Indonesia’s government anticipates waste problems by managing them through a large number of waste reduction programs. From a governance perspective in Indonesia, it is known that actors from diverse governmental levels and across sectors are involved in waste management, and their involvement largely depends on their institutional goals and problems. Hence, they are expected to coherently collaborate by developing and implementing sustainable instruments and resources for improving waste management problems. However, it is necessary to understand how supportive or restrictive the governance of waste reduction programs is to encourage successful trash reduction. This study was designed to evaluate and examine the application of community-based solid waste management (CBSWM) in Makassar. In this research, the Governance Assessment Tool (GAT) was applied to analyze the governance context of the waste reduction programs in Makassar qualitatively. In the assessment, contexts can be described as either supportive or restrictive of the processes of implementing public policies on waste management. As a result of such an assessment, this study shed light on some opportunities to improve the governance of waste management implementation’s impact on reducing waste in Makassar, South Sulawesi, Indonesia. The conclusion of this study is that the most important actors are affiliated with the local government and the community. Moreover, this study shows that the assessment of contextual governance is that it is predominantly restrictive. Full article

The net zero-energy building (NZEB) concept has recently gained prominence worldwide. Large scale adoption and implementation of NZEBs would potentially contribute greatly to greening of the building sector. However, it is still at a nascent stage of niche formation. This paper aims to assess the governance context for adoption and uptake of NZEBs through niche formation in India by addressing the research question: What is the state of governance in New Delhi regarding NZEB niche development? A case study research design is used to answer this question. The Governance Assessment Tool (GAT) and Strategic Niche Management (SNM) are used to analyze the New Delhi case. Data collection involved in-depth interviews with fourteen key stakeholders. Data were analyzed using the qualitative data analysis software (ATLAS.ti). The results reveal that the governance context is only marginally supportive towards NZEB niche formation due to qualities of moderate extent, flexibility and intensity. Actor network formation was identified as an important driver which influences other elements of governance, as well as factors stimulating strategic niche management. Full article

The adoption of energy efficient electrical appliances by households has a great potential to reduce electricity consumption in Nigeria. A well-formulated and implemented policy (mix) to spur adoption is said to be required to drive this process. This article presents an assessment of policies that aim to spur adoption among households, and the related governance system. The analytical framework used for this analysis is the Governance Assessment Tool (GAT). Data collection involved semi-structured interviews, a review of policy documents, and secondary quantitative data. The results show that policies in Nigeria had little effect in meeting pre-set goals. The governance system was found to be weakly developed due to a lack of policy, the overlapping work of different governmental organizations, a lack of appropriate resources, and a lack of householders’ involvement in agenda-setting and decision-making processes. Current actions mostly depend on local programmes that run via donor aid. They include the free exchange of CFL bulbs and metering studies of end user energy consumption. The results add further insight in the fields of governance and policy on energy efficiency issues in developing countries. This article also provides suggestions for the design of policies that target the adoption of energy efficient electrical appliances among households in Nigeria. Full article
