AWWTP) in Jordan. The project, expanding capacity to 40,000 m3/day, integrated sustainable features including renewable energy and repurposed natural treatment ponds functioning as artificial wetlands. The plant’s treatment performance, byproduct valorization, and alignment with sustainable development goals (SDGs) were assessed. Comparative analysis revealed that the upgraded CAS-AWWTP consistently outperforms the previous natural and extended activated sludge systems. CAS-AWWTP average removal efficiencies of BOD5, COD, TSS, and T-N were 99.1%, 96.6%, 98.7%, and 95.1%, respectively, achieving stringent reuse standards and supplying approximately 30% of Aqaba Governorate’s annual water budget, thus conserving freshwater for domestic use. Furthermore, the plant achieved 44% electrical self-sufficiency through renewable energy integration, significantly reducing its carbon footprint. The creation of artificial wetlands transformed the site into a vital ecological habitat, attracting over 270 bird species and becoming a popular destination for birdwatching enthusiasts, drawing over 10,000 visitors annually. This transformation underscores the plant’s dual role in wastewater treatment and environmental conservation. The AWWTP upgrade exemplifies a holistic approach to sustainable development, impacting multiple SDGs. Beyond improving sanitation (SDG 6), it enhances water reuse for agriculture and industry (SDG 6.4, 9.4), promotes renewable energy (SDG 7), stimulates economic growth (SDG 8), strengthens urban sustainability (SDG 11), fosters resource efficiency (SDG 12), and supports biodiversity (SDG 14/15). The project’s success, facilitated by multi-stakeholder partnerships (SDG 17), provides a replicable model for water-scarce regions seeking sustainable wastewater management solutions. Full article

Digital inclusion is a critical component of sustainable e-government, ensuring equitable access to digital public services for all citizens. However, challenges such as limited digital literacy, infrastructural gaps, and institutional barriers hinder widespread adoption, particularly among marginalized populations. This study examines the key obstacles to digital inclusion in e-government and explores technology-driven and policy-based solutions. A qualitative approach was employed, integrating case studies from developed and developing nations to assess best practices and localized policy adaptations. The findings highlight that public–private partnerships, digital literacy programs, and the integration of emerging technologies—such as artificial intelligence (AI), blockchain, and cloud computing—play a crucial role in enhancing accessibility and security. Additionally, aligning digital inclusion policies with the United Nations Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education), SDG 9 (Industry, Innovation, and Infrastructure), SDG 10 (Reduced Inequalities), and SDG 16 (Peace, Justice, and Strong Institutions), strengthens the long-term impact of digital governance. This study emphasizes the need for governments to adopt an inclusive, multi-stakeholder approach to e-government implementation, ensuring long-term investments in accessibility, cybersecurity, and user trust. Future research should explore mixed-method approaches and comparative analyses across different socio-economic contexts to refine strategies for digital inclusion. Full article

Background/Objectives: Artificial intelligence (AI) is transforming healthcare, enabling advances in diagnostics, treatment optimization, and patient care. Yet, its integration raises ethical, regulatory, and societal challenges. Key concerns include data privacy risks, algorithmic bias, and regulatory gaps that struggle to keep pace with AI advancements. This study aims to synthesize a multidisciplinary framework for trustworthy AI in healthcare, focusing on transparency, accountability, fairness, sustainability, and global collaboration. It moves beyond high-level ethical discussions to provide actionable strategies for implementing trustworthy AI in clinical contexts. Methods: A structured literature review was conducted using PubMed, Scopus, and Web of Science. Studies were selected based on relevance to AI ethics, governance, and policy in healthcare, prioritizing peer-reviewed articles, policy analyses, case studies, and ethical guidelines from authoritative sources published within the last decade. The conceptual approach integrates perspectives from clinicians, ethicists, policymakers, and technologists, offering a holistic “ecosystem” view of AI. No clinical trials or patient-level interventions were conducted. Results: The analysis identifies key gaps in current AI governance and introduces the Regulatory Genome—an adaptive AI oversight framework aligned with global policy trends and Sustainable Development Goals. It introduces quantifiable trustworthiness metrics, a comparative analysis of AI categories for clinical applications, and bias mitigation strategies. Additionally, it presents interdisciplinary policy recommendations for aligning AI deployment with ethical, regulatory, and environmental sustainability goals. This study emphasizes measurable standards, multi-stakeholder engagement strategies, and global partnerships to ensure that future AI innovations meet ethical and practical healthcare needs. Conclusions: Trustworthy AI in healthcare requires more than technical advancements—it demands robust ethical safeguards, proactive regulation, and continuous collaboration. By adopting the recommended roadmap, stakeholders can foster responsible innovation, improve patient outcomes, and maintain public trust in AI-driven healthcare. Full article

