Rural Resilience Evaluation and Risk Governance in the Middle Reaches of the Heihe River, Northwest China: An Empirical Analysis from Ganzhou District, a Typical Irrigated Agricultural Area

Conducting research on the evaluation of rural resilience and risk governance strategies in the middle reaches of the Heihe River can provide a scientific basis for the sustainable development of rural areas in the inland river basins of arid regions. Affected by water resource constraints, the expansion of artificial oases, and excessive exploitation of groundwater, the rural areas in the middle reaches of the Heihe River Basin, the second largest inland river in the arid region of northwest China, are confronted with prominent contradictions in the human-land relationship and urgently need to enhance their ability to cope with risks. Based on the remote sensing data of land use and major socio-economic data, this study draws on the theory of landscape ecology to construct a disturbance-resistance-adaptability evaluation system. Taking Ganzhou District, a typical irrigated agricultural area, as a case study, the study uses the entropy weight method, resilience change rate, and obstacle degree model to analyze the rural resilience level and its changing characteristics from 1990 to 2020, identifies the key obstacle factors affecting the development of rural resilience, and proposes risk governance strategies accordingly. Main conclusions: (1) The overall rural resilience index is relatively low, showing significant spatial disparities. Towns with well-developed multifunctional agriculture, nature reserves, and ecological-cultural control lines have higher resilience indices. (2) The change rate of the rural resilience index demonstrates phase heterogeneity, generally undergoing a “relative stability-increase-decrease” process, and forming a differentiation pattern of “decrease in the north and increase in the south”. (3) Internal risks to rural resilience development in the Ganzhou District mainly stem from low economic efficiency, fragile ecological environment, and unstable landscape patterns, among which efficiency-dominant and landscape-stability obstacle factors have a broader impact scope, while habitat resistance-type obstacle factors are mainly concentrated in the western part and suburban areas. Enhancing the benefits of water and soil resource utilization, strengthening habitat resistance, and stabilizing landscape patterns are key strategies for current-stage rural resilience governance in the middle reaches of the Heihe River. Two nanhsiungchelyid carapaces from the Upper Cretaceous of Ganzhou Basin, Jiangxi Province, Southern China, are reported and assigned to Nanhsiungchelys sp. The new material reveals an unusual carapace morphology that was either not or poorly preserved in previously known Nanhsiungchelys specimens, including differentiated neurals, alternating costals, significantly modified scutes with vertebrals 4–5 contacting each other at a point, reduced pleurals 2–4 and greatly expanded lateral and posterior marginals. The discovery extends the geographical distribution of Nanhsiungchelys to the Ganzhou Basin. Full article

Improving production efficiency can help overcome the constraints of resource scarcity and fragile environments in oasis agriculture. However, there are few studies about the effect of farmers’ cognition of resources and the environment on their production efficiency. Taking farmers in the Ganzhou District of Zhangye—a typical representative of oasis agriculture in an inland river basin in Northwest China—this study empirically analyzed the effect of farmers’ cognition of resources and the environment on agricultural production efficiency. The average agricultural productivity of the surveyed farmers is 0.64, which is much lower than the average level in China. Farmers’ cognition of resources and the environment is related to green production willingness and behavior. Green production willingness, green production behavior between cognition of resources and the environment, and agricultural production efficiency play a chain mediating role, showing that farmers’ cognition of resources and the environment indirectly affects production efficiency. Green planting willingness is formed based on cognition of resources and the environment; when farmers translate willingness into behavior, it will further improve agricultural production efficiency. Recommendations are made based on the findings, such as strengthening the cognition of resources and the environment, mobilizing enthusiasm for green production, and promoting the practice of green planting. Rapid economic growth has a significant impact on land use change, which would threaten the natural ecology. Zhangye city of the Heihe River Basin, China is an ecologically vulnerable region where land use changes significantly due to socioeconomic development and population increases. The study employed a computable general equilibrium of land use change (CGELUC) model to simulate land use change and then used a dynamic land system (DLS) model to spatialize land use change during 2015–2030 under three development scenarios in Zhangye city. The three development scenarios are the baseline scenario (BAU), the resource consumption scenario (RCS) and the green development scenario (GDS). We found that economic growth would lead to land demand increases in high value-added industries and decreases in low value-added industries. The cultivated land would decrease while the built-up area would increase. By 2030, the cultivated land will decrease by 8.16%, 10.89% and 4.16%, respectively, under BAU, RCS and GDS, while the built-up area will increase by 8.61%, 10.39% and 4.75%, respectively. The expansion of built-up area under RCS presents spatial characteristics of centralized distribution, while spatial characteristics of uniform discrete distributions are presented under GDS. The expansion of ecological land under GDS would be considerable, especially in the north of Sunan County and Gaotai County, and around the natural reserve of Ganzhou County. This paper provides a scientific reference for coordinating economic development and ecological protection in the rapidly developing urbanized areas in western China. Full article

Water Productivity Evaluation under Multi-GCM Projections of Climate Change in Oases of the Heihe River Basin, Northwest China

As the second largest inland river basin situated in the middle of the Hexi Corridor, Northwest China, the Heihe River basin (HRB) has been facing a severe water shortage problem, which seriously restricts its green and sustainable development. The evaluation of climate change impact on water productivity inferred by crop yield and actual evapotranspiration is of significant importance for water-saving in agricultural regions. In this study, the multi-model projections of climate change under the three Representative Concentration Pathways emission scenarios (RCP2.6, RCP4.5, RCP8.5) were used to drive an agro-hydrological model to evaluate the crop water productivity in the middle irrigated oases of the HRB from 2021–2050. Compared with the water productivity simulation based on field experiments during 2012–2015, the projected water productivity in the two typical agricultural areas (Gaotai and Ganzhou) both exhibited an increasing trend in the future 30 years, which was mainly attributed to the significant decrease of the crop water consumption. The water productivity in the Gaotai area under the three RCP scenarios during 2021–2050 increased by 9.2%, 14.3%, and 11.8%, while the water productivity increased by 15.4%, 21.6%, and 19.9% in the Ganzhou area, respectively. The findings can provide useful information on the Hexi Corridor and the Belt and Road to policy-makers and stakeholders for sustainable development of the water-ecosystem-economy system.