To address the pressing challenges of quality and sustainability in agricultural product supply chains, this paper proposes a multi-stakeholder collaborative governance framework. Adopting the perspective of collaborative governance and sustainability, the paper develops an evolutionary game model of the Chinese agricultural product supply chain. This model involves four key stakeholders: agricultural enterprises, the government, NGOs, and consumers. It integrates sustainability principles to ensure that the decisions of each stakeholder contribute to the quality and safety of agricultural products while also promoting long-term environmental and social well-being. The simulation results demonstrate the critical importance of multi-stakeholder collaboration in strengthening governance and promoting sustainability. Based on these findings, the government is advised to implement technology-driven oversight mechanisms, such as AI-based inspections and blockchain traceability. Additionally, a tiered penalty system should be established, escalating penalties for repeat offenders. Regulatory cost-sharing mechanisms can also help ensure continuous enforcement without imposing excessive financial burdens on any single party. NGOs play a vital role in exposing corporate violations and can be more effective through targeted financial support and crowdsourced monitoring platforms. Consumers, as active participants in governance, should be incentivized with reward-based reporting systems and verified compliance feedback, which influence enterprise reputation. Public–private sustainability partnerships and real-time transparency platforms can further facilitate active participation from all stakeholders. By implementing these measures, the regulatory framework can evolve from traditional enforcement to a dynamic, data-driven governance model, fostering long-term sustainability and risk reduction in agricultural production. For many vulnerable older adults, food access was disrupted during the COVID-19 pandemic. In Hawai‘i, the Kūpuna (the Hawaiian word for elders) Food Security Coalition (KFSC) was formed in March 2020 to address this challenge, leveraging local and federal funding support. This case study presents information on coalition formation and success in addressing this emergency, as well as evaluation data on coalition functioning as assessed by the Collective Impact (CI) framework. Coalition functioning was assessed across the five CI conditions: common agenda, shared measurement, mutually reinforcing activities, continuous communication, and backbone support. Case study data were available from interview and learning circle transcripts, survey findings, and other program documents. Between March and December 2020, the KFSC coordinated efforts of 46 organizations to serve approximately 1.2 million meals to 8300 vulnerable seniors in Honolulu County. Within the first 9 months of existence, the coalition’s measurement system and the common agenda conditions showed advanced maturity, while the other conditions demonstrated moderate maturity levels. Despite challenging leadership transitions, the coalition was successful in helping increase food access and then pivoting in 2021 to promote kūpuna vaccinations, and the coalition continues to meet regularly to address issues of concern to vulnerable older adults. This study provides evidence-based guidance for communities seeking to establish public/non-profit partnerships for emergency food response for older adults, demonstrating how structured coalition approaches can effectively mobilize and coordinate multi-stakeholder efforts during and beyond crises. Rapid economic development has led to an overwhelming surge in waste generation, demanding urgent and comprehensive waste management solutions, particularly in developing countries. Source separation is a critical and indispensable step in integrated waste management and is featured as a government-led pattern in general. However, its implementation challenges persist in many cities because of complex waste systems and a lack of multi-stakeholder partnerships. Since there is a paucity of empirical research focusing specifically on the recycling business, this study presents a case study of HUGE Recycling, operating in Yuhang District, Hangzhou, China, to explore the effectiveness of a business-driven, multi-stakeholder partnership model in promoting source separation. The paper reveals that the recycling business plays a significant role in bridging the gap between local governments, residents, and the recycling industry and identifies some key factors in the business-driven, multi-stakeholder cooperative partnership model, fulfilling the requirements of multi-stakeholders. This case fosters collaboration between local governments, residents, and the recycling industry, encouraging active participation and alleviating the government’s burden. The findings highlight the potential applicability of the HUGE Recycling Model to waste management in resource-constrained developing countries for better resource management. Full article

The seventeen Sustainable Development Goals (SDGs) aim to address environmental, social, global, and economic challenges. The SDGs were a continuation of the Millennium Development Goals and assumed a common vision for the year 2030. Efforts to achieve the SDGs must be carried out in an integrated manner, respecting the three pillars of sustainable development, which are economic, social, and environmental. This review analyses the viability of Sustainable Development Goal 17 (SDG 17), which aims to build global partnerships for development. It makes specific reference to multi-stakeholder collaboration between all sectors of society. While the first sixteen SDGs are dedicated to concrete actions, SDG 17 Partnerships for Development coordinates and facilitates the implementation of the other goals. SDG 17 promotes the “right way” of collaboration between different actors through the formation of multi-stakeholder partnerships, which are essential to foster sustainable development. Although SDG 17 has its multiple advantages, it also does have its limitations, such as the present absence of a lessons-learned repository to share and understand how multi-stakeholder partnerships can prove more effective in promoting the successful implementation of the rest of the SDGs, as well as that SDG 17 seems to be regarded as more appropriate to the achievement of the economic pillar of sustainability at the moment, rather than being applied more widely. In this review, we analyze two case studies located in the south-western part of France, from which one can observe the great number of stakeholders, some non-human, even inanimate, present even in relatively minor projects and how due consideration of the interests of all of them in a manner following due process (albeit lengthy) enables decisions to be reached correctly and approved projects implemented soundly. One of the projects was rejected and did not proceed, while the other was approved and is going ahead. Full article

International research and development projects (or grand challenge projects) consist of multicultural, multi-country, multi-sectoral, and multi-stakeholder initiatives aimed at poverty reduction. They are usually conceived as partnerships between actors in the global north–south. The COVID-19 pandemic was a major unexpected disruption to ongoing projects and challenged their already complex management. The aim of this paper is to present evidence on how international development projects were impacted by COVID-19 with a particular focus on the relationship between research institutions in the north and south. We conducted a mixed-methods research study, combining a reflective exercise with the co-author team and a survey with principal investigators, project managers, and capacity development leads drawn from 31 Global Challenges Research Fund (GCRF) projects funded through the UK government’s Official Development Assistance (ODA) and focused on social–ecological system research. The survey contained closed- and open-ended questions in order to (i) demonstrate how those involved in managing projects adapted to risks, including both threats and opportunities, presented by the COVID-19 pandemic, and (ii) consider the implications for tailoring adaptive management approaches in international research projects amidst uncertainties, with a special focus on enhancing equities in global north–south partnerships. The paper offers the following recommendations on designing, planning, and implementing international research and development projects: (i) devolve project management in order to enhance project resilience and improve north–south equities; (ii) allocate dedicated resources to enable equitable north–south research partnerships; (iii) rely more on hybrid and agile approaches for managing a project’s life cycle; and (iv) improve resource flexibility, transparency, and communication through enhanced funder–implementer collaboration. The absence of a comprehensive smart city governance model has prompted research into the characteristics of the relationships among cities, services, and stakeholders. This study aims to identify, from the perspectives of governance and sociotechnical systems, the characteristics of conceptually related smart city service implementations based on stakeholder partnerships. Social network analysis was utilized based on existing research datasets. Stakeholders, services, and representative European sustainable smart cities were included in the dataset in relation to this study’s operational definition. The first finding is that the initial conceptually related smart city services are reflected in the accumulated and current characteristics of the smart city services. These depend on stakeholder partnerships, while the network foundation differs between the initial and latter services. The second finding clarifies how different development services depend on stakeholder partnerships and how multiple stakeholders, including local entities, are vital to deal with current challenges in massive urbanizations. The third finding demonstrates the emerging roles of private sectors and some intermediate services in the global network of cities. This study contributes to the management of smart cities by identifying how service development occurs based on stakeholder partnerships and contributes to their theoretical basis by empirically demonstrating the importance of multi-stakeholder partnerships to address current urbanization challenges. Water governance is a sensitive and contentious issue that requires multi-stakeholder participation and judicious use of technology. The new water law in Afghanistan focuses on the participation of stakeholders in water management, equitable water allocation, task division, and decision-making at the sub-basin, basin, and national levels. This paper looks at a multi-stakeholder partnership approach aligned with technological solutions designed by ICIMOD to facilitate collaboration for the purpose of addressing the key challenges and exploring opportunities for river basin management in Afghanistan. ICIMOD helped to broker a context-specific partnering approach to strengthen collaboration for water resource management by embedding the principles and frameworks of collaborating in cooperation and strategic partnership with the Partnership Brokers Association, which entails a shift from commitments to engage with stakeholders to codesigning and implementing activities based on partnering principles to achieve the goal of water resource management in Afghanistan. The paper highlights and discusses the various cases of the project that offer reflections on the participatory approach adopted and the value addition that each partner, on the basis of their strengths, brings to the partnership. The paper highlights the positive impacts that multi-stakeholder partnerships can have on overcoming the complex challenges faced in strengthening water resource management in Afghanistan. The domestic silkworm or mulberry silk moth, B. mori L., provides more than 99% of the world’s silk. Silk, as a sericulture product, was first introduced in Indonesia through a trade mechanism and began to develop in 1953. Several factors (economic, ecological, market, and cultural) support sericulture and make it become one of the non-timber forest product priorities. However, the competitive advantages alone have not encouraged the development of prospective sericulture industry in Indonesia yet. This paper is a review of tropical sericulture development in Indonesia. The literature on the development of sericulture in Indonesia between 1989 and 2022 is used to describe conditions related to mulberry cultivation (moriculture), and silkworm rearing (sericulture), as well as the state of socio-economic development, culture, and institutions. Moriculture and sericulture techniques, socio-economic aspects, institutional arrangements, and community motivations are intertwined, creating a challenging atmosphere for sericulture development. There are potential resources, such as exploring quality mulberry production and quality silkworm production through research and development, valuable cultural aspects, and potential stakeholders to build network engagement. Commitment, cooperation, and action from all stakeholders are needed to enhance the development of sericulture in Indonesia. In this context, the central government can play an important role in facilitating multi-stakeholder partnerships in the development of integrated sericulture in Indonesia. Full article
